GENTEXT/REMARKS/1.  Purpose.  In accordance with the references, this policy announces the eligibility criteria and procedures for the FY22 AR AvB.  The primary factors in determining AR AvB eligibility are the on hand staffing of AR aviators, forecasted future staffing, and operational requirements.  This incentive is offered to eligible AR aviators in exchange for 60 months of obligated service.  The AR AvB is distributed on an annual basis in the amount designated below.
    a.  7509, 7518, 7523, 7532, 7557 MOSs with the WTI designator are eligible for a $30,000 annual aviation bonus with a 60 month obligation.
    b.  7509, 7518, 7523, 7532, 7557 MOSs are eligible for a $25,000 annual aviation bonus with a 60 month obligation.
    c.  7563, 7565, 7566 MOSs with the WTI designator are eligible for a $20,000 annual aviation bonus with a 60 month obligation.
    d.  7563, 7565, 7566 MOSs are eligible for a $15,000 annual aviation bonus with a 60 month obligation.
2.  Eligibility.  Officers must meet the following criteria at the time of application.
    a.  Be a 75xx aviator in the AR program.
    b.  Entitled to Aviation Incentive Pay (AvIP).
    c.  Have less than 14 years of commissioned service.
    d.  If applying while in the Active Component, applicant must be approved to transition to the AR program.  Payment and obligation will not begin until the applicant is joined to the AR program.
3.  Recoupment.  Recoupment will occur on a prorated basis if the officer:
    a.  Twice fails selection for promotion to major or is not offered career designation in the AR.
    b.  Separates from the AR Program or the Marine Corps for reasons other than designated in paragraph 3.f.
    c.  Loses designation as a naval aviator except as specified in paragraph 3.f.
    d.  Is or becomes ineligible for AvIP.
    e.  Is medically incapacitated or physically disabled as a result of misconduct, gross negligence, or as a result of a period of unauthorized absence.
    f.  Officers will not be subject to recoupment of AR AvB payments if eligibility is terminated for the following reasons:
        (1) Involuntary separation from military service by operation of law, or involuntary separation by operation of military service or DoD policy (except separation or dismissal for cause, resignation in lieu of court martial, or processing for administrative separation).
        (2) Death or disability, including medical grounding or suspension, which is not the result of misconduct, willful negligence, and not resulting from a period of unauthorized absence.
4.  Administrative Guidance
    a.  Applications will be accepted by Reserve Affairs (RA) via Total Force Retention System (TFRS).  Application will include the request, command endorsement, and Statement of Understanding (SOU).
    b.  SOU for the application can be found in the corresponding TFRS AvB message.
    c.  Once approved to receive the AR AvB, RA (RAM) will notify the officer via TFRS detailing the payments and obligation end date.
5.  Coordinating Instructions
    a.  Submission deadline for the AR AvB is 15 September 2022.
    b.  Incentives will be issued until funds are exhausted.  Updates to incentive availability will be transmitted via TFRS.  MCTFS logic to process payments are being built, payments will be processed as soon as logic is complete.  Expected timeframe is September 2022.
    c.  This policy cancels on 30 September 2022.
