GENTEXT/REMARKS/1.  The Deputy Commandant for Information (DC I) and the Marine Corps Information Operations Center (MCIOC) published the Signature Management (SIGMAN) Own Force Signature Assessment (OFSA) Handbook, dated 19 April 2022.  The SIGMAN OFSA and additional planning tools and guidance are available via the following links:

2.  Background.  MCIOC developed the SIGMAN OFSA Handbook as part of an iterative process to test, refine, and codify the Functional Concept for SIGMAN and the Concept of Employment for SIGMAN.  The OFSA Handbook is the second of three handbooks planned by MCIOC.  Then first handbook defined a SIGMAN Planning Process.  The third handbook, SIGMAN Measures and Countermeasures, will address the employment of passive and active devices and techniques to effect adversary intelligence, surveillance, reconnaissance and targeting.
3.  Purpose.  The primary purpose of the OFSA handbook is to provide guidance on how to plan and execute a SIGMAN assessment in support of Fleet Marine Force operations.  This will allow units to build an understanding of signatures associated with operations that a planner can account for in the planning process.  It will also contribute to building a foundation for expansion into formal SIGMAN doctrinal publications which will be promulgated by Combat Development and Integration.  The information contained in the SIGMAN OFSA Handbook is therefore baseline and not definitive; it provides the official foundation of ideas to be tested but should not be considered fully formed methodology or doctrine.
4.  Assessments.  All publications, handbooks, instructional documents related to SIGMAN should be coordinated through MCIOC, and the DC I designated lead for SIGMAN concept development.  Proper coordination is required to avoid information fratricide by ensuring focus, direction, and shared situational awareness.  Coordination with MCIOC does not in any way restrict standalone tactics, techniques, and procedures development or a unit’s ability to experiment with SIGMAN as a part of their training and exercise plans.  Feedback associated with SIGMAN is essential in developing best practices and DC I highly encourages the continued creativity that has been demonstrated in recent exercises, training events, and publication of SIGMAN standard operating procedures.  All feedback and lessons learned from experiments related to SIGMAN will be collected by MCIOC and documented on the websites listed in paragraphs 1.a and 1.b.  The intent is to have much of the material inform subsequent SIGMAN publications while additionally serving as a repository for service-wide SIGMAN references.
