GENTEXT/REMARKS/1.  Situation.  This message announces the convening of the CY23 Federal Bureau of Investigation (FBI) National Academy Selection Board and solicits nominations from throughout the Marine Corps police force.  The FBI national academy has long been a vital element in the continuing improvement of law enforcement standards, knowledge, and cooperation throughout the world.  The national academy provides a wide range of leadership and specialized training, as well as an opportunity for professional law enforcement officers to share ideas, techniques, and experiences.  The Assistant Deputy Commandant for Plans, Policies and Operations (ADC, PP&O) (Security) will use the Military Police Operational Advisory Group (MP OAG) in order to select nominees.
2.  Mission.  Provost Marshal Offices, Marine Corps Police Departments, and other commands staffed with Marine Corps Police Force personnel shall nominate eligible officers, enlisted Marines, and Marine Corps Civilian Law Enforcement Officers for The CY23 FBI National Academy, and submit nomination packages to ADC, PP&O (Security) NLT 15 April 2022.
3.  Execution
3.a.  Prerequisites for nominees:
3.a.1.  Active duty Marine.
3.a.1.a.  Nominees must possess a military police military occupational skill in the 58XX occupational field.
3.a.1.b.  Nominees must have a minimum of ten years time in service and five years law enforcement experience.
3.a.1.c.  Nominees must agree to serve three years with the Marine Corps after completion of the FBI National Academy.
3.a.1.d.  Nominees must meet height/weight standards, be in a full duty status at the time of nomination and attendance, and have passed the most recent Physical Fitness Test or Combat Fitness Test.
3.a.1.e.  Officers must be career designated and unrestricted or Warrant Officer.
3.a.1.f.  Enlisted marines must be a Staff Non-Commissioned Officer.
3.a.1.g.  Nominees must not have received an adverse fitness report.
3.a.1.h.  Nominees must not have failed selection to the next higher grade.
3.a.2.  Marine Corps Civilian Law Enforcement Officers:
3.a.2.a.  Nominees must possess the occupational series of Police Officer (GS-0083) or Criminal Investigator (GS-1811).
3.a.2.b.  Nominees must be a GS-10 or higher.
3.a.2.c.  Nominees must have a minimum of ten years federal service (military/civilian) and five years law enforcement experience.
3.a.2.d.  Per ref b, civilian nominees must agree to continue service as a Marine Corps Law Enforcement Officer upon completion of the training for a period at least equal to three times the length of the training.
3.a.2.e.  Nominees must meet body mass index standards, be in a full duty status at the time of nomination and attendance, and have passed their most recent annual physical ability test.
3.b.  Requirements:
3.b.1.  Provost Marshals, Police Chiefs, or Commanders shall provide an endorsement for each nominee to the first O-6 level Commander in the chain of command.  Nominating units shall provide a nominal ranking for multiple nominees from the same command. Nominees currently assigned to a non-military police billet shall include a letter of recommendation from a current/former law enforcement Battalion Commander, Provost Marshal or Police Chief.
3.b.2.  Nominations will consist of the following:
3.b.2.a.  Administrative action form (NAVMC 10274) acknowledging the nominee meets the eligibility requirements.
3.b.2.b.  Standard Naval Letter containing a 350-500 word essay written by the nominee emphasizing how their law enforcement experience, coupled with attending the FBI National Academy, will favorably impact the Marine Corps Police Force.
3.b.2.c.  A copy of the Marine's Master Brief Sheet or civilian personnel file.
4.  Administration and Logistics
4.a.  Packages will include nominating unit's address, point of contact, and phone number (comm and DSN).
4.a.1.  Packages may be submitted hard copy via mail or via email.
4.a.2.  Mailing address for nomination packages is: Commandant of the Marine Corps, HQMC PP&O (PS) (room 4A324), (Attn:  Mr. Jamie Roberto), 3000 Marine Corps Pentagon, Washington, DC 20350-3000.
4.a.3.  Packages must reach ADC, PP&O (Security) NLT 15 April, 2022 to be considered.
4.a.4.  Nomination packages submitted electronically must be digitally signed and sent via email as an encrypted attachment to the message POC.
4.a.4.a.  Submit package as a PDF file.
4.b.  Nomination packages for deployed nominees should be routed through the nominee's permanent administrative chain of command.
4.c.  As a condition of acceptance to attend the FBI National Academy, the nominee's assigned command agrees to incur all administrative cost, to include travel to and from, and incidentals throughout the duration of training while at the FBI National academy.  Government quarters and meals are provided by The FBI National Academy.
4.d.  Board selected nominees who accept their nomination to attend the FBI National Academy agree to fund uniform and administrative expenses at no cost to the government.
5.  Command and Signal
5.a.  ADC, PP&O (Security) will process all nomination packages.
5.b.  This message is not applicable to the reserve component.
5.c.  Ensure widest dissemination of the contents of this message.
5.d.  Direct all questions to the message POC.
