GENTEXT/REMARKS/1. This message has been coordinated through DC I and DC M&RA to provide guidance for Marine Corps personnel who currently possess a Common Access Card (CAC) for the potential need for reissuance before 22 NOV 2022.
2. BACKGROUND. CACs issued between 23 Nov 2019 and 1 May 2020, were erroneously produced with a mismatch between the printed expiration date and the expiration of the encoded PKI certificates. Card holders needing valid PKI certificates will be required to have the CAC re-issued out of their established cycle prior to 22 Nov 2022.
3. IMPACT. Approximately 13,512 Marine Corps personnel and affiliates are impacted by this issue. Failure to have CAC re-issued will result in denial of service due to expired PKI certificates.
4. ACTIONS
4.A. Defense Manpower Data Center (DMDC)
4.A.1. DMDC is preparing notification to inform the affected cardholders of their need to have a CAC re-issued.
4.B. DC M&RA (MFP-1):
4.B.1. DMDC will ensure all Marine Corps Real-Time Automated Personnel Identification System (RAPIDS) sites are aware of the issue and comply with direction to support personnel required to replace current CAC.
4.B.2. DMDC will direct reissuance of CAC out of cycle upon presentation of electronic notification by affected personnel.
4.B.3. CACs issued after 1 May 2020 are not covered by this requirement and will be reissued within their regular cycle.
4.C. Commanders, Fleet Marine Force and Supporting Establishment.
4.C.1. Direct all Marine Corps CAC cardholders with notification of impacted CAC to acquire a replacement CAC as soon as practical at a RAPIDS site. The RAPIDS Site Locator can be found at https:(slash)(slash)www.dmdc.osd.mil/rsl/, and contains instructions for documentation required for obtaining a CAC in accordance with Ref (A).
4.C.2. Direct personnel to follow the guidelines of their local RAPIDS office with regard to any restrictions on walk-in, appointments, and scheduling requirements due to COVID-19.
