GENTEX/REMARKS 1. This MARADMIN authorizes the following bonuses:
a. AR First Tour Prior Service Recruiter (PSR) volunteers.
b. AR PSR Limited Tour volunteers.
c. AR PSR Tour Extension volunteers.
d. AR PSR Second Tour volunteers.
e. AR PSR Career Recruiter Lateral Moves for FY23.
2. AR PSR First Tour Volunteer. Marines who volunteered, were accepted, and successfully completed the Basic Prior Service Recruiting Course (BPSRC) for FY23 are eligible to apply for $30,000 for a 36 month obligation in addition to the incentives outlined in reference (f). Additional Marines may volunteer for FY23 and must submit requests NLT 15 March 2023. Additional volunteers must meet the following requirements:
a. Must complete the 8421 screening process with a PSR career recruiter and receive a positive endorsement.
b. Must be Sergeant to Gunnery Sergeant in the AR. Gunnery Sergeants must have less than 12 months time-in-grade at the time of submission to RA.
c. Must have more than 12 months time-on-station at time of submission to RA.
d. Marines who executed a lateral move upon accession to the AR program, must have 36 months in their present primary MOS by the time of submission to RA.
e. Must not have failed selection to the next higher grade in the AR, or have been reduced in rank to their current grade unless the reduction is as a result of reference (c).
f. Marines approved for and obtain the AMOS 8421 will incur a 36 month obligation from the date of BPSRC graduation.
3. AR PSR Limited Tour. Marines who meet the eligibility requirements in reference (e) and completed the BPSRC in FY23, are eligible to apply for $20,000 for a 24 month obligation. Marines approved for and obtain the AMOS 8421 will incur a 24 month obligation from the date of BPSRC graduation.
4. AR PSR Tour Extension. Marines scheduled to rotate from PSR duty prior to 1 October 2023 who volunteer to extend at their current station for a period of 12 months, are eligible to apply for $12,000 for a 12 month obligation. Marines who volunteer to extend must meet the following requirements:
a. Must be an 8421 currently assigned to a valid billet within Marine Corps Recruiting Command and on production.
b. Must be recommended for extension by the Prior Service Recruiting Station Officer-in-Charge.
c. Marines approved for extension will incur a 12 month obligation from the original rotation date.
5. Second Tour PSR Volunteer. Marines who previously served as a PSR who volunteer to serve a second tour are eligible to apply for $36,000 for a 36 month obligation. Marines who volunteer for a second tour must meet the following requirements:
a. Must have successfully completed a three-year tour as a PSR.
b. Must be Sergeant to Gunnery Sergeant in the AR. Gunnery Sergeants must have less than 12 months time-in-grade at the time of Submission to RA.
c. Must not have failed selection to the next higher grade in the AR, or have been reduced in rank to their current grade unless the reduction is as a result of reference (c).
d. Returning 8421s with less than 24 months post recruiting will incur a 36 month obligation from the date they return to a 8421 billet as indicated by the No Earlier Than (NET) date on their orders.
e. Returning 8421s with more than 24 months post recruiting will incur a 36 month obligation from date of BPSRC graduation.
6. Career Recruiter. Marines who are accepted to Lateral Move (LATMOVE) to the PMOS of 8422, Career Recruiter in FY23 are eligible to apply for $30,000 for a 36 month obligation. Marines who volunteer for a LATMOVE must meet the following requirements:
a. Must be approved for lateral move (LATMOV) for PMOS of 8422 in FY23.
b. Must be assigned to a valid 8422 billet within Marine Corps Recruiting Command.
c. Must be Staff Sergeant to Gunnery Sergeant in the AR. Gunnery Sergeants must have less than 12 months time-in-grade at the time of Submission to RA.
d. Must not have failed selection to the next higher grade in the AR, or have been reduced in rank to their current grade unless the reduction is as a result of reference (c).
e. Marines approved for and obtain the IMOS 8422 will incur a 36 month obligation from the date of Career Recruiter Course graduation.
7. Administrative Guidance
a. All requests must be submitted via TFRS to RA.
(1) The updated SOU is available in TFRS.
(2) The signed statement of understanding (SOU) must be submitted with the TFRS request prior to issuance of a bonus.
(3) The validated SOU will contain the member’s name and Electronic Data Interchange Personal Identifier (EDIPI), all unit information, BIC information, IMOS, and every appropriate initial or signature. If the SOU is missing any required data, it will be returned to the appropriate unit for corrective action.
b. RA will adjudicate and return the request via TFRS to the originator.
c. Waiver requests will be submitted to Reserve Affairs Personnel Policy, Plans, and Programming and Budgeting (RA (RAP)) as an attachment to the TFRS request. Waiver requests submitted from Career Planners will include the member's chain of command endorsement up to the first O-5 level commander (battalion/squadron). RA (RAP) will approve/disapprove waiver requests in the adjudication process of the TFRS request.
d. Marines assigned a bonus control number (BCN), who fail to complete any pre-requisite training (Basic Prior Service Recruiter Course (BPSRC) or Career Recruiter Course (CRC)) within the 365 days of approval, forfeit their incentive eligibility.
e. Payment procedure. Payment of the lump sum bonus will occur after completion of the BPSRC, CRC, approval of a 12 month extension, or when a prior PSR executes orders to return to PSR a billet and checks into their PSR unit. The parent command will verify the posted obligation remark in MCTFS. Once verified, the unit will then report the following unit diary entries:
(1) Bonus Program Enlisted For (PEF) code (report prior to bonus payment) use PEF code RC as indicated: TTC 153 001 bonus PEF RC.
(2) The applicable bonus entry is reported with the effective date of the Marine’s graduation date or the date the request is accepted for a tour extension: TTC 900 003.
f. Requirements for all applicants:
(1) I will obtain or have the contractual time in order to fulfill their bonus obligation upon the acceptance date of the Total Force Retention System authority of the bonus or date current tour began at the unit, whichever is later.
(2) Must not have any adverse material while on recruiting duty.
(3) Must not be entitled to receive retired or retainer pay.
8. Recoupment
a. Recoupment will occur at the full amount if the Marine:
(1) Fails to fulfill the service obligation in the 8422 MOS.
(2) Is relieved for cause.
(3) Transfers to the Selected Marine Corps Reserve, Individual Mobilization Augmentee program (IMA), or the Individual Ready Reserve (IRR).
b. Recoupment will occur at the pro-rated amount if the Marine:
(1) Is relieved for the good of the service.
(2) Transfers to the Active Component.
c. Recoupment will not occur if the Marine receives a denial for further service due to twice failing selection to the next higher grade or disability.
9. Marines who have currently serving obligated contractual time and received a bonus to serve in their PMOS are not eligible to apply.
10. This MARADMIN is active until canceled or updated.
