GENTEXT/REMARKS/1. Purpose. This message announces the recruiting stations available for assignment as commanding officers during the fiscal year (FY) 2023, the eligible officer population for screening, and the established timeline for execution of the FY23 Recruiting Station Commanding Officer (RSCO) Selection Board.

Note 2: Eligible officers complete the questionnaire by 2359 Eastern Standard Time (EST) on 21 July 2022. Refer to paragraph 6 of this message for additional details regarding the submission of the questionnaire.

Note 5: Manpower and Reserve Affairs (M&RA) plans to release the results of the RSCO Selection Board on or about 29 August 2022.
1.b. Recruiting continues to be one of the most demanding missions the Marine Corps faces. Despite the challenges, the Marine Corps' continued success is a testament to the high quality of Marines assigned to recruiting duty. The opportunity to lead these remarkable Marines is provided to officers who have demonstrated great leadership potential. Selection as a RSCO is a unique distinction with tremendous opportunity to shape the future of the Marine Corps and develop personally. Successful tours indicate tremendous leadership ability, acknowledged via higher selection percentages than peers for future command opportunities. In the past five years, 85% of successful RSCOs were selected for LtCol command verses 26% for the those who were not selected as a RSCO.
2. Process. The board will select those officers deemed best and most fully qualified from a list of eligible majors and major (selects). The board will select as primaries a number equal to the number of available recruiting stations and a sufficient number of alternates to meet requirements when primary selects cannot take command. Manpower Management Division will release the results via Marine Administrative (MARADMIN) message.
2.a. The FY23 RSCO Selection Board will convene on or about 8 August 2022 aboard Marine Corps Base Quantico, VA to select officers for recruiting stations available during 2023.
2.b. Board composition. The RSCO board will be composed of three general officers and nine colonels to ensure a broad professional perspective among the board membership.
3. Eligibility criteria. Officers who meet the below criteria will be screened for RSCO duty:
3.a. Majors with a date of rank of 1 March 2021 or junior, and major (selects) who will complete their current tour no later than 30 September 2023. Officers scheduled to complete their current tour in FY24 may request an exception to policy (ETP) per paragraph 5 below.
3.b. Eligibility rosters can be found on the following website: https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/OA3MBaP/pages_rsco.
4. Ineligibility criteria. Officers in the categories below will not screen for RSCO duty:
4.a. Officers with an established separation or retirement date.
4.b. Officers in receipt of orders with a report date in FY22 greater than 12 months.
4.c. Limited duty officers.
4.d. Officers with legal action pending.
4.e. Officers selected for or currently attending programs who have a designated pay-back assignment. Examples include, but are not limited to: Special Education Program (SEP), Test Pilot, Foreign Area Officer (FAO)/Regional Area Officer (RAO), School of Advanced Warfighting and joint equivalents, and Funded Law.
4.f. Naval aviators completing two or more consecutive years in DIFDEN status during FY23 will not normally be screened for RSCO duty.
4.g. Officers with questions regarding their eligibility status are directed to contact their Primary Military Occupational Specialty (PMOS) Monitor. PMOS Monitor contact information is located in paragraph 9.
5. Volunteers. An officer who does not meet the eligibility criteria or meets one or more of the ineligibility criteria and desires to screen may request screening by submitting an exception to policy (ETP) via an AA form to the Plans, Programs, and Boards Section (MMOA-3). The AA form must include why the officer desires to screen and the specific eligibility/ineligibility criteria that they do not/do meet. The AA form must be favorably endorsed by the first O-5 commanding officer in the Marine's chain of command and received concurrence by the PMOS monitor. Time-on-station and in-zone for promotion to major are two examples of ETPs that MMOA-3 will consider.
6. Board communications.
6.a. All eligible officers are directed to communicate their top five recruiting station duty preferences and top three district preferences. MMOA-3 has developed an online questionnaire to facilitate board communication. The online questionnaire is the only mechanism for board communication.
6.b. Questionnaire. The web address for the RSCO selection board questionnaire is https:(slash)(slash)go.max.gov/dod/rsco. Common access card certificate is not required to access the site. Instructions on how to upload additional material are provided within the questionnaire. Officers experiencing difficulty with the questionnaire should contact MMOA-3 for assistance by email at smbmmoaplanso@usmc.mil or by phone at (703) 784-9284.
6.c. The deadline for submitting the online questionnaire is 2359 EST on 21 July 2022 in order to facilitate pre-board actions. Any correspondence received after the convening of the board will be submitted at the discretion of the board president. All correspondence to the board must originate from or be endorsed by the screening officer.
6.d. Official Military Personnel File (OMPF) update material. Officers should submit OMPF update material to the email address: smb.manpower.mmrp-20@usmc.mil as soon as possible. Officers are responsible for ensuring their OMPF is accurate at all times.
6.e. Photographs are not utilized in the RSCO Selection Board per reference (c).
6.f. Fitness reports. Completed fitness reports must be submitted to Performance Evaluation Section (MMRP-30) for inclusion into the OMPF. Incomplete fitness reports will not normally be accepted or forwarded to the board.
6.g. Remove by request (RBR).
6.g.1. Officers who are eligible but do not desire to screen must complete the online questionnaire and attach an AA form requesting RBR. The AA form must state the reason the officer desires to RBR and be favorably endorsed by the first General Officer in the Marine's chain of command. Officers without properly endorsed AA forms for RBR will screen for RSCO.
6.g.2. Officers may only RBR from the RSCO Selection Board once within their career. MMOA-3 will maintain a roster of those who RBR. Officers who RBR from the FY23 RSCO Selection Board and are eligible for the FY24 RSCO Selection Board will screen on the FY24 RSCO Selection Board. Subsequent RBRs will be denied.
6.g.3. MMOA-3 must receive RBRs via the online questionnaire no later than 2359 EST on 21 July 2022.

8. Board results. M&RA plans to release the results of the RSCO Selection Board on or about 29 August 2022.
8.a. Alternates. Officers selected as alternates to RS command will be prioritized by the board for use when RSCO vacancies occur. An alphabetical list of alternates (not listed in order of priority) will be posted on the MMOA-3 website following the release of the board results.
8.b. Declinations.
8.b.1. Officers selected by the board who decline their assignment will be required to submit written correspondence through their chain of command with General Officer endorsement. Officers who decline their assignment are subject to reference (a). Declination letters will be included in the individual officer's OMPF and may impact future command opportunities. If a primary select is removed from the slate for any reason, MMOA will fleet up an alternate.
8.b.2. MMOA-3 must receive requests for declination no later than 10 business days following the release of the results MARADMIN.
8.c. Deferrals.
8.c.1. Officers selected for RS command by the board who are unable to execute orders are afforded the opportunity to request deferral.
8.c.2. Officers requesting deferral must do so via AA form, through their chain of command with General Officer endorsement, forwarded to MMOA-3. MMOA-3 must receive requests for deferral no later than ten business days following the release of the results MARADMIN.
8.d. Per MARADMIN 371/03, officers who successfully complete a tour of duty as a RSCO and meet the eligibility requirements will have the option of either attending Marine Corps resident intermediate level school without screening on Commandants Professional Intermediate Education Board (CPIB) or screen on the board for other fellowship opportunities. Officers who do not desire to attend resident PME will have the option of geo-location preference (East Coast, West Coast, Hawaii, overseas) for their follow-on duty assignment.
