REMARKS/1.  In June 2022, the Commandant of the Marine Corps released White Letter 1-22, calling the Total Force to support the recruiting mission by providing opportunities for Marines to temporarily serve on recruiting duty.  This MARADMIN reinforces the Commandant of the Marine Corps’ intent.  Commanders at all levels will ensure dissemination to all Marines in their ranks.
2.  The Marine Corps Command Recruiting Program is a foundational element of Total Force support to the recruiting effort.  This program harnesses the actions of unit commanders, individual Marines on leave or liberty, and Marines who volunteer to assist the Total Force recruiting effort.  The referrals from Marines participating in the Command Recruiting Program traditionally provide a large percentage of high quality applicants, who eventually enlist and become U.S. Marines.  Full participation in the Command Recruiting Program is vital to ensure the Marine Corps’ continued success in this challenging recruiting environment.
3.  Per reference (a), the Command Recruiter can be a Marine in any of the following categories.
    a.  Graduation Leave.  Any Marine on leave (“boot leave”)immediately following recruit training.
    b.  Annual Leave and Liberty.  Any Marine on authorized leave or in a liberty status.
    c.  Permissive Temporary Additional Duty (PTAD). Any Marine assigned PTAD to a recruiting station (RS), from a parent non-entry level command, or Marines in the entry-level training (ELT) pipeline at formal learning centers.
    d.  Permissive Recruiter Assistant Program (PRASP).  Any Marine assigned to assist the recruiting effort following “boot leave,” but prior to reporting to School of Infantry (SOI).
    e.  PTAD officer. Selected officers may be assigned to PTAD after commissioning, prior to attending The Basic School (TBS) or while awaiting naval flight training or MOS school.
    f.  Reserve Recruiter Aide (RRA).  Any reserve Marine (preferably in the ranks of lance corporal (LCpl) through sergeant (Sgt) assigned to temporary additional duty (TAD)to assist in the recruiting effort for periods ranging from 30 to 179 days.
    g.  Extended Active Duty (EAD) Recruiter.  Any reserve Marine non-commissioned officer and staff non-commissioned officer (SNCO) assigned to serve on active duty as a Total Force recruiter (8411) for a 2-year initial tour.  
4.  Reference (a) provides further details in support of the Command Recruiting Program, including incentives for Marines who participate in the program, which include meritorious promotion, bonus points toward promotions, fitness report comments, leave extensions, personal awards and more.  Reference (b) directs all commanding generals and commanders to reemphasize support to recruiting. Commanders should support the Command Recruiting Program through the following actions. 
    a.  Inform all Marines about the provisions of the Command Recruiting Program.  Information about supporting the recruiting effort should be passed to Marines who are departing for leave, special liberty, permanent change of station (PCS), or TAD.
    b.  Ensure all Marines are aware of the advantage of participating in the Command Recruiting Program through web-based articles and base and station messaging as part of a comprehensive awareness campaign in support of recruiting.
    c.  All commands are encouraged to communicate directly with RS or Marine Corps District (MCD) Sergeants Major on specific questions regarding support and participation to a given in specific geographic regions.  
5.  As highlighted by the Commandant of the Marine Corps, every Marine is a tangible “proof source” of the many advantages of earning the title of U.S. Marine.  The Command Recruiting Program is a powerful tool to identify, contract, and inspire the young men and women we want to welcome into our ranks.
6.  This MARADMIN is applicable to the Marine Corps Total Force.
