GENTEXT/REMARKS/1.  Purpose.  To solicit applications for membership to the CY2023-2025 MCRPB.  All submitted applications will be considered and voted on during the CY2022 Fall meeting in order to fill vacated positions for the CY2023-2025 MCRPB.  The CY2022 MCRPB is scheduled to convene in the National Capital Region during September 2022.
2.  Background.  The MCRPB is mandated per the references to consider, recommend, and report to the Secretary of the Navy on reserve policy matters.  The MCRPB is required to meet once annually at the seat of government.  Subsequent meetings throughout the year are determined by the Chairman of the Board, as required.  Membership of the MCRPB will be composed of highly qualified individuals of the Selected Marine Corps Reserve, Individual Mobilization Augmentee Program, Active Reserve (AR), and Active Component (AC), who possess a wide range of experience.  The board will consist of 14 Officers and 5 Enlisted Marines.
3.  Eligibility Requirements
    a.  The board is seeking seven nominees.
        (1) Two Reserve Component nominees shall be between the ranks of Gunnery Sergeant to Master Gunnery Sergeant/Sergeant Major.
        (2) Three Reserve Component nominees shall be between the ranks of Chief Warrant Officer to Major.
        (3) One Reserve Component nominees shall be between the ranks of Lieutenant Colonel and Colonel.
        (4) One Active Component nominee shall be between the ranks of Chief Warrant Officer to Colonel.
    b.  The Board Chair requests Commanders to encourage qualified candidates with experience and knowledge of reserve policy matters to apply.
    c.  All members will serve for a three year period and should have a minimum of three years of service eligibility remaining.
    d.  If selected to the board, membership will begin 1 January 2023 and expire on 31 December 2025.
    e.  Members are expected to attend two in-person meetings and two virtual meetings each year.  The in-person meetings include the annual meeting which is held in the National Capital Region for three days each fall (travel exclusive), and a two day meeting (travel  exclusive) each spring at an alternate location.  The two virtual meetings will be one day each in the summer and winter.  CMC (RA) is responsible for funding Active Duty Operational Support and travel orders for MCRPB members during in-person meetings.
4.  Application Process
    a.  Deadline for submitting applications is 2359 EST 31 July 2022.
    b.  Submit applications via email to RAP@USMC.MIL, with subject:  MCRPB Application – Rank, Component/Category (e.g. SMCR, IMA, AR, AC).
    c.  Requirements for submitting a completed package include:
        (1) Letter to the Board from the applicant.
        (2) Reserve Qualification Summary, NAVMC 10476 (REV. SEP-2016)(EF).
        (3) Command Endorsement.  Marines serving in the Selected Marine Corps Reserve, Active Reserve, or Active Component are required to submit an O-6 level command endorsement with their application package.  An Individual Mobilization Augmentee (IMA) Operational Sponsor endorsement is required for members assigned to the IMA program.
        (4) A letter of recommendation is not required, but shall be limited to one per applicant, if included.
5.  Board membership is subject to approval by the Assistant Secretary of the Navy for Manpower and Reserve Affairs, per reference (b).  Approved selection results are anticipated to be announced via MARADMIN.
6.  This MARADMIN is applicable to the Total Force.
