GENTEXT/REMARKS/1. Situation. This cancels MARADMIN 405/20. This policy’s primary objective is to enable 4th Marine Aircraft Wing to augment, reinforce, and sustain the Active Component under a Total Force construct.
2. Assignment Policy. The Selected Marine Corps Reserve (SMCR) Aviator Assignment Policy mirrors the SMCR officer tour priorities and length contained in reference (a), chapter 4, section 4, paragraphs 2.b., and 4.a. Normal tours shall be three years.
3. Assignment Exceptions
a. Lieutenant Colonel aviators assigned to tactical squadrons who apply for command may remain in a valid DIFOP BIC in order to maintain currency and eligibility for Reserve Command Screening Boards.
b. COMMARFORRES has final authority in granting extensions up to five years. DC M&RA authorizes COMMARFORRES to delegate approval authority for tour lengths up to five (5) years to Commanding General, 4th Marine Aircraft Wing for all SMCR Aviators assigned to DIFOP billets within 4th MAW.
c. MATSG 42 Marine Corps Reserve Instructor Pilots are exempt from the three-year assignment policy restriction in order to increase naval aviator production capacity for the Service. Exempt pilots must be augmenting a Chief of Naval Aviation Training (CNATRA) squadron and be joined to a BIC in the following MCCs: GA1, GA2, GA3, GA4 and GA5.
4. Aviator Satisfactory Participation. Failure to achieve NATOPS annual flying minimum standards for a second fiscal year constitutes unsatisfactory participation for any 4th Marine Aircraft Wing Selected Reserve aviator and will be grounds for transfer to the IRR.
5. Waivers. 4th MAW G-1 will notify officers identified as exceeding tour limits after the corresponding Prior Service Alignment Plan cycle. Requests for waiver to policy will be initiated by the officer and routed via the chain of command to DC M&RA (RA).
6. Reserve Affairs Division will review aviator staffing and policy impacts annually and, if required, will provide additional guidance based on Reserve requirements.
