GENTEXT/REMARKS/1. This MARADMIN announces the Assistant Commandant of the Marine Corps (ACMC) decision to stand-down the Security Division of Plans, Policies, and Operations (PP&O PS) and the formal commencement of Phase I, transition of authority (TOA), of the implementation plan to realign PP&O PS programs and functions to other HQMC departments, and to other divisions within PP&O.
2. Background. In the context of significant reorganization across the Marine Corps, the Commandant of the Marine Corps issued guidance to review the organizational alignment of HQMC’s programs and functions. In February 2022, ACMC directed the repurposing of the Assistant Deputy Commandant (ADC)(Security), PP&O SES-2 billet to the Communications Directorate, effective with the 31 May 2022 retirement of the incumbent. Based on the ACMC’s decision, DC PP&O directed the stand-up of an integrated planning team (IPT) in February 2022 to develop a PS Transition Implementation Plan (PSTIP), provided at ref (b). Stakeholders in the IPT included DC PP&O, DC Information (DC I), and DC Installations and Logistics (I&L)/Marine Corps Installations Command (MCICOM), each of which will assume Security Division programs and functions; as well as HQMC legal, fiscal, human resources, and logistical organization representatives.
3. Situation. Phase I, TOA of the Security Division transition began with ACMC’s 12 May 2022 approval of ref (a) and concluded on 31 May 2022 with the retirement of ADC(Security), PP&O. Operational control (OPCON) of PS Division roles and responsibilities specific to each program began during the TOA to the extent possible, but occurred in full NLT 1 June 2022, in accordance with ref (b).
4. Transition of PS programs and functions contained in the PSTIP include:
4.a. As the Service’s lead integrator of Information as a warfighting function, DC I assumed the Branch Chief and three sections of the PS Division Identity Activities Branch (PSI): Information and Personnel Security, Identity Operations, and Counter Insider Threat Program.
4.b. As the HQMC Department responsible for all installation-related matters and for law enforcement and security requirements, DC I&L assumed the Law Enforcement and Corrections Branch in its entirety.
4.c. As the Operations Officer for the Marine Corps, DC PP&O:
4.c.1. Transitioned the PS Division Protection Branch in its entirety to PP&O Operations Division (PO).
4.c.2. Transitioned the PS Division Homeland Defense Branch in its entirety to PO.
4.c.3. Transitioned the PS Division PSI Marine Corps Capability Protection Cell and Operations Security programs to PP&O Strategy and Plans Division.
5. Phased implementation of the PSTIP following the TOA will continue as follows:
5.a. Phase II, full operational capability for each transitioning program began NLT 1 June 2022 or during the TOA, dependent on OPCON transfer for specific programs and functions.
5.b. Phase III, continuing actions begin with the start of FY23 on 1 October 2022 and ends with completion of follow-on tasks.
6. Total Force Structure Division will publish a 5400 MCBUL codifying the changes in refs (a) and (b).
