GENTEXT/REMARKS/1. This MARADMIN solicits nominations for the annual Manpower, Personnel and Administration Awards Program (MCMPAAP) for the period 1 January 2022 to 31 December 2022. Per reference (a), the MCMPAAP was established in 2018 and is sponsored by the Marine Corps Association and Foundation to recognize the outstanding achievements of individual Marines, Civilian Marines and a Personnel Administration Center who, within the Total Force, made significant contributions to the administrative community and exemplified superior excellence and dedication to mission readiness. The MCMPAAP recognizes the following:
1.A. Manpower Officer of the Year (O1-O3)
1.B. Personnel Officer of the Year (WO-W3)
1.C. Administration Marine of the Year (E1-E3)
1.D. Administration Noncommissioned Officer of the Year (E4-E5)
1.E. Administration Staff Noncommissioned Officer of the Year (E6-E7)
1.F. Civilian Administrator of the Year (GS4-GS8; established in 2021)
1.G. Civilian Analyst of the Year (GS9-GS12; established in 2021)
1.H. Personnel Administration Center of the Year (Unit Award)
2. Selection of award recipients will be made by a non-statutory awards board convened by the Manpower and Reserve Affairs (M&RA) Secretariat Branch and will be comprised of senior members of the 01XX community.
3. Action
3.A. Commands with personnel and/or Administration Centers meeting the criteria are encouraged to submit nominations via the operational chain of command, ending with endorsement by the first General Officer in the chain of command.
3.B. Only the most competitive nomination for each award category, as determined by the endorsing General Officer-level command, may be submitted.
3.C. 3.D. Award eligibility, performance criteria, and template nomination packages may be found on the Manpower, Personnel and Administration virtual community of practice site. From MARINENET, under the 'Communities' menu, select 'Manpower, Personnel and Administration.'
3.E. Defer to this MARADMIN and the information contained on the Secretariat website for processing of nominations as program details have been updated since the reference was published.
4. Selection of award recipients and details regarding presentation of plaques will be announced via MARADMIN during March 2023.
5. This MARADMIN is applicable to the Marine Corps Total Force.
