GENTEXT/REMARKS/1. This MARADMIN solicits applications for the 2023 Ground and Intelligence Personnel Exchange Program (PEP) selection panel. Per ref A, The International Affairs Program (IAP) seeks qualified Marines to represent the Marine Corps by serving in PEP billets embedded in the armed forces of allied and partner nations. The Marine Corps PEP conducts extended military-to-military engagement with allies and partners to exchange and standardize operational doctrine and enhance interoperability between coalition partners. Selected Marines will complete a three-year tour with designated allies and partners.
2. Eligibility.
2.A. Applicants must be on active duty.
2.B. Applicants must meet minimum time on station requirements per ref C.
2.C. Upon completion of their PEP tour, applicants must have sufficient obligated service remaining to fulfill a two-year follow-on assignment per page 5-13 of ref A and C.
2.D. Applicants must not be in receipt of orders or selected/slated for other programs and education opportunities such as Commandant's Career-Level Education Board, Commandant's Intermediate-Level Education Board, Defense Attaché Service, or any other Marine Corps program.
2.E. Study track Foreign Area Officers (FAO) who have not completed a utilization tour are ineligible to apply.
2.F. Officers attending resident PME and graduating in the summer of 2023 are encouraged to apply. PMOS Monitor endorsement is required.
2.G. Officers in an 0505 utilization tour may not apply unless they have completed 24 months of their tour at the date the board convenes. Application prior to completion of 24 months must include command and PMOS monitor endorsements.
2.H. Officers on a graduate education utilization tour may not apply without concurrence from the Graduate Education Manager (MMOA-3) and their PMOS monitor.
2.I. Applicants must, at a minimum, obtain an O-6 command endorsement.
2.J. Applicants must successfully complete overseas suitability screening and be fully deployable prior to applying for a PEP assignment.
2.K. Applicants with dependents in the Exceptional Family Member Program (EFMP) must also receive a positive endorsement from the EFMP manager prior to submitting an application.
2.L. Enlisted Applicants must complete independent duty screening per ref C.

4. Deputy Commandant for Information (DC I) is the sponsor for all Intelligence billets and will screen respective packages.
5. Billets at the following locations require language proficiency. The language requirement is a minimum Defense Language Proficiency Test (DLPT) score of (2-2) in the target language, with Oral Proficiency Interview (OPI) score of at least 1 plus. If the selected candidate does not already meet DLPT requirements, language training will take place at the Defense Language Institute. Report dates in country will be adjusted as required to meet language training requirements.

6. Submission requirements. Eligible Marines may submit an application in Naval letter format to the International Affairs Program Office NLT 8 July 2022. Applications for officers must be emailed in PDF format to the POCs listed above. Applications for enlisted applicants must be submitted electronically using the Special Duty Assignment/Miscellaneous Reenlistment Extension Lateral Move (RELM) in the Total Force Retention System (TFRS) via the normal RELM routing chain to Commandant of the Marine Corps (CMC) Manpower Management Enlisted Assignments (MMEA) Combat Arms Section (MMEA-22). Unit Career Planners have access to the TFRS system. Additionally, enlisted applicants must submit entire package in PDF format to the POCs listed above. Both officer and enlisted application packages must include the following:
6.A. Naval letter with endorsement through first O-6 level commander. For billets requiring an off-cycle departure for language training, commands must acknowledge the likely gap in staffing in the endorsement. The letter will also include the following.
6.A.1. Rank, Full Name, EDIPI, PMOS.
6.A.2. Preferences listed in order of priority.
6.A.3. If applying for a billet that requires language proficiency, include Defense Language Aptitude Battery, DLPT, and OPI scores and dates of the most recent tests.
6.A.4. Contact information.
6.A.5. Applications must include a statement (e-mail is sufficient) from PMOS monitor acknowledging the Marine meets time on station requirements, is not in receipt of orders, this assignment is appropriate for career timing, and is eligible to apply.
6.B. Enclosure 1: Summary of training, education, and experience. Note status of Professional Military Education for grade. Note any language proficiency with current DLPT, OPI, or DLAB scores, pertinent regional, academic, personal, or professional experience, or skill capability that may be relevant for consideration by the panel.
6.C. Enclosure 2: Letter(s) of recommendation. Endorsements and recommendations shall include an assessment of the applicant's potential to serve as a representative of CMC on independent duty overseas.
6.D. Enclosure 3: Overseas suitability screening for applicant and family members.
6.E. Enclosure 4: Enlisted applicants must include completed independent duty screening and financial worksheets for OCONUS tours per ref B.
7. Applicants are responsible for ensuring applications arrive at Headquarters Marine Corps, IAP Office and MMEA-22 respectively no later than 8 July 2022.
8. Selection Panel. The selection panel will be composed of representatives from Deputy Commandant for Manpower and Reserve Affairs, Manpower Management Officer and Enlisted Assignments, Deputy Commandant for Plans, Policies, and Operations, International Affairs Branch, DC I, Intelligence Division, and Regional Marine Forces (MARFORs).
8.A. Regional MARFORs are invited, but not required to send a representative to the panel. MARFOR representatives will vote on all billets that fall within their area of responsibility. Funding for travel and per diem is the responsibility of the respective MARFOR.
8.B. The panel will select the best and most fully qualified Marines for each available PEP billet. The career path of each applicant will be carefully considered during the selection process. Selection panel results will be published via MARADMIN.
8.C. One primary and one alternate may be selected for each billet. Alternates will be contacted via SEPCOR in the event the primary candidates are unavailable for assignment. Applicants will be selected based on requirements of the host unit, career development, professional potential, and suitability as a representative of CMC.
9. PEP tours with partner nations may involve austere locations without access to services and U.S. military health care services that are normally available to personnel assigned to Marine Corps bases and stations. All applicants and their family members must complete routine dental and medical care prior to initiation of the PEP tour. Routine healthcare will be reimbursed via the TRICARE Overseas program. Non-emergency travel to U.S. military treatment facilities may be authorized at government expense on a case-by-case basis, but only when healthcare cannot be provided locally under TRICARE overseas.
10. PEP personnel may qualify for special allowances to cover some of the costs associated with independent, international duty. These may include cost of living allowance, temporary lodging allowance, and overseas housing allowance. These allowances may not cover all costs in all situations. All prospective PEP applicants must be financially stable and prepared to incur potential unexpected expenses associated with living overseas. All pay and allowances are paid by the Marine Corps. Therefore, PEPs will not qualify for host nation special pay and allowances.
11. Primary candidates can expect permanent change of station (PCS) orders to coincide with coordinated language training dates or assumption of PEP tour as indicated above. Each tour will be a maximum of three years. For countries that require language training, the language training is part of the three years.
12. PEP Marines may be eligible to receive the FAO, Regional Affairs Officer (RAO), or Foreign Area Staff Non-Commissioned Officer (FAS) additional MOS (AMOS) for their respective regions. Upon meeting the criteria for experience track AMOS designation. PEP Marines must notify the IAP Office to request designation of appropriate AMOS. The assignment of this AMOS will make PEPs eligible for further service utilization of their experience, and language, regional expertise, and cultural (LREC) capability gained through their PEP assignments with allied and partner nations.
