GENTEXT/REMARKS/1.  Reserve Affairs will convene an Active Reserve (AR) Program Aviator Accession Board on 6 September 2022.
2.  Active Reserve Aviators fill roles central to the successful integration of Reserve aviation into the Total Force Marine Corps.  These officers are responsible for the training, integration, administration, and mobilization of Reserve pilots.
3.  Aviators selected on this board will be assigned to a billet within 4th Marine Aircraft Wing on Duty Involving Flight Operations (DIFOP) orders.  Initial orders will be 36 months in duration, with the option to submit for career designation after a period of 540 days of observed Fitness Report time has been achieved.  Aviators with the following primary MOSs are eligible to apply:  7509, 7518, 7523, 7532, 7557, 7563, 7565, and 7566.
    a.  Eligibility Criteria
        (1) Applicants must meet all qualifications listed on pages 2-2 through 2-4 of reference (a).
        (2) Applicants must be in a MED-UP status to be considered.
        (3) Applicants must be current in their primary MOS within the last 12 months.
        (4) AC and RC first lieutenants through majors who will have completed mandatory service obligations (commission, permanent change of station, payback tour, mandatory drill stop date, etc.) by billet fill dates found in paragraph 5.d. of this MARADMIN and have less than 15 years of cumulative active duty service are eligible.  RAM-2 will coordinate with MMOA to screen AC candidates for any remaining obligations.
        (5) AC and RC majors promoted on or after 1 January 2019 are eligible.
        (6) Waivers to eligibility criteria set forth in this MARADMIN and ref (a) will be considered at the discretion of the Director of Reserve Affairs Division on a case-by-case basis.
    b.  AC officers will be screened for a Reserve Commission upon application.
    c.  Application process
        (1) Complete an application package with documents found under the reference section of the Officer Accession Board website located at:  https:(slash)(slash)www.manpower.usmc.mil, Reserve Marine, Reserve Affairs (RA), Personnel Management (RAM), Active Reserve Assignments (RAM-2), Officer Accessions.  Required documents are annotated on the enclosure portion of the application sample located in the references section of the Officer Accession Board website.
        (2) Acquire an endorsement of the application package from the first O5/O6 commander in the chain of command.  Officers with unusual circumstances should contact RAM-2 for guidance.  Officers serving in the Individual Ready Reserve (IRR) do not require an endorsement.
        (3) Complete an application survey and submit the completed application package by 2359 on 14 August 2022 via the web portal at:  https:(slash)(slash)www.manpower.usmc.mil/application.
        (4) Officers who have previously applied should update their previous submission and reapply via the application survey.
        (5) Reserve applicants only:  The board will be provided a current Career Retirement Credit Report (CRCR).  Reserve officers are encouraged to review their CRCR for accuracy, completion, and certification within the previous 12 months.
    d.  Available billets.  Applicants will be screened for accession to the AR Program and slated against available billets based on the strength of their application, applicant preference, and needs of the Service.  Officers should list their preferred assignment locations as part of their accession package.  Currently, the AR Program is looking for aviators to serve in following billets:

    e.  Notification of selection.  The board will select a primary for each available billet.  After board results are approved, primary selectees will be announced via MARADMIN and applicants selected as primaries will receive correspondence from RAM-2 with specific information regarding the billet for which they were selected.  After notification, primary selectees will be provided the opportunity to accept or decline the billet for which they were selected.  The board will also select alternates in order to meet program requirements if primary selectees decline selection for accession.  Alternates will be contacted by RAM-2 via separate correspondence.
    f.  The board results MARADMIN will provide administrative guidance for orders processing and issuance.  Accession timelines will be coordinated directly between selectees and RAM-2.
    g.  Aviation Bonus.  Officers who desire to submit for aviation bonuses in fiscal year 2022 should do so in accordance with ref (d), after accession to the AR Program.  New accessions that occur in fiscal year 2023 should apply for aviation bonuses in accordance with fiscal year 2023 aviation bonus MARADMIN guidance.
    h.  RC officers serving on a previous set of orders for greater than 30 continuous days may elect to carry over any unused leave balance.  AC officers electing a seamless transition between the AC and the AR (no break in active duty service) will not be permitted to sell back leave.  AC officers electing to sell back leave must have a minimum of a 24 hour break in active duty service.  For both RC and AC officers, leave election must be made via NAVMC 11060 prior to current EAS.
    i.  Officers who have received or are receiving involuntary or voluntary separations pay must sign a statement of understanding to acknowledge they will be subject to recoupment by the U.S. Government upon accession.
