GENTEXT/REMARKS/1.  This message announces the Fiscal Year (FY) 2023 seminar dates for the First Sergeant and Master Sergeant Regional Seminar.  The seminar dates are posted on the College of Enlisted Military Education (CEME) website:  https:(slash)(slash)www.usmcu.edu/ceme

2.A.  All seminar dates should be verified through the Marine Corps Training Information Management System (MCTIMS).
2.B.  Dates may be changed throughout the FY for various reasons.  MCTIMS is the guiding system that will have the most up-to-date seminar schedule.  MCTIMS remains up to date and supersedes this MARADMIN and all other academic calendars that list FY23 seminar dates.
3.  Registration Instructions
3.A.  Attendees must be first sergeants or master sergeants or selectees (active or reserve) who have not previously attended.
3.B.  There is no command screening checklist for the seminar.
3.C.  All requests for registration for a specific seminar must be done through the unit operations or training section.  Registration requests should not be sent directly to the SNCOA, CEME, or TECOM.
3.D.  If a Marine is no longer able to attend their scheduled school, it is the unit's responsibility to request a registration cancellation in MCTIMS immediately.
3.E.  All nominations must be received by the MARFOR representative via MCTIMS, 45 days prior to the seminar report date.
3.F.  Marines not geographically located with a regional SNCOA should request registration at the SNCOA closest to their duty station.
3.G.  If there is not availability for a particular seminar date at the closest SNCOA, Marines may request to attend at a different location on a case-by-case basis.
3.H.  Registration priority will be given to Marines who are requesting to attend their geographically assigned SNCOA location.
4.  Reporting Instructions 
4.A.  Specific reporting instructions including required uniforms, timelines, gear lists, billeting, messing, and additional information can be found on the CEME website, on the specific SNCOA page.
4.B.  Lodging, travel arrangements, and rental vehicles are the responsibility of the Marine's parent command and must be in accordance with the most current Joint Travel Regulation.
4.C.  Marines must bring the following items when checking in:
4.C.1.  Temporary Additional Duty (TAD) Orders.
4.C.2.  Defense Travel System Authorization (if required).
5.  Seat Allocations
5.A.  All seat allocations are requested for each command through the respective Marine Forces (MARFOR) representative during the annual Training Implementation Plan (TIP) conference.
5.B.  Seat allocation adjustments may be requested from each MARFOR during the FY within 30 days of a seminar convene date.  All requests must be approved by CEME or TECOM and should not be changed by MARFOR representatives until approval is received.
