GENTEXT/REMARKS/1.  Introduction.  The Deputy Commandant for Information (DC I) directed the consolidation of all Operations in the Information Environment (OIE) capability area Military Occupational Specialties (MOSs), to include Space, Electromagnetic Spectrum Operations (EMSO), Cyber Warfare, Civil Affairs, and Psychological Operations (PSYOP) into the 17XX Occupational Field (OccFld).  The DCI Information Maneuver Division developed the plan for 17XX Professionalization in close coordination with Total Force Structure Division (TFSD), Manpower and Reserve Affairs (MRA), Training and Education Command (TECOM), and Training Command (TRNGCMD) to facilitate the implementation of the 17XX Professionalization Plan.  The 17XX Professionalization Plan was briefed at the DOTMLPF-C Working Group, and the final assessment was favorably endorsed 9 February 2022.  These changes are reflected in the February 2022 Authorized Strength Report and in the planned update of Ref E.
1.A.  The 17XX OccFld, previously known as the Cyberspace Operations OccFld, is re-designated as the Information Maneuver (IM) OccFld.  The IM OccFld provides the Marine Corps with a deliberate, professionalized, and sustainable workforce enabling the Marine Corps to integrate IM-related capability areas and enable Information as the 7th Warfighting Function. 
1.B.  17XX Professionalization will transition existing structure of multiple Free Military Occupational Specialties (FMOS) to create four new Primary MOSs (PMOS) in the OccFld.
1.C.  The 17XX IM OccFld formally manages the career paths of Marines who have gained highly-specialized training required for Space, EMSO, Cyber Warfare, Civil Affairs, and PSYOP and will support the development and reutilization of high-demand skillsets.

Upon promotion to Colonel, officers will merge into the 8041 population.
3.  Enlisted Guidance
3.A.  A future MARADMIN will contain information regarding 0521 to 1751 or 1795, as appropriate, transition of Active Component (AC) Marines with the PMOS of 0521.  No action is required by the individual Marine.  MRA, in conjunction with DC I, will review the population, and Marines will be re-designated into their new PMOS on1 October 2022.  This conversion is not applicable to Active Reserve enlisted Marines.
3.B.  All Active Component enlisted Marines who desire to lateral move will adhere the process established in MARADMIN 499/21.
4.  Unrestricted Officer Guidance
4.A.  This MARADMIN solicits unrestricted officer applications for lateral move into the newly established PMOS 1706 Maritime Space Officer and 1707 Influence Officer.  Packages will be addressed to CMC (MMOA-3) for consideration.
4.B.  Eligibility requirements for lateral moves are as follows:
4.B.1.  Unrestricted officers in the grades of Captain through Lieutenant Colonel (including Captain selects).
4.B.1.a.  Must have accepted career designation.
4.B.1.b.  Lieutenant Colonels will be considered qualified for a lateral move if they have had appropriate previous experience in the PMOS they are requesting or by exception only.
4.B.2.  Officers who are slated for command as a result of the command screening board are not eligible.
4.B.3.  Officers in joint billets are eligible if they have completed 24 months in their assignment by 1 June 2023.
4.B.4.  Officers in Commandants Career-Level Education Board (CCLEB) and Commandants Professional Intermediate-Level Education Board (CPIB) utilization tours are eligible if they have completed 36 months in their assignment by 1 June 2023.
4.B.5.  Officers in the above zone for promotion are not eligible unless selected for the next higher grade.
4.B.6.  Officers must meet the minimum time on station requirement by 1 June 2023.
4.B.7.  Applicants must have enough time in service remaining to complete the required service obligation (paragraph 4.C.) prior to their retirement eligibility.
4.B.8.  All MOSs are invited to apply.  Current and forecasted inventory levels by MOS and grade will determine the total number of Marines who are able to lateral move in FY23.
4.B.9.  Officers who do not meet all of the above eligibility criteria should contact HQMC (MMOA-3) for information regarding exceptions to policy.
4.C.  Service Obligation.  All officers approved for lateral move into the 1706 or 1707 PMOS will incur a minimum 36-month service obligation upon completion of PMOS school and awarding the PMOS designator.  However, dependent upon the amount of training required, some applicants may incur up to a 60-months service obligation.  Applicants should contact the 17XX OccFld for information regarding their service obligation requirements.
4.D.  Officers who fail to complete the required PMOS school will be reassigned to the PMOS held at time of application or at the discretion of MRA.
5.  Application Procedures
5.A.  Lateral move applications must be submitted via the NAVMC 10274 Administrative Action (AA) request form.  Applications must be endorsed by the first O6 in the applicant’s chain of command as appropriate.  Refer to the MMOA-3 POC listed above for application examples.  PMOS qualification will be screened by HQMC (MMOA) and the gaining Occupational Field (OccFld) manager.
5.B.  All lateral move applications should include the following:
5.B.1.  At least one but not more than three letters of recommendation attesting to the applicant’s leadership, technical skills and abilities, and overall performance.
5.B.2.  A personal statement in naval letter format explaining why the Officer desires to lateral move into the requested PMOS.  The applicant will reference any unique experiences relevant to the gaining PMOS.  Applicants will distinguish between training, education, and operational experience.
5.B.3.  Applicants must be eligible for a TS/SCI clearance, and preference will be given to applicants who already have a fully adjudicated TS/SCI clearance.  To verify this, applicants must provide a letter of SCI eligibility from the HQMC SSO (hqmc_intel_sso@usmc.mil); a letter from their local SSO is not sufficient.
5.B.4.  Applicants must have enough time in service remaining to complete the required service obligation (paragraph 4.C.) prior to their retirement eligibility.  Block 12 of the applicant’s AA request form shall include the following attestation:  “I have sufficient time in service remaining prior to retirement eligibility to complete the three- or five-year service obligation upon awarding of the PMOS.”
5.B.5.  Applicant’s Master Brief Sheet.
5.B.6.  Applicant’s unofficial transcripts for all undergraduate and graduate education.
5.B.7.  Correspondence from the applicant’s monitor that they will meet the TOS requirement as per paragraph 4.B.6.
5.C.  The deadline for lateral move application submission is 30 June 2022.  Applications received after this date will be considered on a case-by-case basis only or during subsequent lateral move solicitation messages.
6.  Approval of a lateral move request is subject to multiple determining factors for each particular MOS.  Officers are highly encouraged to contact their current PMOS monitor prior to lateral move application.  Officers may also contact a career counselor (MMRP) prior to submission of a request to evaluate the career impact of a lateral move.
7.  All applications must be submitted to the MMOA-3 Organizational Mail Box at smbmanpowerofficerpr@usmc.mil.
7.A.  Upon receipt of the lateral move application, MMOA-3 will staff the package with the appropriate stakeholders and prepare the package for decision.
7.B.  Lateral move decisions will be communicated to the Marine via separate correspondence, usually within 90-120 days of receipt at MMOA-3.  Officers approved for lateral move will execute orders to the next available PMOS school or as directed by MMOA.
8.  Per Ref A, all lateral moves are strictly voluntary.  Marines who do not wish to lateral move into the 1700 OccFld, but are currently serving in 05XX BMOS billets that are transitioning to a 17XX BMOS, may continue to serve out their current assignment in that billet.
