GENTEXT/REMARKS/1.  Purpose.  The Commandant of the Marine Corps (CMC) solicits applications for highly qualified officers to assume command of Combat Mission Team (CMT) 3 and Combat National Mission Team (CNMT) 1 at U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER) in support of Marine Corps and U.S. Cyber Command (USCYBERCOM) operations within the cyberspace warfighting domain.
2.  CMT/CNMT commanders fill a critical role within the cyberspace warfighting effort and are responsible for executing missions directed by the Commander, MARFORCYBER (COMMARFORCYBER) and the Commander, USCYBERCOM in support of national security objectives world-wide.  These missions correlate to the threats outlined in the National Security Strategy and CMT/CNMT commanders supervise the execution of missions while intrinsically coordinating joint, interagency, intergovernmental, and multinational (JIIM) approaches to resolving complex problem sets within the cyberspace domain. The scope of responsibility, level of technical knowledge required, and span of control inherent to these positions, requires the selection of the most qualified Marine.
3.  Eligibility.
3.a.  Eligibility criteria.
3.a.1.  Unrestricted lieutenant colonels, lieutenant colonel selects, or majors eligible for consideration on the fiscal year (FY) 2023 lieutenant colonel promotion selection board are eligible to apply.
3.a.2.  Applicants must hold the primary military occupational specialty (PMOS) of 1702; or the PMOS of 0802, 0602, or 0202 with an educational and/or experiential background in cyberspace operations and/or have the necessary MOS of 0206. In order to be considered competitive, the applicant must be able to clearly articulate their education and experience in the cyberspace operations.
3.a.3.  Must be a U.S. citizen.
3.a.4.  Must be able to obtain and hold a TOP SECRET/SCI clearance and pass a counterintelligence polygraph examination.
3.b.  Desired criteria.
3.b.1.  A degree in computer science, electrical engineering, information technology, or cyber security is not required but highly desired.  Certifications in cyber, advanced coding, or advanced networking related disciplines are not required but are also highly desired.
3.b.2.  Applicants must have demonstrated work experience in, or have served in a cyber-billet or another highly technical field.
3.c.  Ineligibility criteria.
3.c.1.  Officers with an established separation or retirement date.
3.c.2.  Officers with a mandatory retirement date prior to 1 August 2025.
3.c.3.  Lieutenant colonels who were in-zone or above-zone on the FY23 colonel promotion selection board.
3.c.4.  Officers selected for command by the FY22 colonel or lieutenant colonel command screening board; however, officers selected as alternates are not prohibited from applying.
3.c.5.  Officers who have been previously selected for, but subsequently declined command.
3.c.6.  Officers who have been relieved for cause.
3.c.7.  Officers who are ineligible to execute permanent change of station or assignment orders in the summer of 2022 due to not having met time on station requirements in their current assignment, special program pay-back requirements, or joint duty requirements.
4.  Application Process.  Officers who desire to apply for these command opportunities will submit their application using standard naval letter format, via their current chain of command, to COMMARFORCYBER no later than 12 November 2021.  Applications must be endorsed by the first General Officer in the applicant’s current chain of command.  Commands must submit applications electronically to MARFORCYBER_G1_Admin@nsa.gov as a single portable document format (PDF) with the naming convention EDIPI_LNAME_FY22 CYBERCOMMANDBOARD. The following must be included as enclosures to the application:
4.a.  Applicant’s letter explaining why they believe they possess the right balance of education and experience to be selected for one of these positions.  The applicant’s letter will not exceed two pages in length.  The applicant must include the following statement in their application, “If selected for command of a CMT/CNMT, I will voluntarily request removal from command screening eligibility or other such boards that could result in a shorter than expected tenure (two years) as a commander.”
4.b.  No more than two letters of recommendation (optional).
4.c.  In accordance with MARADMIN 491/20, official military personnel file photos will not be reviewed and should not be submitted by the applicant.
5.  Selection Process.
5.a.  Deputy Commandant for Manpower and Reserve Affairs (DC, M&RA) will convene a selection board to screen applications and select the most qualified applicants.
5.b.  There are two steps to the selection process.
5.b.1.  The first step is a review of applications and each applicant’s service record by the selection board. The board will select those officers who appear to possess the desired skills, education, and experience for advancement to the next step in the selection process.
5.b.2.  The second step is an interview of those applicants identified by the selection board in step one. All interviews will be conducted virtually and will be coordinated by the MARFORCYBER G-1.
6.  Although this command assignment is generally slated for two years, selected officers should expect to execute Permanent Change of Station/Assignment orders to MARFORCYBER at Fort George G. Meade, Maryland in summer 2022 for a minimum of three years. Questions regarding career timing should be addressed with the officer’s PMOS monitor before submitting their application.
7.  If selected for command of a CMT/CNMT, the officer agrees to voluntarily request removal from command screening eligibility or other such boards that could result in a shorter than expected tenure (two years) as a commander.
8.  Officers who are selected but decline must do so via AA form, endorsed by the first Marine in the select's chain of command, and forwarded to HQMC (MMOA-3) within 15 days of the publishing of the selection MARADMIN. Alternates fleeted up to vaccencies are also required to formally decline if they choose not to accept the offer.  Letters of declination will e placed in the officer's OMPF.
