GENTEXT/REMARKS/1. Background: The Deputy Commandant for Information (DC I) directed the consolidation of all Operations in the Information Environment (OIE) capability area Military Occupational Specialties (MOSs), to include Space, Electromagnetic Spectrum Operations (EMSO), Cyber Warfare, Civil Affairs, and Psychological Operations (PSYOP) into the 17XX Occupational Field (OccFld). DC I Information Maneuver Division (IMD) developed the plan for 17XX Professionalization in close coordination with Total Force Structure Division (TFSD), Manpower and Reserve Affairs (M&RA), Training and Education Command (TECOM), and Training Command (TRNGCMD) to facilitate the implementation of the 17XX Professionalization Plan. The 17XX Professionalization Plan was briefed at the DWG, and the final assessment was favorably endorsed 9 February 2022. These changes were codified in the February 2022 Authorized Strength Report (ASR). The MOS Manual Updates intended to accompany this have been accepted into the FY23 MOS Manual and will be published with the planned update of Reference (B).
1.a. Billets identified by Primary Military Occupational Specialties (PMOS) 0521 PSYOP Specialist, 0531 Civil Affairs Non-Commissioned Officer (NCO), and 0551 Information Operations Specialist will consolidate to a single PMOS of 1751 Influence Specialist.
2. Reclassification of all Active Component (AC) Marines with the PMOS or Intended MOS (IMOS) of 0521, in grades Sergeant through Gunnery Sergeant will be unit diary reported with a new PMOS of 1751. AC Marines with the PMOS of 0521, in grades Master Sergeant through Master Gunnery Sergeant will be unit diary reported with a new PMOS of 1795. No action is required by the individual Marine. On 1 October 2022, M&RA, in conjunction with DC I, will review the population and Marines will be re-designated to their new PMOS. The new MOSs will be unit diary reported on 8 October 2022.
2.a. Beginning in FY23, PMOS 0539 will transition to a Necessary MOS (NMOS) 1739 Civil-Military Operations (CMO) Chief. Personnel will be assigned the NMOS in accordance with reference (B). Effective 8 October 2022, M&RA (MMIB) will report unit diary entries for all effected Marines identified in a reclassification spreadsheet provided by 17XX IMD.
3. Marines must complete the following courses to be eligible to receive the PMOS 1751: MAGTF OIE Practitioner Course (MOPC) (N03F2G1), Norfolk, VA; Psychological Operations Qualification Course (POQC) (N03F2G1), Ft Bragg, NC; and the Civil Reconnaissance NCO Course (M02AAPD), Quantico, VA.
3.a. A Draw Case Code (DCC) will be assigned to Marines who have not previously completed all three courses listed in Para 3. Upon completion of missing courses, the DCC will be removed.
3.b. The 17 OccFld will identify Marines who require DCC assignment to M&RA (MMIB).
4. Current billet requirements for PMOS 0521, 0531, and 0551 will remain at the owning unit but recoded as PMOS 1751 on units’ FY23 T/O.
5. Doctrine and publications that apply to the aforementioned 05XX MOSs are applicable until appropriate re-writes reflect changes.
6. This MARADMIN is applicable to the Marine Corps Active Component Only.
