GENTEXT/REMARKS/1. Purpose. Per the references, this MARADMIN announces the FY23 Selected Marine Corps Reserve (SMCR) Retention Bonus (SRB-R). The SRB-R is a monetary incentive for sergeants, staff sergeants (to include staff sergeant selects), and gunnery sergeants (to include gunnery sergeant selects) serving in a SMCR unit who reenlist for 48 months in the Ready Reserve and incur a three-year drilling obligation. Marines must serve in a valid Billet Identification Code (BIC) commensurate with grade and primary military occupational specialty (PMOS) or necessary military occupational specialty (NMOS) per the current Reserve Affairs (RA) BIC assignment and management policy.
2. SRB-R - Lump Sum Amounts:
a. 20,000 dollars plus a 5,000 dollar early reenlistment incentive for Marines who have a Reserve End of Current Contract(RECC) in FY23, meet the basic eligibility requirements of this MARADMIN, and have a reenlistment with SRB-R request submitted to RA on or before 1 February 2023.
b. 20,000 dollars for Marines who have a RECC in FY23, meet basic eligibility requirements of this MARADMIN, and have reenlistment with SRB-R request submitted to RA on or after 2 February 2023.
3. Eligibility Requirements
a. The four-year reenlistment for the SRB-R includes a three- year drilling obligation in a SMCR unit and an additional year in any category of the Ready Reserve for a total of four years. Eligible Marines may reenlist for less than four years to ensure reenlistment does not contractually obligate them beyond 22 satisfactory years of service or beyond their applicable enlisted career force control (ECFC) date.
b. Sergeants with the following MOS are eligible for the SRB-R (LM denotes eligible MOSs available in conjunction with a lateral move (LATMOV)):

e. Marines must have a Mandatory Drill Participation Stop Date (MDPSD) expiring prior to 1 October 2023, no MDPSD in the system, or an expired MDPSD.
f. Marines must have a RECC expiring in the current FY and reenlist in accordance with reference (g) for a minimum of four years no later than 30 September 2023, except as authorized in paragraph 3.a. of this MARADMIN.
g. Marines currently in receipt of a bonus may apply if they otherwise qualify for the SRB-R incentive. However, they must reenlist for the total months required for both incentives. For example, a staff sergeant with one year of obligation remaining on a current SRB-R bonus must reenlist for a total of four obligated years to be eligible for the new SRB-R. If the staff sergeant fails to complete the new four year obligation, only the new SRB-R would be subject to recoupment.
h. Marines must serve in a valid BIC commensurate with grade and PMOS or NMOS per the current RA BIC assignment and management policy. Marines serving in a NMOS BIC that does not rate an incentive, but holding a PMOS that rates an incentive are eligible for this incentive.
i. Marines must complete the required PMOS or NMOS training in the current FY per reference (e). Training completed out of the FY will be considered on a case by case basis.
j. Marines must not have more than 18 satisfactory years of military service on the date of reenlistment (based on pay entry base date (PEBD)).
k. Marines must not have failed selection to the next higher grade in the SMCR, or have been reduced in rank to their current grade.
l. Marines will be disqualified from the SRB-R if they received non-judicial punishment in the last 12 months.
m. Marines in units scheduled to deactivate or redesignate must have an Inter-Unit Transfer (IUT) to a SMCR command approved in conjunction with this request.
n. Marines with less than a three-year break in service from the active component, active reserve, or satisfactory participation in the SMCR or Individual Mobilization Augmentee (IMA) program are eligible. Marines with a three or more year break must have earned a minimum of 50 points for each anniversary year during the past three years to be eligible.
4. Obligation
a. Recipients of the SRB-R will incur a three-year drilling obligation with a SMCR unit from the date of reenlistment.
b. Marines must serve in the BMOS and the unit in which they reenlisted.
5. Administrative Guidance
a. Submission Initiation for Marines in the SMCR or IMA. Unit Career Planners will submit requests for current members of the SMCR and IMA program, including those requesting to IUT to a SMCR unit.
b. Submission Initiation for AC Marines transitioning to the Reserves. Unit Career Planners will submit incentive requests for AC Marines applying for the DAP.
c. All requests for the SRB-R must be submitted via TFRS to RA.
d. A signed statement of understanding (SOU) must be submitted with the TFRS request prior to issuance of a bonus.
(1) SOUs are found in the forms section of TFRS.
(2) A valid SOU will contain the Marine’s name and EDIPI, unit information, BIC information, PMOS/NMOS, and appropriate signatures. If the SOU is missing any required data it will be returned to the appropriate unit for corrective action.
e. RA will adjudicate and return the RELM request via TFRS to the originator.
f. Waiver requests will be submitted to Reserve Affairs Personnel Policy, Plans, and Programming and Budgeting (RA (RAP)) as an attachment to the TFRS request. Waiver requests submitted from Career Planners will include the member's chain of command endorsement up to the first O-5 level commander (battalion/squadron). RA (RAP) will approve/disapprove waiver requests in the adjudication process of the TFRS request.
g. Bonus requests must be received by RA no later than 15 September 2023.
h. Marines in receipt of the SRB-R are required to waive the reasonable commuting distance requirement (if applicable) per reference (d).
i. Marines who fail to reenlist by the no later than date or as stated in paragraph 3f, whichever is earlier, forfeit their incentive eligibility.
j. In no case will an individual be authorized to reenlist for a period less than three years or with less than a three-year drilling obligation, in addition to their current contractual drilling obligation.
6. Lateral Move (LATMOV) in Conjunction with the SRB-R
a. This incentive can be accepted in conjunction with the SMCR LATMOV program and may be requested concurrently.
b. Marines assigned to the SRB-R program must complete MOS training in accordance with reference (d) in the current FY to remain eligible for the incentive. Training completed outside the current FY will be considered on a case by case basis. Marines that fail to meet the LATMOV program requirements may be placed in an excess BIC or involuntarily transferred to the IRR.
c. If a LATMOV is necessary, payment of the incentive will not be received until MOS training is complete. RA will report the basic and intended MOS and the correct BIC assigned in IDMS by the SMCR unit/site support prior to the Marine attending training in MCTFS.
d. The MOS training requirements will not be waived.
e. The FY23 SMCR LATMOV program information is provided via separate correspondence.
7. Recoupment
a. Recoupment will occur at a prorated amount if the Marine:
(1) Fails to fulfill the obligation.
(2) Fails to participate satisfactorily.
(3) Executes an IUT to a non-designated PMOS (8014) or LATMOV without prior written approval from RA (RAP).
(4) Transfers to the IRR.
(5) Performs active duty operational support (ADOS) or voluntary mobilization with a unit other than their own for a period greater than 90 cumulative days per fiscal year without prior written approval from MARFORRES. MARFORRES shall notify RA (RAP) of this waiver prior to the execution of ADOS.
(6) Augments to the AC.
(7) Transfers to the IMA Program except as stated in 7b(3) below.
b. Recoupment will not occur if the Marine:
(1) Is required to involuntarily transfer to the IRR due to a unit deactivation, relocation, resignation, disability, or being twice passed for promotion, and no alternative billet is available.
(2) Is commissioned or accepts an appointment to warrant officer in the SelRes and has served at least one year of the incentive service obligation.
(3) Joins the IMA upon unit deactivation or redesignation as a result of Force Design action or Service policy.
8. Marines who fail to complete their three-year service obligation without prior written approval of RA (RAP) shall be reviewed by Commander, MARFORRES (COMMARFORRES) for administrative separation from the Marine Corps per the DD Form 4. Requests for early release or deferment of the three-year service obligation shall be submitted to COMMARFORRES. Recoupment will still apply for service members approved for Inter-Service Transfer (IST) or the Prior Service Enlistment Program (PSEP).
9. Incentives will be issued on a first come, first served basis due to finite funds.
10. This incentive is available for service in SMCR units only.
11. This policy cancels on 30 September 2023.
