GENTEXT/REMARKS/1. Marine Corps Recruiting Command (MCRC) requires high caliber company grade officers for assignment as Recruiting Station (RS) Executive Officers (XOs), Operations Officers (OpsOs), and Officer Selection Officers (OSOs) across the nation. A panel consisting of staff from Manpower Management Officer Assignments (MMOA) and MCRC will convene from 3 - 7 October 2022 to identify and select officers for assignment during FY23.
2. Eligibility Criteria.
2.a. Time on Station (TOS). Officers who will complete the prescribed tour, on their current set of orders, NLT 30 September 2023 are eligible. If an officer does not meet this requirement, the officer must contact their Primary MOS (PMOS) monitor to discuss waiver submission requirements.
2.b. Grade. Only those officers who are in zone for promotion, selected for, or already promoted to Captain are eligible for assignment to MCRC. Captains who are forecasted to be selected to the rank of Major during their MCRC assignment are ineligible for assignment. Captains with a Date of Rank (DOR) of 1 June 2021 or earlier will not screen for MCRC since they will not have the career timing to support a full 36-month tour in MCRC.
2.c. Career Designation.
2.c.1. Officers who are not yet career designated but will screen for career designation on the FY23 Officer Retention Board #1 will be considered.
2.c.2. Officers not yet selected for career designation will receive tentative assignments from the board that are contingent on each officer's selection by the FY23 Officer Retention Board #1 in February 2023.
2.c.3. Selected officers who fail selection for career designation, or are selected for career designation and decline, will nullify their MCRC selection and execute their EAS.
2.c.4. Per reference (a), when authorized by the Deputy Commandant, Manpower and Reserve Affairs, officers selected on the MCRC Company Grade Panel may be offered career designation in conjunction with acceptance of orders.
2.d. Career timing that supports a full 36-month tour at MCRC.
2.e. Questions regarding eligibility should be directed to the appropriate PMOS monitor.
3. Process.
3.a. Eligible officers are directed to access the following link in order to submit their preferences and correspondence to the panel: https:(slash)(slash)surveys.max.gov/443727.
3.b. The deadline for preference submission is 31 August 2022.
3.c. Assignments made by this panel are for a tour control factor (TCF) of 36 months. Requests to resign or retire prior to the completion of the 36-month TCF will not normally receive favorable endorsement. Final authority for requests to resign or retire is CMC (Deputy Commandant, Manpower and Reserve Affairs) IAW Ref (c).
4. Incentive. Per MarAdmin 371/03, officers who are assigned and successfully complete a tour as an RS XO, RS OpsO, or OSO will have the option of assignment to either Resident Career Level School (CLS) or geographic location of follow-on assignment.
