GENTEXT/REMARKS/1.  This is a Commanding General (CG), Training and Education Command (TECOM) and Deputy Commandant (DC), Combat Development And Integration (CD&I), coordinated message.  This message announces the fiscal year (FY) 2023 mission essential task/ mission essential task List (MET/METL), training and readiness (T&R) manual battle rhythm in support of future service capabilities and force design implementation.
2.  Aviation and ground communities will focus on the development and validation of METs and subsequent T&R events for service prioritized communities in support of future capability development and force design implementation.
3.  DC CD&I approves Marine Corps Task (MCT) defined capabilities for use as METs, METL standards, and unit core/assigned METL revisions in accordance with references (a) and (b).
4.  CG TECOM approves all aviation and ground T&R standards.  Policy and Standards Division, serves as TECOM's lead agency for the coordination and facilitation of all Task Management Tool (TMT) working groups and T&R manual reviews in accordance with references (c) through (h).
5.  The FY2023 MET/METL and T&R review schedule focuses and prioritizes organizations that will be directly associated to future capability development and force design implementation.  Parallel efforts will revise service doctrine in conjunction with community reviews to inform future capability development and support on-going force design experimentation efforts.  Communities requiring a review not listed within this message are encouraged to contact their respective sponsor or Training and Education Integrator to determine feasibility, scope, and forum for a review.
6.  In addition to community reviews, functional METL reviews will develop METs and standards for overlapping functions affecting multiple communities and requiring significant external representation.
6.a.  A Naval Fires and Maneuver METL review will examine tasks relating to amphibious operations, prepositioning operations, landing support, naval targeting, naval fires, and expeditionary advanced base operations.  This effort will include representation from the US Navy, Marine Expeditionary Forces (MEFs) (Marine Expeditionary Brigade, Marine Expeditionary Unit, Landing Support Battalion (LSB), Division), Marine Air Ground Task Force Training Command, Expeditionary Warfare Training Groups, Marine Corps Tactics and Operations Group, and Marine Air Ground Task Force Staff Training Program.
6.b.  An Interagency Operations METL review will examine tasks relating to humanitarian assistance, non-combatant evacuation operations, and embassy reinforcement.  This effort will include representation from the State Department as well as Marine Corps Security Force Regiment, Marine Corps Embassy Security Group, and MEFs.
7.  Process Alignment.
7.a.  The FY23 battle rhythm will remain focused on developing future service capability in support of Force Design 2030.  Previous efforts prioritized the Marine Littoral Regiment (MLR) and its subordinate battalions, resulting in the development of new MCTs and proposed unit METL.  These draft METs will serve as a key component to on-going experimentation efforts led by the Marine Corps Warfighting Laboratory (MCWL) and T&R development efforts led by TECOM.
7.b.  The goals for FY23 are revised METs for communities and their subordinates and revised training continuums listed in para 8.  In addition, MET/METL reviews will provide information, as received from CD&I, Plans, Policies, and Operations (PP&O), MCWL and the Fleet Marine Force (FMF) on evolving force design initiatives potentially impacting community METs, and T&R Manual training alignment, thereby providing communities the opportunity to be informed and to aid in shaping their capabilities in the future.
7.c.  Training and education integrators and task analysts will conduct in-person and virtual community engagements prior to executing a T&R review.  Deliberate community interaction is critical to the on-going analysis, MET/METL development, and preparation for T&R reviews.
7.d.  MET/METL and T&R manual reviews will be conducted via virtual means when feasible.  Physical in-person meetings may be required based on the community, classification, and organization being reviewed.  Dates/times/locations for reviews and solicitation for subject matter expert participation for all events will be published via separate correspondence.
7.e.  MET/METL and T&R manual reviews will be supported by assigned charter members for ground communities and per reference (g) for the aviation communities.  Members will assist CD&I/CDD Marine Corps Integration Division MCTL Branch, PP&O METL Branch, and respective TECOM Training and Education Integrator, on planning, synchronizing and identifying required and evolving MET-associated mission requirements.  Headquarters, Marine Corps stakeholders are responsible for coordinating with CD&I, PP&O and TECOM subject matter experts to assign FMF community Lead Action Officers (AOs). AOs will be responsible for conducting pre-work for the community prior to a MET/METL or T&R manual review.  Coordination will include solidifying dates to conduct reviews, de-conflict scheduling, determining location for reviews via physical attendance or virtual application, preparing timely message notification of upcoming reviews to required participants, and addressing MET and training refinement actions.
