GENTEXT/REMARKS/1. Purpose. Due to deliberate leadership focus on minimizing transportation costs and increasing mission effectiveness, there has been an increased effort to utilize Military Airlift (MilAir) for official travel and dedicated Operational Support Airlift (OSA) in support of mission requirements. When executed appropriately, the use of OSA assets make significant contributions to airlift support while avoiding the high cost of tactical assault support and/or commercial travel. More importantly, appropriate use of OSA programs enables aircrews to perform dynamic training in conjunction with official DOD travel to support operational and wartime readiness training requirements. In order to continue the expansion and depth of the OSA programs, appropriate use is vital. IAW with the references, the guidance below is intended to reinforce current policy and prevent misuse and/or the perception of misuse of opportune and dedicated OSA programs.
2. Opportune OSA Support (commonly referred to as MilAir).
2.a. Approval Process.
2.a.1. Requests shall be submitted via the DD Form 2768 dated Mar 1998 located at: https:(slash)(slash)www.esd.whs.mil/Portals/54/Documents/DD/forms/dd/dd2768.pdf.
2.a.2. All blocks must be filled in.
2.a.3. All times on the DD Form 2768 shall be input in Zulu time.
2.a.4. The email addresses of the Requester, Departure, and Arrival Coordinators must be listed in the “Remarks” section (Block 11).
2.a.5. The Departure and Arrival Coordinator cannot be the same individual.
2.a.6. The “Travel Authorizing Official” (Block 13) must be at least one organizational level above the Senior Traveler (i.e. if the Senior Traveler is a MAG CO, the MAW CG must sign Block 13). The travel authorizing official may also be an individual with delegated authority via a written “by direction”, explicitly including transportation eligibility authorization.
2.a.7. Upon completion of the DD Form 2768, the requester must submit the form to their respective validating office.
2.b. Review and Validation Process.
2.b.1. MilAir requests shall be submitted to the respective validation office based upon the requester’s location: East Coast – MCI-EAST (G-3), CG MCIEAST MCB CAMPLEJ G THREE G FIVE West Coast - MCI-WEST (G-3), CG MCIWEST MCB G THREE G FIVE Hawaii/Japan/Korea - MCI-PAC (G-3), CG MCIPAC G THREE G FIVE Marine Forces Reserve - 4th MAW (ATCO), CG FOURTH MAW G THREE National Capitol Region - HQMC AVN (ASCO), CMC AVN ASCO WASHINGTON DC
2.b.2. IAW reference (b), validators shall review airlift requests and assign prioritization using the priority system.
2.b.3. IAW reference (g), validators shall review the accuracy and validity of travel requirements. If necessary, they may also re-validate modifications to original travel requests.
2.b.4. In the event of a MCI-PAC conflict of support, due to similar priority between (2) or more requests, MCI-PAC shall coordinate with MARFORPAC AIR to adjudicate supportability.
2.b.5. Once requests have been reviewed and validated, validators will submit the request to the proper scheduling agency (JOSAC/NALO) via JALIS.
2.c. Scheduling Agency Details.
2.c.1. OSA CONUS requests shall be submitted to JOSAC for small lift or NALO for medium/large lift through the respective validating office.
2.c.2. OSA CONUS-OCONUS requests shall be submitted through the respective validating office. The validating office shall determine the appropriate submission to NALO or DC AVN for Dedicated OSA.
2.c.3. INDOPACOM requests shall be submitted to MCI-PAC via the appropriate Chain of Command.
2.c.4. All other OSA OCONUS requests shall be adjudicated via the appropriate Combatant Command.
2.d. Amplifying Guidance.
2.d.1. Requesters must be mindful that MilAir is opportune airlift regardless of rank and must be prepared to utilize another mode of travel should a request be deemed unsupportable. Be advised, requests may be deemed unsupportable as late as (3) days prior to requested departure.
2.d.2. Per reference (a), DoD Components shall not schedule training missions to accommodate the travel of DoD senior officials.
2.d.3. For all senior DoD officials, as defined by reference (a), authorizing authority cannot be delegated below the two-star or equivalent level. MilAir requests identifying a General Officer (GO) as the senior traveler are not required to be authorized beyond the next level of Command (minimum two-star) unless otherwise determined in writing by local Command.
2.d.4. All General Officer requests are required to have a legal/ethics review prior to execution. Per reference (a), MilAir requests must demonstrate that commercial airline or airlift service is not reasonably available to effectively fulfill the traveler’s mission requirements in a 24-hour period. Alternatively, the requester may show: (1) highly unusual circumstances that present a clear and present danger; (2) an emergency exists; (3) use of government aircraft is more cost-effective than commercial air; or (4) other compelling operational considerations make commercial transportation unacceptable.
2.d.5. IAW reference (d), overall cost effectiveness for OSA missions shall only be determined by the scheduling agencies. Upon determination that MilAir is being requested for “official travel” IAW reference (d), authorizing officials are encouraged to forward requests to JOSAC/NALO for a cost effectiveness determination, even in the absence of the other justifications delineated in para 2.d.3. Per reference (a), Authorizing officials may provisionally approve a request on the basis that, if consolidated with another request(s), it is determined to be cost-effective.
2.e. Scheduling.
2.e.1. Scheduling will be coordinated via respective validators and scheduling agencies only. Modifications to flight advisories will only be made by a scheduling agency. The scheduling agencies may schedule any branch of service to support another branch’s mission (i.e. Marine Corps units can be scheduled to support an Army and/or Navy mission.). Supporting and supported USMC units shall not attempt to circumvent the process by arranging conditional “will supports” with a flying unit or by utilizing perceived undue command influence.
2.f. Rotary-wing/tilt-rotor aircraft for OSA.
2.f.1. Rotary-wing/tilt-rotor aircraft shall only be utilized if the desired destination cannot be reached by OSA aircraft or any other means of travel. However, IAW reference (a), tier one and tier two personnel (“required users”) are an exception.
2.f.2. Per reference (a), Rotary-wing/tilt-rotor aircraft will be used only when the use of ground transportation would have a significant adverse impact on the ability of a senior official to effectively accomplish the purpose of the official travel. This policy applies to all officers and employees of the Department of Defense. The use of rotary-wing/tilt-rotor aircraft within the National Capital Region (NCR) shall be approved by the Executive Secretary of the Department of Defense (DoD Exec Sec) for all DoD senior officials.
3. Dedicated OSA/Direct Support.
3.a. Per reference (b), direct support is defined as a mission requiring a force to support another specific force and authorizing it to answer directly to the supported force’s request for assistance. "OSA missions" generally refers to aircraft or missions scheduled by the Military Departments to support their forces and operations. Dedicated/direct support may only be utilized for mission requirements. Per reference(b), mission requirements are activities that constitute the discharge of an agency's official responsibilities. Such activities include, but are not limited to, the transport of troops and/or equipment, training, evacuation (including medical evacuation), intelligence and counter-narcotics activities, search and rescue, transportation of prisoners, use of defense attaché-controlled aircraft, aeronautical research and space and science applications, and other such activities. Mission requirements do not include official travel to give speeches, to attend conferences or meetings, or to make routine site visits.
3.b. Request and Endorsement Process.
3.b.1. In order to request dedicated OSA, requesting units must staff a Dedicated OSA request message through their respective Chain of Command via AMHS. The request shall, at a minimum, include location, dates, and a justification statement meeting mission requirements per references (b)and (d).
3.b.2. The wing Air Transportation Coordination Office (ATCO) in coordination with their respective Marine Corps Installation (G-3) shall ensure their respective MCI is available to support the requested dates prior to endorsing and forwarding to the MARFOR. The MARFORs shall review the request for completeness and accuracy prior to endorsement to HQMC AVN (ASCO).
3.c. Approval Process
3.c.1. DC Aviation is the approval authority for all non-executive dedicated OSA/direct support originating and terminating from CONUS.
3.c.2. Requests shall be submitted to HQMC AVN (ASCO) NLT (7) days prior to requested execution in order to ensure ample time for staffing and approval.
3.c.3. Authorizations shall be released via AMHS from CMC AVN ASCO WASHINGTON DC (HQMC AVN (ASCO)).
3.d. Amplifying Guidance.
3.d.1. OSA units shall have their aircraft unblocked and available to be scheduled by the scheduling agencies (JOSAC/NALO). The following instances are the only exceptions in which aircraft may be blocked: maintenance, scheduled training, tasking from PP&O, or authorization from DC Aviation to execute dedicated OSA/direct support.
3.d.2. Marine Forces Commands shall determine priority of support for applicable operational command requests for dedicated OSA/direct support.
4. This MARADMIN shall be cancelled upon the publication of a forthcoming opportune/dedicated OSA Marine Corps Order IAW references (b) and (h).
