GENTEXT/REMARKS/1.  This MARADMIN solicits applicants for consideration on the FY23 Acquisition Primary Military Occupation Specialty (PMOS) Selection Panel (ACQSP).  The ACQSP will select those qualified applicants to serve in the PMOS of 8059 and 8061 billets.  The ACQSP will convene on or about 15 November 2022 aboard MCB Quantico.  Applications are due no later than 31 October 2022.  Late submissions will not be considered.
2.  Marine Corps Systems Command (MARCORSYSCOM), as the executive agent for acquisition training and education, will verify all acquisition certifications, workforce experience, and academic qualifications prior to convening the panel.
3.  Active Component (AC) officers must meet the following criteria, without exception.
3.a.  Be an unrestricted officer in the AC, in zone for major through lieutenant colonel with less than 24 years of active commissioned service as of 1 June 2023.
3.b.  Not currently slated for command as a result of the FY23 Command Screening Board.
3.c.  AC officers in joint billets are eligible only if they will complete 24 months in their current assignment by 30 October 2023.
3.d.  AC officers in their Commandants Career Level Education Board or Commandants Professional Intermediate Board utilization tour are eligible only if they will complete 24 months in their current assignment by 30 October 2023.
3.e.  Applicants for 8059 must hold a PMOS from the following OccFlds:
        60XX
        66XX
        72XX
        73XX
        75XX
3.f.  Applicants should ensure that a lateral move to the 8059 or 8061 community is a true and valid desire. Selectees will incur a four year service obligation from the date of assignment to the 8059/8061 PMOS. Selectees will receive PCS or PCA orders to fill an 8059 or 8061 billet. Aviation officers under an aviation bonus contract obligation are eligible for the 8059 PMOS and will receive future bonus payments if selected.
4.  Acquisition certification and experience requirements.
4.a.  If acquisition experience was gained before 1 Feb 2022, applying officers must be certified Defense Acquisition Workforce Improvement Act (DAWIA) Level II in primary acquisition career field.  Primary acquisition career fields of business financial management or business cost estimating require DAWIA Level I certification.
4.b.  If acquisition experience was gained before and continued beyond 1 Feb 2022, applying officers must have completed the following:  DAWIA Back to Basics (BtB) Foundational certified in Test & Evaluation (T&E), Engineering and Technical Management (ETM) or Life Cycle Logistics (LCL) functional area, or demonstrated progress towards DAWIA BtB Practitioner certification in Program Management (PM), Business Financial Management (BFM), or Business Cost Estimating (BCE) functional area, or BtB Professional certified in Contracts (CT) functional area.
4.c.  Have 36 months acquisition experience by 31 December 2023.  No education experience credit or command equivalent credit will be given towards the 36 month acquisition experience requirement.
4.d.  Applicants not meeting the above criteria will receive consideration on a case-by-case basis.
5.  Coordinating Instructions.
5.a.  Applicants must initiate an acquisition records audit with the USMC DAWIA Manager or Specialist listed above NLT 15 Oct 2022.
5.b.  Direct questions relating to the application process to the listed MMOA-3 POCs.
5.c.  Direct questions relating to the Marine Acquisition Officer (MAO) Occupational Field Specialty to the respective MAO POCs.
6.  Application instructions.
6.a.  Applications must be submitted via the NAVMC 10274 Administrative Action (AA) request form.  Applications must be endorsed by the first O6 (or O5, as appropriate, i.e., independent battalions within a Division) in the applicant’s chain of command.  Applicant should state preferred MOS, 8059 or 8061 as applicable, in the letter.  An application template/example can be found at https:(slash)(slash)www.manpower.usmc.mil/acquisitions.
6.b.  DAWIA career and training summary.
6.c.  DAWIA Transcript
6.d.  Written or electronic correspondence from PMOS monitor acknowledging applicant’s desire to lateral move.
6.e.  Any letter(s) of recommendation.  Letters of recommendation are not required however, letters from experienced acquisition 06 or above professionals attesting to the applicant’s acquisition experience, knowledge and skills is beneficial.
6.f.  Additional supporting documents.  This should include documentation related to acquisition qualification and/or accomplishments not already on record with Marine Corps Systems Command.  This would include a copy of a PMP Certification or other acquisition related professional certification/certificate program.  This could also include unofficial awards for work in the DoD acquisition arena or supporting documentation regarding an applicant’s participation on or in support a particular program.
6.g.  Application documents must be combined into a single adobe.  pdf prior to submission.  All applications that are not combined will be returned.
6.h.  Applications must be labeled as such:  EDIPI_ACQSP.  All applications that are not labeled as such will be returned.
6.i.  Applications must be submitted to MMOA-3 at smbmanpowerofficerpr@usmc.mil NLT 31 October 2022.  Late submissions will not be presented to the panel for consideration and will be returned with no action taken.
7.  This MARADMIN is not applicable to the Marine Corps Reserve.
