GENTEXT/REMARKS/1.  On 8 August 2022, the Deputy Commandant for Manpower and Reserve Affairs (DC M&RA) convened the Fiscal Year 2023 Recruiting Station Commanding Officer (RSCO) Selection Board to select officers as RSCOs and identify alternates for duty beginning in 2023.
2.  Marine Corps Recruiting Command is dedicated to recruiting high quality men and women from across our nation to earn the title "Marine."  To reinforce and continue ongoing recruiting success, a board of 12 senior officers reviewed the records of all eligible candidates and selected 19 Marines for assignment as RSCO.  The board selected an additional 28 officers as alternates. Demonstrated leadership and the potential to operate effectively in this unique, independent duty environment were among the factors considered in the selection process.
3.  The board selected the following officers to serve as RSCO and their assignments are:

4.  The list of officers selected as alternates will be published via the MMOA-3 "Board Updates and Information" webpage located at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMOA3_BUI and then selecting the "RSCO Board" link.  The list will be posted alphabetically by full name and Primary Military Occupational Specialty (PMOS).  No action is required by officers on this list. If a command becomes vacant due to a declination or other circumstances, an approved alternate will be fleeted up from the prioritized alternate list.
5.  All officers selected as primaries and alternates for command will have a letter annotating selection included in their Official Military Personnel File (OMPF) by MMOA-3.
6.  Coordinating instructions.
7.a.  Primary selectees are to accept via email to their monitor listed in paragraph (10) no later than (NLT) ten business days from the release of this message.
7.b.  Those officers who decline command must submit their declination in writing (AA form) via the first general officer in their chain of command to HQMC (MMOA-3) NLT ten business days from the release of this message.  Officers who decline command, unless otherwise approved by DC M&RA due to extraordinary circumstances, will not be considered for any other command during the slating year and are ineligible for command screening on future boards.
7.c.  Officers slated to command will schedule their attendance to the Cornerstone:  Commandant's Combined Commandership Program prior to, or shortly after, assuming command.  The program is a two-week program, involving combined-training opportunities for commanders, recruiting station commanding officers, and sergeants major.  These courses are conducted semiannually.  FY23 courses will be announced via a seperate message.  The point of contact (POC) for the Cornerstone course is the Marine Corp University Professional Programs office which may be reached at DSN 432-9753 or commercial (703) 784-9753/4684, or via email at MCU_LLI@USMCU.EDU.  Further information is available at https:(slash)(slash)www.usmcu.edu/ Academic-Programs/Lejeune-Leadership-Institute/Commandants-Combined-Commandership-Course/.
8.  I encourage commanders to prepare these selected officers with the opportunity for PMOS key billet development in the months remaining on their present tour prior to reporting for duty as a RSCO.
9.  The Commandant's Professional Intermediate-level Education Board (CPIB) will screen the alternates to attend associated programs in FY23.
