GENTEXT/REMARKS/1.  Purpose.  The purpose of this MARADMIN is to announce the Fiscal Year 2023 (FY23) military justice and special victim litigation training schedule for Marine Corps trial counsel, defense counsel, victims’ legal counsel (VLC), and legal support personnel.
2.  Background.  Pursuant to the references, the Staff Judge Advocate to the Commandant of the Marine Corps (SJA to CMC) ensures comprehensive training is provided to all trial counsel, defense counsel, VLC, and legal support personnel in accordance with their respective duties.
3.  Action.  Judge Advocate Division, Headquarters Marine Corps, sponsors and facilitates training that addresses the full range of military justice within the Marine Corps, including the unique aspects of handling special victim cases.  All military justice practitioners within the Marine Corps will abide by the training requirements and policies of their respective organizations – the Trial Services Organization (TSO), the Defense Services Organization (DSO), and the Victims’ Legal Counsel Organization (VLCO). 
4.  Coordinating instructions.

4.b.  Regional Training.  In order to generate unity of effort to provide regional training to trial counsel, defense counsel, VLC, and legal support personnel, the below dates are established for regional training.  Regional counsel may modify these quarterly training dates after coordination with their respective organizational chain of command and the cognizant judicial circuits. 
4.b.1.  8-9 Dec 22. 
4.b.2.  11-12 May 23. 
4.b.3.  21-22 Sep 23.
4.c.  Eligibility.  All trial counsel, defense counsel, VLC, and legal support personnel are eligible to attend the foregoing courses in accordance with the policies of their respective organizations.  Personnel not attached to the TSO, DSO, or VLCO, and who desire to attend one of these courses, should contact the Military Justice Branch of Judge Advocate Division for additional guidance.
4.d.  Registration.  Individual attendees may not register for any the listed courses directly if they are seeking Judge Advocate Division funding.  Regional counsel will coordinate all training requests from their region through their respective organizational chain of command. 
4.e.  Funding.  Guidance regarding funding will be published in separate correspondence.
4.f.  Cancellations.  Cancellations must conform to the requirements of the respective course.  Attendees are responsible for cancelling any flight, lodging, or rental car reservations they made prior to the cancellation.
