GENTEXT/REMARKS/THIS IS A HQMC DCI IC4, TRAINING COMMAND, AND MCCES COORDINATED MESSAGE.
1. Situation. Communication Training Battalion (CTB), Marine Corps Communication-Electronics School (MCCES), and Headquarters Marine Corps (HQMC) Information, Command, Control, Communication, and Computers (IC4) are soliciting student nominations for the Fall 2022 blended-seminar Marine Air Ground Task Force (MAGTF) Communications Planner’s Course (MCPC) 2-22. The seven-week non-resident phase will be hosted through MarineNet Moodle from 25 July 2022 until 11 Sept 2022. The seven-week resident phase will be held from 19 Sept 2022 until 4 Nov 2022 aboard Marine Corps Air Ground Combat Center (MCAGCC) Twenty-nine Palms, CA, at MCCES CTB. The CTB will teach portions of this course at classification levels up to SECRET NOFORN. MCPC is an advanced formal skills progression training course for Military Occupational Specialty (MOS) 0602 Lieutenant Colonels, Majors, and Captains. Marine Corps Officers with the Primary MOS (PMOS) of 0602 will be awarded the Necessary MOS (NMOS) skill designator 0603 upon successful course completion. While attending MCPC, students will develop the skills necessary to plan advanced MAGTF communications architectures across the following: the range of military operations; multi-domain operations; and denied and degraded command and control, communications, and computers, environments (D2C4E). MCPC focuses on three main lines of effort: bridging experience-gaps in MAGTF Command and Control (C2) and Naval Integration, introducing concepts of Joint and Coalition C2 integration, and approaches to C2 in the Future Operating Environment. Students will receive instruction from various military and civilian professors spanning the Joint Operational Environment and participate in a MAGTF planning series, case studies, and discussions on space, cyberspace, and electromagnetic spectrum operations.
2. The following student eligibility criteria apply to MCPC 2-22.
2.a. The primary audience consists of PMOS 0602 Lieutenant Colonels, Majors, Captains, and selected First Lieutenants serving in the Fleet Marine Force or Supporting Establishments. Government civilians, Joint service members in related fields, PMOS 0605, 06XX Chief Warrant Officers, 0699s, 72XX, 17XX, and 59XX SNCOs, Captains, and Majors will be considered on a case-by-case basis and are encouraged to apply. Interested personnel not in the primary audience should email the MCPC course manager.
2.b. Security clearance / visit requests (OPNAV 5521/27). Students must possess a secret security clearance and submit a visit request in the Defense Information Security System (DISS). The SMO code is ID MS3305STUD. Include full name, social security number, level of clearance / basis, dates of visit (19 Sept 2022 – 4 Nov 2022), and purpose (MCPC 2-22), POC: Captain Pope, ATTN: Security Manager.
3. Mission. From 25 July 2022 to 4 Nov 2022, Company HQ, CTB, MCCES conducts MCPC 2-22 to train and educate Officers in advanced concepts of planning and implementing C2 networks across all elements of the Joint-Force integrated MAGTF in order to prepare MAGTF communicators to meet the challenges of the present and future operating environments.
4. Tasks. Parent commands will submit nominations no later than 15 July 2022, with the following information via encrypted email to all points of contact (POC) listed:

4.g. Unit POC to generate funding approval (e-mail address)

4.m. GTCC Expiration Date
4.n. Immediate Supervisor Rank/Name/Phone Number
5. Coordinating Instructions
5.a. Commands with two or more nominees will designate a POC for coordination purposes. The nominees' commanding officer must forward the request up the appropriate chain of command.
5.b. The uniform for Marines will be the Woodland Marine Corps Combat Utility uniform.
5.c. All MCPC student handouts will be electronic. The CTB will issue students a government computer for the program of instruction once the course convenes. This asset will not have full MCEN connectivity, and students should plan to bring one from their unit if this is a requirement.
5.d. MCCES reserves the right to cancel MCPC 2-22 if the course does not meet the course minimum of eight students by 15 July 2022.
5.e. Students must complete Annex A (non-resident) to be eligible for Annexes B and C (resident) attendance. MCCES will drop students from this course if they do not complete Annex A. Students who complete Annex A, but due to extenuating circumstances can no longer attend their scheduled resident portion immediately, may be considered on a case-by-case basis for a waiver to attend the next MCPC resident iteration.
6. Administration and Logistics
6.a. The 06XX OccFld Manager is the POC for identifying all MCPC students.
6.b. Class Capacity. MCPC 2-22 class capacity (17 students) is identified in MCTIMS, but the course will accept up to 25 for the nonresident portion.
6.c. Funded Seat Allocations. Training and Education Command will provide funding via Worldwide Travel for travel, lodging, and per diem for active duty Marines. MCCES will not consider individual requests for rental cars from military members. Rental cars, if desired, must be funded by the student’s parent command. Reserve Component Marines (SMCR) should contact Marine Corps Forces Reserve formal schools at DSN (312) 647-7302 / 7375 or commercial (504) 697-7302 / 7375. Individual Marine Augmentee (IMA) Marines should contact the course manager for further directions.
6.d. Billeting. Reservations for billeting are the responsibility of each attendee. Attendees must check with the MCAGCC Twenty-nine Palms Bachelor Officer’s Quarters (Roadrunner Inn) at comm (760)830-6642/1081 for government availability billeting before making any commercial lodging reservations. They will select the MCAGCC Twenty-nine Palms Roadrunner Inn for lodging in the Defense Travel System (DTS). Attendees may obtain local lodging information from the MCAGCC Twenty-nine Palms Sleepy Tortoise Lodge at (760) 830-6583 if government billeting is unavailable. Attendees will use government messing if available.
6.e. Funding letter. The POC provided in 4.g. will generate the funding letter once students register for this course in the Marine Corps Information Training Management System (MCTIMS).
6.e.1. Go to https:(slash)(slash)mctims.usmc.mil/.
6.e.2. Hover over MCTIMS (top left-hand corner) and select student registrar module.
6.e.3. Insert the course ID (M09DRX1) and click search in student registrar.
6.e.4. In the class list tab, find the correct class number (class 2022020).
6.e.5. Click the down arrow and select view allocations.
6.e.6. Click class roster (bottom of the page).
6.e.7. Locate student name.
6.e.8. Check the funding status, ensure it states approved. If the column is blank or pending, contact C4.
6.e.9. Click the down arrow and select generate funding letter.
6.f. Restriction of Movement (ROM). There is no CTB/MCCES forecasted ROM requirement for this course at this time.
7. Command and Signal
7.a. Annex A of MCPC 2-22 will convene on 25 July 2022. Students must validate their enrollment in MarineNet Moodle before the start of Annex A. This phase will conclude on 11 Sept 2022.
7.b. Annexes B and C of MCPC 2-22 will convene on 19 Sept 2022. Students must report NLT 2359, on 18 Sept 2022, at Headquarters, MCCES, building 1865 at Twenty-nine Palms, CA. The resident phase of MCPC 2-22 will graduate on 4 Nov 2022.
7.c. The POCs in para.7.e. will notify nominees selected to attend MCPC 2-22 NLT 10 days before the convening date of the non-resident phase of the course.
7.d. Upon positive confirmation of registration, each individual will receive an email from the MCPC Course Manager with further directions and guidance.
