GENTEXT/REMARKS/1.  Purpose.  The Marine Corps' primary enlisted career force objectives are to retain the most qualified force by grade and military occupational specialty (MOS) and to support the staffing of all authorized career force billets.
2.  Situation.  The Marine Corps begins execution of the Fiscal Year 2023 (FY23) Enlisted Retention Campaign on 7 July 2022.  Detailed FY23 Enlisted Retention Guidelines for the First Term Alignment Plan (FTAP) and Subsequent Term Alignment Plan (STAP) will be published via the Total Force Retention System (TFRS) and available for download from the Enlisted Retention Manpower page under the references section.  Three retention programs will be implemented for FY23;  Commandant’s Retention Program (CRP), Command Retention Mission (CRM), and Early Reenlistment Authority (ERA).  The Delegation of Retention Authority (DRA) program will not be implemented for FY23 and will be replaced by CRP.  Further details regarding the CRM and CRP will be released no later than June 2022.  Details regarding ERA will be released NLT January 2023.
3.  Every Marine, regardless of tier status or perceived competitiveness, is highly encouraged to submit for retention.  Each member of the chain of command, from unit leaders to service headquarters, play a role in making a "whole Marine concept" quality determination in the retention decision.  In all MOSs, but especially in Fast-Filling MOSs (FFM), a comprehensive review of Marines competing for boatspaces is conducted in order to select the most qualified.  As such, the value of comments from commanders and senior enlisted leaders cannot be overstated.
4.  Concept of operations:
4.a.  FTAP will be executed in three phases:
4.a.1.  Phase I:  Phase I begins 7 July 2022.  The primary focus of Phase I is the execution of CRP.  During this phase a portion of the most highly qualified Marines in each MOS will be offered conditional approvals for reenlistment from the CMC (MMEA).  Additional highly qualified Marines may be processed during this phase on a case by case basis.  Further details regarding CRP will be released NLT May 2022.
4.a.1.a.  Duty Station Incentives are in effect for Tiers I-III beginning in Phase I and for the duration of the FY23 Retention Campaign.
4.a.1.b.  Major Subordinate Commands (MSC) are encouraged to request a brief from CMC (MMEA) for their key leaders outlining the FTAP retention process during this Phase.
4.a.1.c.  Phase I ends on 31 July 2022.
4.a.2.  Phase II:  Phase II begins on 1 August 2022.  The purpose of this phase is to initiate the submission and processing of retention requests for FTAP Marines who were not offered a conditional approval through CRP for reenlistment during Phase I.  Retention goals will be assigned to each MSC through the FY23 CRM no later than June 2022.  In FY23, MSCs will be assigned a CRM retention goal for the most critical or under-submitted MOSs across the force.  Commands are encouraged to utilize the CRM retention goals to assist in formulating initial retention missions at the unit level.
4.a.2.a.  During Phase II, CMC (MMEA) will conduct virtual FY23 MMEA Command Visits (roadshows) involving face-to-face interaction between Marines and CMC (MMEA) personnel.  During the roadshow, CMC (MMEA) will approve highly competitive Marines based on a  percentage of the total MOS population on each installation and the MOS boatspace requirement.
4.a.2.b.  Phase II ends on 15 September 2022.
4.a.3.  Phase III:  Phase III begins 16 September 2022.  The purpose of Phase III is to conduct Enlisted Career Retention Boards (ECRB) for all MOSs that become FFMs during Phase II.  CMC (MMEA) will release results for the ECRB on a rolling basis during the FTAP ECRB and throughout November.
4.a.3.a.  During this phase CMC (MMEA) will gauge the progress of the FY23 CRM, make required adjustments, refine guidance, and continue processing retention requests.  On or about 15 February 2023 CMC (MMEA) will conduct an In Progress Review (IPR) to assess each MSC's advancement toward the retention goals assigned in the CRM.  The IPR will inform the reallocation or modification of previously assigned retention missions, if required.  CMC (MMEA) will publish the results of this assessment via MARADMIN to inform commands of the overall progress.
4.a.3.b.  Phase III ends on 30 September 2023.
4.a.3.c.  Once boatspaces have been filled for all MOSs, CMC (MMEA) will open the Quality Marine Identification (QMI) program to retain uniquely qualified Marines that did not receive a boatspace in the FY23 cohort.  Further details regarding the FY23 QMI program will be released via separate correspondence.
4.a.3.d.  Prior Service Enlistment Program (PSEP) submissions begin on 1 November 2022.
4.a.3.e.  Beginning 1 January 2023, first term Marines with an End of Current Contract (ECC) between 1 October 2023 and 30 September 2024 may request reenlistment under ERA. Further information regarding ERA will be released NLT December 2022.
4.a.3.f.  Retention Assist Visits (RAV) may be conducted to assist commands with retention in specific MOSs beginning in October 2022.  RAVs must be requested by commands to CMC (MMEA) preferably a minimum of 30 days prior to the requested visit.
4.a.3.g.  Phase III ends on 30 September 2023.
4.a.4.  FTAP Marines requesting lateral move into critical MOSs may submit their requests no earlier than 1 June 2022.  Approvals will be held pending the release of the FY23 Selective Retention Bonus (SRB) Program.  Critical MOSs eligible for FTAP lateral move submissions will be published in the FY23 FTAP Enlisted Retention Guidelines.
4.b.  STAP will be executed in three phases:
4.b.1.  Phase I:  Phase I begins on 1 July 2022.  The purpose of this phase is to conduct targeted STAP retention actions in order to facilitate service-wide focus on accomplishment of the FTAP retention mission.  Retention requests from only the most highly qualified STAP Marines who have been issued Permanent Change of Station (PCS) orders or are deploying and are required to detach prior to 31 January 2023 will be processed during this time.  Retention requests from FY24 Special Duty Assignment (SDA) volunteers may also be processed during Phase I.
4.b.1.a.  Phase I ends on 15 September 2022.
4.b.2.  Phase II:  Phase II begins on 16 September.  The purpose of Phase II is to initiate the submission, processing, and, in some cases, release of retention requests for all STAP Marines who did not submit during Phase I.  During Phase II, CMC (MMEA) will assess the competitiveness of the STAP population.  
4.b.2.a.  During Phase II, CMC (MMEA) will process and approve highly qualified Marines for reenlistment based on the needs of the Marine Corps, not to exceed 50% of the total FY23 MOS boatspace requirement for historical FFMs, and 70% for all other MOSs prior to executing the STAP ECRB.  CMC (MMEA) will publish a list of historical FFMs in the FY23 STAP retention guidelines.  Marines who do not submit in time to compete on the STAP ECRB will be retained at the needs of the Marine Corps.
4.b.2.b.  Marines who do not submit a request for further service by the submission deadline convey their intent to exit the Marine Corps at their current end of active service (EAS).  This does not apply to Marines who are unable to submit for reasons beyond their control;  i.e. service limits, medical, and legal.
4.b.2.c.  Requests submitted during Phase II that require a Commanding General (CG) waiver per ref (a) will be held for further determination until Phase III.
4.b.2.d.  Phase II ends on 15 November 2022.
4.b.3.  Phase III:  Phase III begins 16 November 2022.  CMC (MMEA) focus of effort during this phase is on the execution of the FY23 STAP ECRB and the evaluation and release of remaining retention requests.  CMC (MMEA) will assess the progress of the FY23 retention effort and continue processing retention requests submitted after the 15 November 2022 deadline.  Retention determinations for requests submitted during this phase are made based on the needs of the Marine Corps.
4.b.3.a.  During this phase, CMC (MMEA) will conduct an STAP ECRB for all MOSs that became FFMs during Phase II.  Additional details and guidance regarding the FY23 STAP ECRB will be released NLT October 2022.
4.b.3.b.  After the STAP ECRB has concluded and boat spaces have been filled for all STAP MOSs, CMC (MMEA) will open the Commanding Generals Retention Program (CGRP).  The CGRP is intended to retain uniquely qualified STAP Marines that did not receive a boatspace in the FY23 cohort.  Further details regarding the FY23 CGRP will be released NLT March 2023.
4.b.3.c.  STAP Marines may submit for lateral move into MOSs beginning 16 September 2022.  MOSs that are eligible for lateral move requests will be publish by CMC (MMEA) via the FY23 Enlisted  Retention Guidelines.
5.  The approval of a reenlistment is first and foremost based on the desire to retain the highest quality Marines.  CMC (MMEA) weighs all factors including chain of command comments, jeopardy on contract, MOS proficiency and competitiveness, and overall needs of the Marine Corps.
6.  Marines continue to make the Corps a prestigious organization by upholding the standards and traditions of the Marine Corps.  As the service adapts with today's missions and the continually changing operating environment, Marines must remain adaptable, aggressive and proactive in their professional development.  Maintaining a “whole Marine concept” mindset ensures that individuals remain competitive for promotion and retention.  Retaining the most qualified Marines will continue to be the strength of our Corps.
7.  Commanding Officers and senior enlisted leaders will properly inform and counsel all FTAP and STAP Marines of any disapproved retention request from CMC (MMEA).
