GENTEXT/REMARKS/1.  Background.  In accordance with reference (a), the FY22 Enlisted Retention Campaign began on 7 July 2021.  As competitiveness increases and Primary Military Occupational Specialties (PMOS) are designated fast filling MOS (FFM) for Subsequent Term Alignment Plan (STAP) boatspaces, Manpower Management Enlisted Assignments (MMEA) will execute an Enlisted Career Retention Board (ECRB) to ensure the retention of the best and most qualified Marines seeking reenlistment.
2.  In an effort to provide increased transparency, consistency, and timeliness, CMC (MMEA) conducted a pilot ECRB in FY21 for STAP Marines.  Although successful, CMC (MMEA) remains committed to continual improvement through Fleet Marine Force (FMF) input and involvement.  To that end, numerous changes have been made to processes and procedures that increase the efficiency, effectiveness, and transparency of the ECRB.  Principle among the changes is the increased quantity of board members from the FMF. The FY22 STAP ECRB will be comprised of eleven (11) senior enlisted Marines from across the FMF and supporting establishments, three (3) senior enlisted Marines from CMC (MMEA), and one (1) 4821 Master Gunnery Sergeant from CMC (MMRP).
3.  The FY22 STAP ECRB will convene virtually from 30 November 2021 to 23 December 2021.  The board will select the best and most highly qualified STAP Marines from those who have submitted for reenlistment to meet the Marine Corps' operational needs by PMOS and zone.
4.  In accordance with references (a) and (b), the STAP submission deadline for reenlistment is 30 November 2021 for all non-historic FFMs.  The STAP submission deadline for historic FFMs identified in reference (b) is 31 October 2021.  Per reference (b) Marines will be notified that their PMOS has been designated an FFM by their Unit Career Planner. Marines who desire to reenlist in an FFM must have a reenlistment request submitted to CMC (MMEA) via TFRS by 2359 EST on the day of their respective submission deadline.
4.a.  Requests submitted after the established deadlines will not be considered by the ECRB and will be held as alternates.
5.  Eligibility Criteria.  To be considered for retention on the FY22 STAP ECRB, Marines must meet the criteria below:
5.a.  Must be an FY22 STAP Marine as defined in reference (a).
5.b.  Must meet all reenlistment prerequisites or have appropriate waiver, in accordance with references (b) and (c).
5.c.  Reenlistment requests that are incomplete or are not submitted in accordance with references (b) and (c) will not be considered by the FY22 STAP ECRB.
6. Tasks
6.a.  I MEF, II MEF, III MEF, MCI East, MCI West, MCI PAC, MARFORSOC, and TECOM Commanding Generals are responsible for providing the senior enlisted Marines to serve remotely as board members for the FY22 STAP ECRB as outlined below.  The above-listed commands must also identify (1) alternate for each of the nominees outlined below.  Alternates must meet all qualifications outlined in paragraph 6.a.10 of this MARADMIN and be the same rank as the nominee for which they are an alternate.  Nominations are due via electronic mail to POC 3 and 4 of this MARADMIN no later than 1 November 2021.
6.a.1.  Commanding General, I MEF provide (1) SgtMaj from 3d MAW and (1) MGySgt from 1st MarDiv.
6.a.2.  Commanding General, II MEF provide (1) SgtMaj from 2d MLG and (1) MGySgt from 2d MAW.
6.a.3.  Commanding General, III MEF provide (1) SgtMaj from 3d MarDiv and (1) MGySgt from 3d MLG.
6.a.4.  Commanding General, MCI East provide (1) MGySgt.
6.a.5.  Commanding General, MCI West provide (1) SgtMaj.
6.a.6.  Commanding General, MCI PAC provide (1) MGySgt.
6.a.7.  Commanding General, MARFORSOC provide (1) SgtMaj.
6.a.8.  Commanding General, TECOM provide (1) MGySgt.
6.a.9.  To ensure the integrity and confidentiality of the ECRB, each nominee must be provided with an independent workspace that is free from any interruption and provides absolute privacy for the duration of the board.
6.a.10.  Each nominee must meet all requirements as outlined below.
6.a.10.(a).  Have an active Marine Corps Enterprise Network (MCEN) account with Microsoft Teams.
6.a.10.(b).  Have access to a MCEN computer with a webcam, microphone, and headphones enabled.
6.a.10.(c).  Have at least 18 years of active service.
6.a.10.(d).  Not be pending legal or administrative action.
6.a.10.(e).  Not have been subject to adverse administrative or legal action on current contract.
6.a.10.(f).  Must not have the MOS of 4821 or be serving as a Collateral Duty Career Planner.
6.a.10.(g).  Have no known scheduling conflicts which would prevent participation from 0800-1800 EST Monday through Saturday while the board is in session.
6.a.11.  Provide an Action Officer point of contact within their respective commands in case administrative or technical issues arise with their nominees while the ECRB is in session, or if CMC (MMEA) is unable to contact a nominee.
6.a.12.  Assign a dedicated technical support Marine to provide real-time network support to ensure board execution is uninterrupted.
6.b.  Unit Commanders, Sergeants Major, and Career Planners. Ensure all FY22 STAP Marines are briefed on the contents of this message.
6.c.  Communication with the board is not required for the ECRB. However, if a Marine chooses to communicate with the board, such communication shall be sent to POC 3 and 4 of this MARADMIN no later than 20 November 2021.
6.c.1.  Submission of material and correspondence directly to the president of the board should not include items that are considered part of a Marine’s Official Military Personnel File (OMPF).
6.c.2.  Communication with the board shall be written in naval letter format.
6.c.3.  The subject line of emails containing board correspondence shall adhere to the following format: “LTB ICO Rank Lastname, Firstname M. I., EDIPI.”
6.c.4.  It is the responsibility of the Marine submitting correspondence to ensure that the information provided does not violate The Privacy Act of 1974.
7.  Board Execution
7.a.  The FY22 STAP ECRB will be conducted via Microsoft Teams using MCEN computers with the aid of the Digital Board Room (DBR) 2.0 Program from 30 November 2021 to 23 December 2021.
7.b.  Board members will review the reenlistment requests and service records of FY22 STAP Marines and select those who will receive an available boatspace, rank all alternates, and evaluate Marines with substandard performance and/or misconduct for disapproval/no further service determination.
7.c.  Marines approved as primary selectees for reenlistment will be notified directly via their Unit Career Planner of the results of the board as individual PMOS boards are completed.  The results will be released on a rolling basis throughout the execution of the ECRB. Marines not approved for a boatspace will be notified once their PMOS zone executes all available boatspaces.
7.d.  Per reference (a), Marines will have ten (10) days from approval in TFRS to either execute reenlistment or decline the authority.
7.e.  If a reenlistment is declined, alternates will be approved based on their ranking from the ECRB.
7.f.  When a PMOS zone exhausts all boatspaces and reaches 100% executed, all remaining alternates will be disapproved due to keen competition.
7.g.  Marines disapproved due to keen competition may pursue reenlistment via lateral move or the Commanding Generals Retention Program (CGRP).  Further details regarding the CGRP will be announced via separate correspondence.
8.  Administration and Logistics
8.a.  All members will be TAD (local) for the execution of the board.  Members will be serving as an official board member under the authority and direction of the Deputy Commandant, Manpower and Reserve Affairs.
8.b.  All TAD members must participate on the board from 0800-1800 EST, Monday-Friday, while the board is in session.  Saturdays will be used only if deemed necessary by the Board President.
8.c.  Detailed coordinating instructions will be sent to each member after the nomination is received.
8.d.  Training for board members will be held from 0800-1600 EST on 30 November 2021 over Microsoft Teams.
8.e.  STAP Marines are encouraged to contact their Unit Career Planner to confirm the submission status of their reenlistment request and eligibility for the ECRB.
9.  This MARADMIN does not apply to the Marine Corps Reserve.
