GENTEXT/REMARKS/1.  Purpose.  The purpose of this MARADMIN is to provide Marines and their families conducting a PCS move, a permanent change of assignments (PCA) move, or a low cost permanent change of station (LCPCS) move with direction and information on references for eligibility of entitlements in conjunction with (ICW) BAH waivers and overseas tour incentives.
2.  Situation.  An upcoming PCS move can cause undue financial hardship on Marines and their families when the dependent(s) are unable to execute travel with their sponsor Marine.  There are three BAH waiver entitlements offered to Marines.  BAH waiver ICW a proximity move, BAH waiver ICW an advance family member travel (AFMT), and a BAH waiver ICW delayed dependent travel (DDT).
2.a.  When a Marine with dependent(s) is in receipt of orders, their dependent(s) can execute travel before the Marine, with the Marine, or after the Marine, and are not required to request approval from MMIB-3, the Secretarial Process authority for the Commandant of the Marine Corps.  Marines who want BAH entitlements associated with their dependent(s) travel must submit a request for a BAH waiver.
2.b.  A Marine, with or without dependents, who is conducting a PCA/LCPCS move to a new duty station with a lower BAH rate is eligible to request for a BAH waiver to retain the higher BAH rate of their previous duty station per reference (a).  The Marine must be within the vicinity of 50 miles or less from their previous duty station to be eligible for this waiver per reference (a) and reference (e).  Marines in receipt of fully funded PCS Orders are ineligible for a BAH proximity waiver.
2.b.1.  Mileage distance from one PDS to another must be calculated through the Defense Table of Official Distances.
2.c.  A Marine in receipt of orders who wants their dependent(s) to conduct travel in advance to the sponsor Marine's execution of orders and wants to begin receiving BAH at the rate of the future PDS is eligible to request for an AFMT waiver.
2.c.1.  If a Marine is stationed at an overseas PDS and is in receipt of PCS orders, they will not be considered for an early return of dependents (ERD) and instead should submit for an AFMT package.
2.c.2.  For example, Marines who have school aged dependents and are executing travel during summer break or after the start of the next school year can request for an AFMT waiver to allow their family to transition without any breaks in the school year and set up a new household prior to the member's arrival.
2.d.  A Marine in receipt of orders who wants their dependent(s) to conduct travel in delay to the sponsor Marine's execution of orders and wants to retain BAH at the rate of the previous duty station is eligible to request for a BAH waiver ICW DDT for the reasons as listed in reference (a) and in reference (b).
2.d.1.  For example, a Marine with school aged dependent(s) who must execute a PCS move during an academic school year and does not want to disrupt their child's education is eligible to submit for a BAH waiver ICW DDT for continuity of education purposes.
2.e.  Such requests should be submitted to MMIB-3 at smb.manpower.mmib3@usmc.mil. Requests for a BAH waiver ICW a proximity move and AFMT should include the following documents:
        AA form stating the reason for the request
        Command Endorsement from an O-5 or higher
        The Basic Orders
2.e.1.  Requests for a BAH waiver ICW DDT should include the following documents:
        AA form stating the reason for the request
        Command Endorsement from an O-5 or higher
        The Basic Orders
        Substantiating documents
3.  Marines stationed at an overseas PDS that are given an extension, a PCA/LCPCS move, or a PCS move to another overseas location after completing the initial accompanied/unaccompanied tour is eligible for an overseas incentive per reference (d).
3.a.  If a Marine is stationed at an overseas PDS and extends for a minimum of 12 months, they are eligible to receive one of three incentives offered for an Overseas Tour Extension Incentive Program (OTEIP).  A Marine may elect:
        A roundtrip ticket to the nearest port of entry (POE) with a
        period of rest and recuperation absence for not more than 15 days
        A period of rest and recuperation absence for not more than 30 days
        A lump sum bonus of $2,000
3.a.1.  OTEIP incentives are only applicable to the service member and not their dependent(s).
3.a.2.  Marines who elect either the 30 days of recuperative leave or the monetary incentive will submit to their local Installation Personnel Administration Centers.
3.a.3.  Marines who elect the roundtrip ticket to the nearest POE will submit to MMIB-3 at smb.manpower.mmib3@usmc.mil.
3.a.4.  Requests for an OTEIP incentive should include:
        AA form
        A Command Endorsement from an O-5 or higher
        RELM Extension/AMHS message
3.b.  If a Marine is stationed at an overseas PDS and is in receipt of PCS orders to another overseas location for the minimum tour length required, they are eligible to receive a Consecutive Overseas Tour (COT) incentive.  The COT incentive is a roundtrip ticket to the home of record for the service member, please refer to reference (d) for eligibility of dependent(s).
3.c.  If a Marine is stationed at an overseas PDS and is in receipt of an overseas PCA/LCPCS move for the minimum tour length required, they are eligible to receive an In-Place Consecutive Overseas Tour (IPCOT) incentive.  The IPCOT incentive is a roundtrip ticket to the home of record for the service member, please refer to reference (d) for eligibility of dependent(s).
3.d.  Such requests for a COT/IPCOT incentive should include:
      AA form
      A Command Endorsement from an O-5 or higher
      The Basic Orders
      A cost of fare/estimate letter from the Distribution
      Management Office
3.e.  COT/IPCOT incentives may not be transferred, rolled over, extended, nor are interchangeable with OTEIP per reference (d).  Conversely, incentive options for OTEIP may not be transferred, rolled over, extended, nor are eligible for COT/IPCOT travel allowances.
