GENTEXT/REMARKS/1.  Purpose.  This message announces the available Combat Mission Teams (CMT) for assignment during the fiscal year (FY) 2023, solicits applications from the eligible population, and establishes the timeline for execution of the CMT Commander Selection Board (CSB).
1.a.  Major timeline milestones are (read in three columns):

Note 1:  Refer to paragraph 4 of this message for additional details regarding eligibility criteria.  Note 2:  Eligible officers complete all package application requirements by 2359 EST on 15 November 2022.  Refer to paragraph 5 of this message for additional details regarding application submission requirements.  Note 3:  Manpower & Reserve Affairs (M&RA) convenes the FY23 CMT CSB on or about 12 December 2022 to select Marines for assignment.  Note 4:  M&RA releases the results of the CMT CSB on or about 1 January 2023.
2.  The Commandant of the Marine Corps (CMC) solicits applications for highly qualified officers to assume command of CMT 1 and CMT 2 at U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER) in support of Marine Corps and U.S. Cyber Command (USCYBERCOM) operations within the cyberspace warfighting domain.
3.  CMT commanders fill a critical role within the cyberspace warfighting effort and are responsible for executing missions directed by the Commander, MARFORCYBER (COMMARFORCYBER) and the Commander, USCYBERCOM in support of national security objectives world-wide.  These missions correlate to the threats outlined in the National Security Strategy and CMT commanders supervise the execution of missions while coordinating joint, interagency, intergovernmental, and multinational (JIIM) approaches to resolving complex problem sets in cyberspace.  The scope of responsibility, level of technical knowledge required, and span of control inherent to these positions, requires the selection of the most qualified Marine.
4.  Eligibility.
4.a.  Eligibility criteria.
4.a.1.  Unrestricted lieutenant colonels, lieutenant colonel selects, or majors eligible for consideration on the FY 2024 lieutenant colonel promotion selection board.
4.a.2.  Applicants must hold the primary military occupational specialty (PMOS) of 1702; or the PMOS of 0602 or 0202 with an educational and/or experiential background in cyberspace operations, and/or have the necessary MOS of 0206.  In order to be considered competitive, the applicant must be able to clearly articulate their education and experience in the cyberspace operations domain.
4.a.3.  Must be able to obtain and hold a TOP SECRET/SCI clearance and pass a counterintelligence polygraph examination.
4.b.  Desired criteria.
4.b.1.  A degree in computer science, electrical engineering, information technology, or cyber security is not required but highly desired.  Certifications in cyber, advanced coding, or advanced networking related disciplines are not required but are also highly desired.
4.b.2.  Applicants must have demonstrated work experience in, or have served in a cyber-billet or another highly technical field.
4.c.  Ineligibility criteria.
4.c.1.  Officers with an established separation or retirement date.
4.c.2.  Officers with a mandatory retirement date prior to 1 August 2026.
4.c.3.  Lieutenant colonels in or above the promotion zone for the calendar year 2022/FY 2024 Colonel Promotion Board.
4.c.4.  Officers who have previously held command in any lieutenant colonel command screened billet, are currently in command, or are slated and awaiting command as a result of a previous command screening board.  
4.c.5.  Officers who were selected for command and slated on a previous command screening board but subsequently declined command.
4.c.6.  Officers who were selected as alternates for command on a previous command screening board, and were fleeted-up for command due to vacancy, but declined the command offer.
4.c.7.  Officers who have not met time-on-station requirements for permanent change of station or assignment orders in the summer of 2023 due to their current prescribed tour length, special program utilization tour requirements, or joint duty requirements.
4.c.8.  Officers who have been relieved for cause.
5.  Application process.  Officers who desire to apply for these CMT commander positions will submit their application using standard naval letter format, via their current chain of command, to COMMARFORCYBER no later than 15 November 2022.  Applications must be endorsed by the first O-6 in the applicant’s current chain of command.  Applicants must submit applications electronically to MARFORCYBER_G1_Admin@nsa.gov as a single portable document format (PDF) with the naming convention EDIPI_LNAME_FY23_CMTBOARD. The following must be included as enclosures to the application:
5.a.  Applicant’s letter explaining why they believe they possess the right balance of education and experience to be selected for one of these positions.  The applicant’s letter will not exceed two single-spaced pages in length.  
5.b.  No more than two letters of recommendation (optional).
5.c.  In accordance with reference (b), official military personnel file photos will not be reviewed and should not be submitted by the applicant.
5.d.  Correspondence from Primary Military Occupational Specialty (PMOS) monitor confirming eligibility as a summer 2023 mover.
6.  Deputy Commandant for M&RA will convene a selection board to screen applications and select the best and most fully qualified applicants.  The board is scheduled to convene on 12 December 2022. Results will be released via MARADMIN on or around 1 January 2023.
7.  Although this assignment is generally slated for two years, selected officers should expect to execute Permanent Change of Station/Assignment orders to MARFORCYBER at Fort George G. Meade, Maryland in summer 2023 for a minimum of three years.  Questions regarding career timing should be addressed with the officer’s PMOS monitor before submitting their application.
8.  CMT commander billets are designated as O-5 command equivalent. Officers selected for command of a CMT will receive a letter from the Director, Manpower Management Division acknowledging the officer’s selection to a command equivalent position.  This letter will be included in the officer’s OMPF.  As a result of this command equivalency, selected officers will be ineligible for further O-5 command screening.
9.  The FY23 CMT CSB will identify alternates in order to fill vacancies, if they arise.  Alternates are not precluded from screening on future O-5 command screening boards.
10.  Officers who are selected but decline must do so via AA form, endorsed by the first O-6 in the selected Marine’s chain of command, and forwarded to HQMC (MMOA-3) within 15 days of the publishing of the selection MARADMIN.  Alternates fleeted up to vacancies are also required to formally decline if they choose not to accept the offer.  Letters of declination will be placed in the officer's OMPF.
