GENTEXT/REMARKS/1.  Background:  The Deputy Commandant for Information (DC I) established a Cyber Occupational Field (OccFld) Operational Planning Team to evaluate the force generation process and the challenges associated with creating a professional cyber workforce.  The end state is to produce a ready force to meet emerging technologies, support emerging command and control requirements, adapt to rapid changes in technology, and enable operations within a dynamic information environment.  The working group realigned skillsets and Military Occupational Specialty (MOS) structure to streamline the force generation process and improve the sustainability of the cyberspace workforce.  The new MOS structure will be updated in the FY22 Tables of Organization (TO) and Authorized Strength Report (ASR) in accordance with Reference (a) and updates will be reflected in Reference (b).  The OPT outcomes are outlined in Reference (c) and are approved for implementation by the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Cost (DOTMLPF-C) Working Group.  The MOS Manual Updates intended that accompany this initiative were published in Reference (d) and will be updated during the next planned update of Reference (b).
2.  Reclassification of all Active Component (AC) Marines with the Primary MOS (PMOS) or Intended MOS (IMOS) of 2611, in grades Private through Sergeant, and all AC Marines with the PMOS or IMOS of 1711, in grades Staff Sergeant through Gunnery Sergeant, will be unit diary reported with a new PMOS of 1721.  No action is required by the individual Marine.  On 1 October 2021, M&RA, in conjunction with DC I, will review the population and Marines will be re-designated to their new PMOS.  The new MOSs will be unit diary reported on 8 October 2021.
2.a.  Marines currently or previously certified in United States Cyberspace Command (USCC) or National Security Agency (NSA) Interactive On-Net Operator (ION) or Exploitation Analyst (EA) work roles will be considered training complete.
2.b.  A Draw Case Code (DCC) will be assigned to Marines who have not previously been certified in the work roles in paragraph 2.a. or who have not previously completed Cyber Operations Specialist Course (COSC), Cyber Common Technical Core (CCTC), or Intermediate Cyber Core (ICC).  Upon graduation of COSC, CCTC, or ICC, the DCC will be removed.
2.c.  The 17 OccFld will identify Marines who require DCC assignment to M&RA (MMIB).
3.  Current billet requirements for PMOS 2611 and 1711 will remain at the owning unit but recoded as PMOS 1721 on units’ FY22 TO.
4.  Beginning in FY22, 2611 will transition to a Necessary MOS (NMOS) in order to retain expertise for Computer Network Exploitation support and Digital Network Intelligence requirements in the 26 OccFld.  Personnel will be assigned the NMOS in accordance with reference (b).
5.  AC Marines with the NMOSs of 2612 and 2613 will automatically convert to the 1712 and 1713 NMOSs. No action is required by the individual Marine.  Effective 8 October 2021, M&RA (MMIB) will report unit diary entries for all effected Marines identified in a reclassification spreadsheet provided by the Cyberspace Occupational Field Specialist.
