GENTEXT/REMARKS/1.  Situation.
1.a.  In accordance with ref (a), the Services were directed to consolidate into Defense Readiness Reporting System (DRRS).  Overarching guidelines for consolidation contained in ref (b) are the following.
1.a.1.  Do no harm.  This effort cannot interrupt or reduce the quality of the data currently available.
1.a.2.  Transparency to the operators.  Existing user interfaces must remain to eliminate the need to re-train thousands of users.
1.a.3.  Preserve current functionality.
2.  Intent.  This MARADMIN announces the DRRS-MC to DRRS cutover date and provides specific instructions to all current Defense Readiness Reporting System – Marine Corps (DRRS-MC) reporting units and installations. 
3.  Background.  To ensure successful consolidation of DRRS-MC and seamless cutover to DRRS, units were selected to conduct testing per ref (c).  Units were directed to provide feedback on issues that affected user experience, functionality, and or integrity of the data.  Feedback collected was crucial to the success of the test and vital to ensuring that once consolidation is complete, DRRS can support Marine Corps readiness reporting requirements per ref (d). 
4.  Mission.  On 22 October 2021, DRRS-MC will consolidate into DRRS.
5.  DRRS-MC user cutover into DRRS.  All users will continue to report readiness in DRRS-MC until 2000 EDT on 22 October 2021.  At 2000 EDT on October 22, DRRS-MC consolidation to DRRS will begin and will complete at 1200 EDT on 24 October 2021.  During this time, users will not be able to access DRRS-MC or DRRS.  All reports that users were working on in DRRS-MC prior to cutover will be available in DRRS once cutover is completed on 24 October 2021.
6.  DRRS redirect.  All users attempting to access DRRS-MC on 24 October 2021 will be automatically redirected to DRRS.  This redirect will expire on 1 January 2021 and all users will only be able to access DRRS by using the URL listed in para 7.a.1.
7.  DRRS NETUSR-MC access instructions.
7.a.  Current DRRS-MC users and users approved once consolidation into DRRS is complete will follow the access instructions below.

7.a.2.  Select “Login with secure token”.
7.a.3.  Select “ESORTS” within navigation menu.
7.a.4.  Select “NETUSR-MC”.  User directed to the Marine Corps Application Central page.
7.a.5.  Once on the Application Central page, it is recommended that users utilize the “Make This My Home Page” function.  Instructions for setting home page listed below.

8.  NETUSR-MC new user request instructions.  Starting on 24 OCT 2021, new users must request a DRRS account via the DRRS homepage before receiving access to NETUSR-MC.

8.a.1.  Select “Request Access” link to access registration page.
8.a.2.  Set the Parent Organization field equal to “USMC Marine Corps”.
8.a.3.  Select a Primary Unit of Assignment.  This is defined as the primary duty station or organization for which the user will be reporting readiness.  Units/Organizations can be searched using Unit Identification Codes (UICs), Unit Abbreviated Name, or Unit Long Name.
8.a.4.  DRRS will assign the account a unique username using the format Last Name + First Initial + DODID (example DoeJ12345678).  The system will retrieve the user’s DODID from their SIPR PKI token.
8.a.5.  If there is already a DRRS account associated to the DODID, the user will not be able to submit the account request.  The user will need to contact the DRRS Support Center for assistance.
8.a.6.  After successful submission of an account request, the system will display confirmation to the user.  An email will be sent to the DRRS Support Center with the information entered by the user during registration.
9.  NETUSR-MC approval.  Access approval is a two-step process involving the DRRS Support Center and USMC administrators.
9.a.  DRRS Support Center.  Will verify the user satisfies the following requirements before a NETUSR-MC account can be approved.
9.a.1.  The user has an active (or Interim) security clearance of US SECRET or higher.  If the DRRS Support Center is unable to verify the user’s security clearance, the user will be notified via email and/or phone.
9.a.2.  The user has a working personal SIPR email address.  If the SIPR email provided by the user does not work or is invalid, the DRRS Support Center will be notified via NIPR email and/or phone that a working SIPR email is required for account approval.
9.b.  USMC Administrators.  Will assign USMC application permissions.  Once an USMC administrator grants permissions, users will be able to access NETUSR-MC.
10.  DRRS items available to approved NETUSR-MC users.  Users will be able to access “ESORTS, Force Management, Utilities” menu items located on the DRRS navigation menu.  The tools that NETUSR-MC users will have access to within each one of the menu items are listed below.
10.a.  ESORTS.  NETUSR-MC.  Access to NETUSR-MC and Marine Corps Readiness Analysis Tool (MCRAT) based on user permissions.
10.b.  Force Management.  Joint Readiness Tool Users can view the JFRR dashboard, which tracks the readiness of COCOM, Agency, and Service HQ readiness against assigned missions.
10.c.  Utilities. 
10.c.1.  DRRS Portal.  Home page for all users containing links, documents, and watch list report.
10.c.2.  Group Builder.  Allows users to build notional groups of UICs to be used in COGNOS and Dashboards.
10.c.3.  Quick Search.  View and search tool.
10.c.4.  Analytics Tool.  MCRAT access for NETUSR-MC users with MCRAT permission.
10.c.5.  Capability Trees.  Legacy tool with limited capability.
11.  Approved MCRAT users will be able to access the MCRAT tool in the following areas.
11.a.  MCRAT access through NETUSR homepage.
11.a.1.  Select “Login with secure token”.
11.a.2.  Select “ESORTS” within navigation menu.
11.a.3.  Select “NETUSR-MC”.
11.a.4.  Select “MCRAT” on NETUSR homepage.
11.b.  MCRAT access through Utilities Menu.
11.b.1.  Select “Login with secure token”.
11.b.2.  Select “Utilities” from the navigation menu.
11.b.3.  Select “Analytics Tool” to access MCRAT.
11.c.  MCRAT users with DRRS-MC saved reports.  All MCRAT users that saved reports into the DRRS-MC MCRAT folder named “Shared Reports” prior to 24 July 2021 per ref (e), will be able to retrieve these reports from the “Workspace>*USMC Shared Reports” folder once logged in DRRS.
