GENTEXT/REMARKS/1. This Marine Administrative Message announces the Slated Enlisted Leaders Orientation Course (SELOC) Pilot for newly slated sergeants major and master gunnery sergeants filling billets as Command Senior Enlisted Leaders (CSEL) at the General Officer (GO) level (service/joint). Additionally it announces a one year pilot of an expanded Executive Education Program (EEP), currently available to GOs and Senior Executive Service (SES) civilians, to include CSELs serving at the GO-level. The pilot SELOC course will be hosted in the National Capitol Region in August 2022 and the first EEP course offerings will be available in fall 2022.
2. Background
2.A. The role, focus, and scope of responsibility for slated CSELs changes dramatically from O-6 to O-7 level, but there is no PME program for newly slated CSELs at the GO-level. SELOC is being developed to close the gap. It will be complementary to the Brigadier General-Select Orientation Course (BGSOC) and General Officer Warfighting Program (GWOP).
2.B. SELOC is designed to accomplish the following objectives:
2.B.1. Prepare CSELs slated to the GO-level to be effective command team members at that level.
2.B.2. Promote strategic level thinking.
2.B.3. Enhance communication skills and awareness of the increasingly complex ethical “surface area” at the general officer level.
2.C. Details of the pilot Slated Enlisted Leaders Orientation Course will be provided via separate correspondence.
2.D. The pilot expanded EEP includes our slated CSELs in order to ensure they are prepared to meet the challenges posed by the complexity of the modern battlefield and increasing rate of change.
2.D.1. Currently, there is only one continuing education opportunity for approximately (70) CSELs serving at the GO level (Keystone – throughput 3/yr).
2.D.2. GOs/SESs have a formal continuing education program managed by Marine Corps University (MCU) with approximately 36 educational opportunities annually.
2.D.3. The Lejeune Leadership Institute (LLI), MCU will be the primary office for managing the slate, tracking/reporting attendance, and budgeting.
2.D.4. LLI is sufficiently resourced to accommodate inclusion of CSELs in EEP during this pilot.
2.D.5. There will be a semi-annual (calendar year) slating period for all available courses.
2.D.6. Eligible attendees will be required to attend a minimum of one course per calendar year.
