1.  Purpose.  To provide guidance regarding the execution of the Fiscal Year 2023 (FY23) Commandant’s Retention Program (CRP), which was previously announced in reference (a).  The intent of the CRP is two-fold.  Commanders are integral to the retention of the most talented Marines; the CRP is created to empower Commanders by prioritizing the retention and assignment of Marines evaluated as the best in their formations.  Secondly, the CRP focuses on retaining the most talented and best performing first-term Marines in their Primary Military Occupational Specialty (PMOS) by streamlining the retention process and by providing meaningful incentives to reenlist.  Officers and Staff Non-Commissioned Officers at all levels are encouraged to read this message in its entirety as it aims to retain our “best and brightest” Marines across the Force.
2.  Background.
2.a.  As part of CMC (MMEA)’s aggressive modernization efforts, the CRP is aligned with Talent Management 2030, reference (a), by incentivizing the absolute top performers to reenlist.  For the first time in Marine Corps history the highest performing Marines will be automatically awarded a conditional approval for reenlistment.  This procedural improvement means selected Marines will bypass the twenty-step reenlistment process and will have priority access to their PMOS monitor for unit assignment choice.
2.b.  This new initiative was developed through institutional processes and policies designed to attract, mature, retain, and incentivize the most talented and best performing Marines.  Through the CRP, the top performing First Term Alignment Plan (FTAP) Marines in the FY23 cohort will be selected by CMC (MMEA) for a conditionally approved reenlistment.  The CRP recognizes the outstanding work of our most talented Marines through a partnered approach where the screening burden for retention occurs at CMC (MMEA), and assignments prioritization is given to the Marine by offering selected Marines a list of Monitored Command Codes (MCC) to select their future unit.  The CRP commences on 1 July 2022 and terminates on 31 July 2022. 
3.  Concept of Operations.
3.a.  Beginning 1 June 2022, CMC (MMEA) will pre-screen the FY23 first term reenlistment cohort to identify the highest performing Marines in each PMOS, encompassing up to 50% of available FY23 boatspaces, based on information available in the Marine Corps Total Force System (MCTFS) and the First Term Evaluation Worksheet.  The list of CRP selectees will be published via MARADMIN on or about 15 June 2022.  Additionally, CMC (MMEA) will publish a list of MCCs available for assignment by PMOS via Total Force Retention System (TFRS) message on or about 15 June 2022.  CRP selectees who desire to accept reenlistment will list their top five MCCs on their reenlistment request. 
3.b.  Upon publication of the list of CRP selectees, Commanders will inform each Marine within their command of their selection and the incentives available to them based on their exemplary performance.  If a CRP-eligible Marine desires to accept their conditional approval for reenlistment, items in paragraphs 5.a. and 5.b. will be actioned at the command level.
3.c.  From 1 July to 31 July 2022, processing of CRP reenlistment, extension, and lateral move (RELM) requests will be CMC (MMEA)'s highest priority.  CRP selectees have "front-of-the-line" access to their PMOS monitor to discuss potential career opportunities during this period.  Marines are highly encouraged to contact their respective PMOS monitor before submitting their RELM.  CMC (MMEA) will make every effort to assign CRP selectees to one of the top five MCCs listed in the Marine's request.  In the unlikely event that assignment to one of the Marine’s top five MCCs is not feasible, the Marine will be contacted by their PMOS monitor to discuss alternative assignment options. 
4.  Tasks.
4.a.  CMC (MMEA).
4.a.1.  Verify that CRP Marines meet reenlistment pre-requisites not listed in paragraph 5.a. per reference (c) before publishing the list of CRP selectees.
4.a.2.  Publish the list of MCCs available for assignment by PMOS via TFRS message on or about 15 June 2022 and update the list no later than (NLT) COB Friday every week until 31 July 2022.
4.a.3.  Publish the names of Marines selected for CRP via MARADMIN on or about 15 June 2022.
4.a.4.  PMOS Monitors will contact all Marines in their populations
selected for CRP NLT 15 July 2022 to discuss assignment options. 
4.a.5.  PMOS monitors will prioritize the processing of CRP RELMs during this period and will make every effort to assign CRP Marines to MCCs within their top five selections.  In the unlikely event that assignment to one of the Marine’s top five MCCs is not feasible, the PMOS monitor will contact the Marine to identify an alternate MCC for assignment.
4.a.6.  Provide training regarding CRP execution to all unit career planners NLT 1 July 2022.
4.b.  Commanders.
4.b.1.  Make every effort to ensure the MCTFS information of all first-term Marines in their commands is accurate and up to date NLT 31 May 2022.
4.b.2.  Ensure all CRP selectees within their commands have access to the most up-to-date version of the MCC list from TFRS before Marines submit their RELM.
4.b.3.  Verify that CRP selectees meet all reenlistment pre-requisites outlined in paragraph 5.a.
4.b.4.  Ensure that RELMs are submitted for all CRP selectees who desire to accept reenlistment as outlined in paragraph 5.b. NLT 31 July 2022.
4.b.5.  Upon publication of the CRP selectees, develop a plan to formally recognize CRP selectees within their commands for their achievement as one of the Corps' top performers.
5.  Coordinating Instructions.
5.a.  Command Verified Reenlistment Pre-Requisites.
5.a.1.  Have no moral disqualifications per reference (c) and (d) (e.g. hazing, driving under the influence, sexual harassment, etc.).
5.a.2.  Meet medical and dental standards per the Individual Medical Record (IMR) and duty limit status code (fully medically ready and not on limited duty). 
5.a.3.  Meet Body Composition Program standards as indicated by the last semi-annual weigh-in on the Basic Training Record (BTR).
5.a.4.  Possess the required security clearance for PMOS per reference (e) as verified by the security verification letter obtained from the unit security manager.
5.a.5.  Commanding Officer recommendation.  CRP approvals are conditionally approved based upon Marines being qualified per reference (c) and recommended by the Commanding Officer.  The Commanding Officer plays a crucial role in all retention decisions but holds even greater authority with the CRP.  If the Commanding Officer does not recommend a CRP selectee, they become ineligible for the CRP.  In these situations, CRP selectees will be required to submit a standard reenlistment request to be considered for retention.
5.b.  RELM Submission Requirements.
5.b.1.  NAVMC 11537 pages 1, 2, and 6 only.  These pages will serve as acknowledgment from the Marine and the Command that the Marine is qualified for reenlistment per reference (c) and list the CRP selectee's top five MCC choices for assignment.  Local commands may establish no additional administrative requirements.
5.b.2.  Individual Medical Record (IMR).
5.b.3.  All pages 11, 12, 13, and Unit Punishment Book (UPB) from the Marines' Official Military Personnel File (OMPF).
5.b.4.  Security verification letter.
5.b.5.  BTR.
5.b.6.  Assignment screening checklist, if applicable.
5.b.7.  All aviation qualifications from Advanced Skills Management (ASM) system "QCL snapshot view," to include Collateral Duty Inspector (CDI), Quality Assurance Collateral Duty Representative (CDQAR), Quality Assurance Representative (QAR), or Safe for Flight (SFF) (Aviation PMOSs only).
5.b.8.  CRP requests to CMC (MMEA) will be submitted using the Quality Reenlistment Program (QRP) RELM type.
5.c.  CRP selectees must accept reenlistment within fourteen (14) days of the RELM being approved by CMC (MMEA). 
5.d.  RELMs for CRP selectees must be submitted via TFRS to CMC (MMEA) NLT 2359 on 31 July 2022 Eastern Standard Time (EST) in order to be processed as a CRP reenlistment.  Requests received after this time will be processed on a case-by-case basis only when extenuating circumstances exist.
5.e.  CRP selectees are highly encouraged to reenlist for 48 months to maximize assignment potential and any available monetary incentives.  Requests to reenlist for fewer than 48 months may forfeit potential financial incentives and limit assignment possibilities resulting in a Marine not being assigned to an MCC in their top five selections.
6.  The role Command Teams and the individual Marine play in retaining the service’s highest performers cannot be overstated. Commanding Officers and senior enlisted leaders must properly inform all Marines in their commands about the contents of this message. 
7.  Due to contractual restrictions this MARADMIN is only applicable to Component Code 11, Active Duty Marines.  Ongoing efforts with Reserve Affairs aim to expand this program to the Total Force.
