GENTEXT/REMARKS/1.  This MARADMIN announces the realignment of future SNCO promotion board schedules.
2.  Since the release of Talent Management 2030 (TM2030), numerous planning sessions have been held to identify immediate actions the Marine Corps can take to strengthen the Fleet and positively impact Marines’ careers.  One issue identified was the need to better align SNCO promotion selection boards to the Service’s retention, evaluation, and slating activities.
3.  Beginning in Fiscal Year (FY) 2024, Headquarters Marine Corps will realign SNCO promotion selection boards to improve predictability and stability for Marines, their families, and commands.  This change:
3.a.  Increases advance notice of Permanent Change of Station (PCS)/ Permanent Change of Assignment (PCA).
3.b.  Reduces reenlistment processing time by ensuring board results are published prior to the start of the FY retention campaign.
3.c.  Decreases the duration of SNCO billet vacancies by reducing the time between dependent board results.
4.  In order to achieve these goals, SNCO promotion selection boards and annual reporting occasions will be modified as follows:
4.a.  Realignment of promotion selection boards:
4.a.1.  Active Component E-7 promotion selection board convene date shifts from April to January.
4.a.2.  Active Component E-6 promotion selection board convene date shifts from July to April.
4.a.3.  Reserve Component SNCO promotion selection board convene date shifts from January to July.
4.a.4.  Active Component E-8/E-9 promotion selection board convene date remains in October.
4b.  Annual reporting occasions will shift to approximately 90 days prior to their respective promotion selection board starting with the FY 2024 SNCO promotion selection boards schedule.  Manpower Management Records and Performance (MMRP-30) will release updated end dates to annual reporting occasion via a change to reference(b).
5.  Sequence of changes:
5.a.  January 2023:  Fiscal Year 2023 Reserve Component SNCO promotion selection board will expand its in-zone population to accommodate for the extended period between selection boards.  Reserve Affairs (RA) will release guidance with amplifying details 90 days prior to the board convening.
5.b.  April 2023:  Active Component E-7 promotion selection board – no change.
5.c.  July 2023:  Active Component E-6 promotion selection board  – no change.
5.d.  October 2023:  Active Component E-8 and E-9 promotion selection board – no change.
5.e.  January 2024:  New Active Component E-7 promotion selection board.
5.f.  April 2024:  New Active Component E-6 promotion selection board.
5.g.  July 2024:  New Reserve Component SNCO promotion selection board.
6.  All changes in FY 2024 will be enduring.  Applicable policies and orders will update to reflect the aforementioned modifications.
