GENTEXT/REMARKS/1.  Purpose.  To update Marine Corps Security Cooperation (SC) policy regarding Service-level implementation of the DoD Security Cooperation Workforce Development Program (SCWDP) as it relates to Foreign Disclosure Officers’ (FDOs) certification requirements. 
2.  Background.  The National Defense Authorization Act for Fiscal Year 2017 enacted reference (a), which mandated a DoD SCWDP.  Per reference (b), DoD established the SCWDP, mandating professional certification for designated SC and security assistance (SA) billets/positions.  Reference (c) promulgates Marine Corps policies and procedures for Service-level SC, including Marine Corps policy and procedures related to Service implementation of the congressionally mandated SCWDP. 
3.  Policy.  In accordance with reference (b), SCWDP certification is required for all designated Marine Corps SC/SA billets or positions, including those that develop or implement Foreign Disclosure (FD) polices.  Designated USMC FDOs, as defined in paragraph 4, require Basic-level certification in the SC Planning, Oversight, and Execution Management area of concentration.  This will ensure that Marine Corps FDOs have the knowledge and understanding of SC policies, practices, and procedures necessary to support SC missions.  Per reference (b), SCWDP certification is a condition of employment for civilians and an order for Service members, but certification is not a precondition for being hired or assigned to an SCW position.  In accordance with reference (c), POC1 will serve as the Security Cooperation Workforce Development Database (SCWD-D) sub-organizational data manager for designated USMC FDOs.
4.  Scope.  This policy applies to all USMC FDOs for whom FD is a primary duty as well as to the primary command FDO for Marine Component Commands regardless of duty type.  
4.a.  This policy does not apply to those for whom FD is a collateral duty, unless they are the primary command FDO for a Marine Component.
4.b.  Assigned FDOs have one year to complete Basic-level SCWDP certification upon entry into the program.  Additional information can be found at https:(slash)(slash)dscu.mil. 
4.c.  This policy does not alter any of the additional requirements for FDOs found in reference (d).
5.  Questions concerning Foreign Disclosure in the Security Cooperation Workforce Development Program can be directed to the identified POCs.
