GENTEXT/REMARKS/1. The purpose of this MARADMIN is to announce the Fiscal Year 2023 resident course dates for the Security Cooperation Training Detachment (SCTD). SCTD will conduct four open enrollment Marine Advisor Courses (N03KYK3) and three open enrollment Security Cooperation Planners Courses (N020JX3) to support Security Cooperation (SC) training requirements for the Fleet Marine Force and Marine Geographic Commanders.
2. Marine Advisor Course (MAC)
2.a. The MAC provides fundamental advisor skills, training management, and force protection training to prepare Marines for SC missions. Through formal instruction and immersive training scenarios, students will learn to analyze and implement Foreign Security Force (FSF) or Partner objectives to build partner nation capacity, build and maintain relationships and rapport with counterparts, recognize and mitigate cultural stress, develop and implement training plans, understand U.S. Government objectives and plans for an assigned region or country, and conduct force protection while deployed. Students graduate prepared to advise, support, liaise, and assess a FSF or Partner in order to develop their organizational capability and/or capacity in accordance with U.S. Government, Service, FSF, or Partner objectives.
2.b. This course is designed to educate Marines in the rank of Sergeant to Colonel performing an SC mission in an advisory capacity.
2.c. FSF Advisor Military Occupational Specialty (MOS) and Definition. Marines who successfully completed the MAC, in accordance with MARADMIN 348-19 and MARADMIN 227-20, receive the 0570 Advisor Free MOS (FMOS).
2.d. FMOS 0570: Advisors have general knowledge of advisor skills acquired from Formal Learning Center training and meet the minimum knowledge, skills, and abilities defined in reference (D).

3. Security Cooperation Planners’ Course (SCPC)
3.a. SCPC explores the SC policies, procedures, and methodologies used to develop and execute SC engagement plans. Students will gain an understanding of SC-related policy, doctrine, guidance documents, engagement planning best practices, funding authorities, and foreign disclosure. The relationship between the Department of Defense and the Department of State as it relates to SC, will also be addressed. The course is built around lectures, a panel discussion, and a series of practical exercises which guide student creation of key parts of a SC Engagement Plan.
3.b. This course is designed to educate Marines in the rank of Captain to Colonel and Staff Sergeant to Master Gunnery Sergeant / Sergeant Major performing a Security Cooperation Planner’s mission or role.

4. Administration and Logistics
4.a. Mobile Training Team (MTT). SCTD maintains the ability to conduct the MAC and SCPC by Mobile Training Team in support of the Fleet Marine Force or Geographic Marine Forces Command SC Training requirements. Requesting unit will incur the travel costs for the instructor team as well as additional funds required for training (role players).
4.b. Funded Seat Allocations. TECOM will provide funding via Worldwide Travel for travel, lodging, and per diem for active duty Marines attending resident courses (not MTTs). Marine Corps Intelligence Schools will not consider individual requests for rental cars from students. Rental cars, if desired, must be funded by the student’s parent command. Reserve Component Marines should contact Marine Corps Forces Reserve formal schools at DSN (312) 647-7303/23 or commercial (504) 697-7303/23.
5.c. Billeting. Reservations for billeting are the responsibility of each attendee. Attendees must check with the billeting office, Navy Gateway Inns and Suites 1 (757) 644-4949 ext.603, for government billeting availability before making any commercial lodging reservations. Government messing is unavailable.
