GENTEXT/REMARKS/1.  This Marine Administrative Message announces a pilot of the Marine Corps University (MCU) Senior Enlisted Blended Seminar Program (SEBSP) for master sergeants and first sergeants.  The SEBSP pilot course combines resident and nonresident education to be delivered aboard Camp Lejeune, North Carolina (NC).
2.  Background.
2.A.  Currently, attendance of the five-day First Sergeant and Master Sergeant Regional Seminar at the various Staff Noncommissioned Officer Academies (SNCOA) is a professional military education (PME) requirement for promotion to E-9.  This compressed timeline inhibits fostering the intellectual edge required of our senior enlisted leaders to succeed in increasingly complex operating environments.
2.B.  MCU offers a six-week resident Senior Enlisted Professional Military Education (SEPME) program aboard MCB Quantico.  While SEPME provides the educational rigor and depth necessary, it is neither available to the majority of the E-8 population nor a PME requirement for promotion.
2.C.  The SEBSP will deliver a SEPME-like curriculum in a blended format and become a PME requirement.  Once SEBSP has the requisite capacity, it will be accessible by all first sergeants and master sergeants.  The current week long E-8 seminar will be phased out.
3.  Execution of the Pilot Program.
3.A.  SEBSP is designed for delivery in two stages: An eight-week nonresident period, and a two-week resident period.
3.A.1.  Stage one, the nonresident seminar (NRS) period, will be accomplished as onsite or online seminars that meet one night per week during off-duty hours.  For the pilot, one seminar will meet at a College of Distance Education and Training (CDET) CLNC classroom and another seminar will meet virtually via Adobe Connect virtual classroom.
3.A.2.  Stage two, the resident seminar (FRS) period, will occur over two weeks during duty hours at the CLNC Staff Noncommissioned Officer Academy.
3.A.3.  Marines who complete the SEBSP pilot course will meet the PME requirement for master sergeants; first sergeants must also complete the First Sergeants Course to meet their PME requirements.
3.B.  This pilot program will be executed at the MCU CLNC regional campus through the CDET CLNC Regional Director in close coordination with the CLNC SNCA Director.  MCU announces the pilot class dates for the SEBSP:

3.C.  Allocations for the pilot course are as follows:

3.C.1.  Commands may nominate Marines in the grade of E-8, who have not previously completed the SEPME course, to attend the course in accordance with the above allocations.  Nominees must be submitted through the Marines' chain of command and the respective G3/5 of the allocating command identified in paragraph 3.C.
3.C.2.  Registration deadline is 1 Mar 22.
4.  Amplifying Instructions.
4.A.  The Marine Corps Training Information Management System will not be used for registration of the pilot course of the SEBSP.
4.B.  The following information must be submitted through G3/5 of the allocating command to the CDET CLNC Regional Director for registration in the SEBSP:
4.B.1.  Course Number (L1-22).
4.B.2.  Course Name (SEBSP).
4.B.3.  Student full name, Electronic Data Interchange Personnel Identifier, and military occupational specialty.
4.B.4.  Student phone number and email address.
4.B.5.  Student rank and date of rank.
4.C.  Temporary additional duty is not authorized for the NRS period of the SEBSP.  Further guidance for reporting to the NRS will be provided within the letter of instruction to all students upon verification of attendance.
4.D.  Lodging, travel arrangements, and rental vehicles for the FRS are the responsibility of the Marines' parent command.
4.E.  Funded, non-reporting orders for the FRS are the responsibility of the Marine's parent command.  Indicate on orders that government quarters and messing are not available.
4.F.  Students must possess a personal computer with audio and video capability and internet access.  Students are highly encouraged to bring laptops or tablet devices to download student materials for use while attending the BSP.  Students will be provided a Moodle account once registered in the course.  All student courseware can be downloaded from the MCU Moodle site.  No printed materials will be provided.
4.G.  Before arriving, students must read and become familiar with the following references:  Marine Corps Doctrinal Publication (MCDP) 1 Warfighting, MCDP 2 Intelligence, MCDP 3 Expeditionary Operations, MCDP 4 Logistics, MCDP 5 Planning, MCDP 6 Command and Control, MCDP 7 Learning, and Marine Corps Warfighting Publication 5-10 Marine Corps Planning Process.
