GENTEXT/REMARKS/1.  This message announces the schedule and submission criteria for the FY 2021 Marine Corps’ Awards for Installations and Logistics Excellence.
2.  Background.  The Marine Corps annually recognizes the outstanding installations and logistics achievements of Individual Marines, Civilian Marines, Marine Corps Organizations, and Teams.
2.a.  The reference contains specific information regarding format, eligibility, nomination dates, and sample nomination packages for both individual and organizational awards.
3.  Award Information.  All Marine Corps units (including Base, Station, or Aviation) and personnel regardless of type, mission, and MOS who have demonstrated excellence in installations and logistics will be considered under the four established award categories:  Individual, Installations, Unit, and Innovation.
3.a.  Individual Installations Awards
3.a.1.  Marine Corps Installation Command Civilian of the Year.  The award will be selected from one of the eight existing Installation Civilian of the Year awardees.
3.a.2.  Marine Corps Installation Command Officer of the Year 
3.a.3.  Marine Corps Installation Enlisted of the Year 
3.b.  Individual Logistics Awards
3.b.1.  First Lieutenant Travis Manion Marine Corps Officer Logistician of the Year (W-1 to O-3) 
3.b.2.  Marine Corps Enlisted Logistician of the Year (E-4 to E-7)
3.b.3.  Marine Corps Civilian Logistician of the Year (GS-12 and below)
3.c.  Individual Award Evaluation Criteria.  Individual Award nominations should demonstrate the impact of individual's efforts on the unit's ability to accomplish its mission-essential tasks or the impact on the supported unit's operational capability and mission accomplishment.  An award nomination may also demonstrate superior leadership of subordinates, peers, teams, and organizations in installations and logistics related actions in a manner that enhances performance.  The results of the actions displayed by the individual may also show considerable improvement and enhancement in operational capabilities.
3.d.  Unit Installations Awards.
3.d.1.  Commander-in-Chief Installation Excellence Award (Large Installation).  A large installation is defined as having an assigned population of 11,000 or more military and civilian personnel.
3.d.2.  Commander-in-Chief Installation Excellence Award (Small Installation).  A small installation is defined as having an assigned population of 10,999 or less military and civilian personnel.
3.d.3.  The award will be selected from the Commander-in-Chief Installation Excellence awardees.     
3.e.  Unit Logistics Awards
3.e.1.  Marine Corps Logistics Organization/Team of the Year (Large Unit).  A large unit is defined as battalion sized organization or larger.  Task organized units will not be considered for this award.
3.e.2.  Marine Corps Logistics Organization/Team of the Year (Small Unit).  A small unit is defined as any organization smaller than a battalion.  Task organized units will not be considered for this award.
3.f.  Unit Award Evaluation Criteria.  Unit nominations should outline accomplishments that demonstrate the unit's ability to accomplish its mission-essential tasks or showcase the impact to the supported unit's operational capability and mission accomplishment.  An award nomination may also demonstrate superior performance in logistics-related fields and demonstrate coordination of resources and assets to achieve efficient and effective results.  The unit may also highlight programs or actions aimed at improving motivation or morale of unit personnel and families.
4.  Innovation Logistics Award.
4.a.  Marine Corps Logistics Organization/Team of the Year for Innovation.  Task organized units will not be considered for this award.
4.a.1.  Innovation Award Nomination Criteria.  Unit innovation award nominations should demonstrate outstanding contribution in a logistics field through the development or advancement of concepts, doctrine, technology or procedures that contribute to the improvement 21st century logistics practices.  Other contributions may include are not limited to:  improving logistics response time, ownership cost reduction, or innovative logistics planning and execution that merits adoption for common usage.
5.  Marine Corps Installations Command (MCICOM), Marine Corps Logistics Command (MARCORLOGCOM), Marine Corps Combat Development Command (MCCDC), Marine Corps Systems Command (MARCORSYSCOM), Training and Education Command (TECOM), Marine Corps Forces Special Operations Command (MARSOC), and each Deputy Commandant and Marine Forces (MARFOR) may submit one nomination for each award.
6.  Action.
6.a.  Commands with personnel or organizations that meet the criteria for nomination are encouraged to submit packages through their chain of command.
6.b.  All organizations will submit award recommendations electronically.  In cases of multiple awards, each award package will be transmitted via separate email.  All award packages will be emailed to the I and L organizational mailbox:  IL_Award_Nominations@usmc.mil.  Additionally, the sender will courtesy copy the message points of contact in the email.  Ensure the subject line identifies the nominees’ full name, rank, and prospective award.  Original nomination packages must be received by HQMC (IL, LPO) on or before 3 February 2022.  Nomination package formats are found in the enclosures to reference (a).  Late or incomplete packages and those not endorsed by their higher Headquarters listed in paragraph four will not be considered.
6.c.  Commands are responsible for ensuring their nominations arrive at HQMC (I and L) no later than 3 February 2022.  In the absence of electronic submissions, mailed packages can be sent via traceable means (e.g., certified mail) to:  Installations and Logistics, Headquarters U.S. Marine Corps, 3000 Marine Corps Pentagon, Room 2E168, Washington, DC 20350-3000.  Units are encouraged to consider delays in delivery of mailed packages and are encouraged to submit early to ensure packages are received in a timely manner.
