GENTEXT/REMARKS/1.  Per reference (a), articulation agreements are formal agreements between academic institutions to accept certain amounts and types of credit for particular courses or programs.  This MARADMIN designates Marine Corps University (MCU) as the responsible office for the tracking of all articulation agreements involving Education Command (EDCOM) units, courses, and programs.
2.  EDCOM policy.  The purpose of this policy is to increase transparency of agreements and to enable individuals or organizations to build upon current agreements in the future.  CG, EDCOM must approve articulation agreements that include EDCOM unit's curriculum.  Once approved by CG EDCOM, it is the using unit's responsibility to finalize the articulation agreement, monitor agreement effective dates, and submit for reapproval IAW articulation agreement timeline.
2.a.  Current agreements.  Any active agreement using EDCOM units, courses, or programs that was finalized prior to the release of this message is a current agreement.  Current agreements involving EDCOM units, courses, or programs should be sent to President, MCU no later than 15 November 2021.  Current agreements that are already in effect will be reviewed and filed with MCU Academic Support Division.
2.b.  New agreements.  Any proposed agreement using EDCOM units, courses, or programs not in effect by the release of this message is considered a new agreement.  These agreements require CG EDCOM approval prior to finalizing.  Requests for approval of new agreements using EDCOM units, courses, or programs should be submitted using naval letter format.  A draft of the future articulation agreement should be attached as an enclosure.  Upon receiving written approval from CG EDCOM, using units shall finalize agreement with partner institution.  Requests shall arrive at MCU no later than 30 days prior to the proposed effective date of agreement(s) to allow appropriate time for review.  It is the unit's responsibility to ensure a service legal representative reviews the articulation agreement prior to submission.  Upon receipt of approval from CG EDCOM, units may finalize articulation agreement(s) with partnering institutions.  A copy of the signed agreement shall be submitted IAW submission guidelines listed in this message.
2.c.  Submission.  Current agreements as described in paragraph
2.a., new agreements as described in paragraph 2.b., and finalized agreements for distribution shall be submitted in portable document format to MCU via e-mail or hard copy via military postal system.

2.d.  Disposition.  Current and future finalized agreements shall be posted to the MCU website beginning no later than 1 January 2022.
