GENTEXT/REMARKS/1. Purpose. To outline Headquarters Marine Corps (HQMC) hiring actions to meet the requirements of the Secretary of Defense directed Independent Review Commission (IRC) on Sexual Assault in the Military in Fiscal Year (FY) 22 through FY27.
2. Background. In accordance with reference (a), the IRC requires Services to strengthen and professionalize the civilian workforce for programs that prevent and respond to violence and sexual misconduct. The Marine Corps will accomplish this workforce expansion through hiring full-time civilian General Schedule (GS) positions across multiple programs. Processes and procedures outlined in paragraphs 3 through 10 are established and required per reference (a).
3. The Marine Corps is authorized to hire the following GS civilian positions to support IRC implementation: SAPR Victim Advocates (VAs), Sexual Assault Response Coordinators (SARCs), Embedded Preventive Behavioral Health Capability (EPHBC) Primary Prevention Integrators (PPIs), Equal Opportunity Advisors (EOAs), Supervisory EOAs, and Resilience and Wellness Specialists.
4. Commands shall use HQMC standardized position descriptions (SPDs) for hiring actions of the positions above. Changes to the SPDs are not authorized without prior approval from HQMC.
5. HQMC will confirm the following with the command for new IRC positions: geolocation/installation, hiring manager contact information, and selecting official. HQMC will provide necessary information to hiring managers to initiate hiring actions.
6. Effective immediately, vacant Non-appropriated Funds (NAF) SAPR positions shall be converted to Appropriated Funds (APF) and the appropriate GS SPD shall be used for hiring actions. Contact the MARADMIN POCs to initiate the process and for additional information.
6a. Any current NAF SAPR recruitment actions shall cease and positions shall remain vacant until the command completes notification to MARADMIN POCs of conversion, receives the SPD for corresponding position, and confirms APF funding through respective G8 offices. Consult local APF Human Resources Office for further guidance on APF hiring, to deactivate position numbers, and replace with Contingent Worker position numbers to ensure employees in these positions have access to training. Once positions are assigned under the appropriate APF structure, they may be actively recruited.
7. IRC billets are congressionally directed and funded; as such they are exempt from the Commandant of the Marine Corps HQMC 15 percent Reduction and guidance outlined within MARADMIN 325/22. Commands may not utilize the resources to fund other civilian requirements as the money is fenced. New IRC and existing SAPR billets were moved to an administrative UIC to ensure oversight and execution of the IRC requirements. When completing the Request for Personnel Action (RPA) utilize the following codes:

8. SARCs will continue as designated special advisory staff on command Tables of Organization with added supervisory responsibilities. For the SAPR structure, reporting lines of authority will be adjacent to command structure. SAPR VAs will report to the SARC at the command-level to which they are appointed. Installation and O6-level SARCs will report to Major Subordinate Command or Regional level SARCs, respectively. The MSC or Regional SARC will report to the Lead SARC of their Area of Responsibility (AOR). Amplification provided below:
8.a. For Operational and Reserve Forces, SARCs at the O6-level will report to the MSC SARCs; the MSC-level SARCs will report to the Lead SARC at the MEF or MARFORRES.
8.b. For Marine Corps Installations Command (MCICOM) and Training and Education Command (TECOM), the O6-level SARCs will report to Regional SARCs; Regional SARCs will report to the Lead SARC in MCICOM or TECOM as appropriate.
8.c. For Marine Corps Recruiting Command (MCRC), the District SARCs will report to the Regional SARC; Regional SARCs will report to the MCRC Lead SARC.
8.d. To align with the IRC recommendations, SARCs first line supervisors will be the next higher headquarter SARC in their chain and final signature authority is the commanding general or commander. SARCs in the chain of supervision will be the employees’ first-line supervisor. The appointing commanding general or commander will be the second-line supervisor and final rater (non-delegable beyond the chief of staff or executive officer). Lead SARCs’ chain of supervision will be under their appointed commanding general or commander as appropriate.
9. Funding for Sexual Assault Prevention and Response and integrated prevention has been programmed at HQMC, Manpower and Reserve Affairs (M&RA) across the FYDP; HQMC M&RA will include new SAPR and prevention staff in baseline funding in POM for future years. A standard Project Organization Expenditure Type (POET) structure was created to simplify management for better visibility and cleaner reporting due to the high interest nature of the program. The local level will manage and address time keeping, performance, and other civilian processes. HQMC will issue separate guidance and controls to ensure program execution and support to these personnel and their commands.
10. Commands will ensure an appropriate workspace or private office for new personnel. If an appropriate workspace is not available, contact local facilities/public works office to determine renovation plans or a new location at the expense of the gaining command.
10.a. Set up costs available per new billet. Coordinate with HQMC MFC POCs listed above.
11. This MARADMIN is applicable to the active and reserve component.
12. This MARADMIN is cancelled 30 September 2023.
