GENTEXT/REMARKS/1.  Purpose.  In accordance with the references, this policy announces the eligibility criteria and procedures for the FY22 SMCR AvB.  The primary factors in determining SMCR AvB eligibility are the on hand staffing of SMCR aviators, forecasted future staffing, and operational requirements.  This incentive is offered to eligible SMCR aviators in exchange for 24 or 36 months of obligated service in a Duty Involving Flying Operations (DIFOP) billet.  The SMCR AvB is distributed on an annual basis in the amount designated below.
    a.  CMC selected and assigned O5-level operational squadron commanders are eligible for an $18,000 annual bonus.
    b.  7509, 7518, 7523, 7532, 7557, 7543 MOSs are eligible for a $15,000 annual aviation bonus.
    c.  7563, 7565, 7566 MOSs are eligible for a $9,000 annual aviation bonus.
2.  Eligibility.  Officers must meet the following criteria at the time of application.
    a.  Be an O3 or O4 aviator in the SMCR or a CMC selected and assigned O5-level operational squadron commander.  O3s who have failed selection to O4 while in the Reserve component are not eligible for this bonus.
    b.  Qualified and approved to perform operational flying duty with 4th Marine Aircraft Wing (4th MAW).
    c.  Entitled to Aviation Incentive Pay (AvIP)
    d.  Have less than 16 years of commissioned service (O-5 commanders are exempt from this requirement).
    e.  Agree to affiliate or remain affiliated in a SMCR DIFOP billet for 24 or 36 months.
    f.  Aviators currently in receipt of an AvB may apply for a subsequent AvB within 90 days of completing their current drilling obligation.  TIG eligibility will be calculated from the first day after the initial drilling obligation expires.  Subsequent AvB payment and obligation will commence after initial drilling obligation expires.
    g.  Applicants must receive approval through routine correspondence from the Commanding General (CG), 4th MAW via squadron and group commanding officers for DIFOP billets or be selected on a 4th MAW hiring board announced via separate MARADMIN.
3.  Obligation.
    a.  O5-level squadron commanders can choose from a 12 or 24 month bonus.  Obligation will equal the tour length for the assigned command billet.
    b.  O3 and O4 aviators can chose from a 24 or 36 month period of continuous satisfactory service in the SMCR.
    c.  Marine must remain affiliated in the approved billet in a DIFOP status, eligible for AvIP, and satisfactorily participate in the SMCR.  Officers who fail to meet any of the criteria noted in this paragraph will not receive future payments.  If payments are processed in the next FY, they will be recouped.
4.  Recoupment.  Recoupment will occur on a prorated basis if the officer:
    a.  Twice fails selection for promotion to major.
    b.  Fails to maintain eligibility listed in paragraph 2.
    c.  Fails to complete 48 drills and annual training with their SMCR squadron during each anniversary year, unless activated for a period of at least 90 days.
    d.  Fails to meet minimum annual flight time requirements and does not receive a flight time waiver from CG, 4th MAW.
    e.  Separates from the SMCR  for reasons other than designated in paragraph 4.g.
    f.  Is medically incapacitated or physically disabled as a result of misconduct, gross negligence, or as a result of a period of unauthorized absence.
    g.  Officers will not be subject to recoupment of SMCR AvB payments if eligibility is terminated for the following reasons:
        (1) Involuntary separation from military service by operation of law, or involuntary separation by operation of military service or DoD policy (except separation or dismissal for cause, resignation in lieu of court martial, or processing for administrative separation).
        (2) Death or disability, including medical grounding or suspension, which is not the result of misconduct, willful negligence, and not resulting from a period of unauthorized absence.
5.  Administrative Guidance
    a.  Applications will be accepted by Reserve Affairs (RA) via Total Force Retention System (TFRS).  Application will include the request, Statement of Understanding (SOU), DIFOP certification, and endorsements from the associated chain of command to include CG, 4th MAW.
    b.  SOU for the application can be found in the corresponding TFRS AvB message.
    c.  Applications will be reviewed for eligibility and approved by RA (RAM).  If approved, the effective date of the AvB will be the date of approval.  Mandatory drill stop date will be determined by the effective date of the SMCR AvB.
    d.  Once approved to receive the SMCR AvB, RA (RAM) will notify the officer via TFRS detailing the payments and obligation end date.
6.  Coordinating Instructions
    a.  Submission deadline for the SMCR AvB is 15 September 2022.
    b.  Incentives will be issued until funds are exhausted.  Updates to incentive availability will be transmitted via TFRS.
    c.  This policy cancels on 30 September 2022.
