GENTEXT/REMARKS/1.  This message initiates the Fiscal Year 2024 (FY24) Active Reserve Special Duty Assignment (SDA) volunteer period from 1 October 2022 to 15 January 2023.  Marines who are screened and approved will receive the financial incentives outlined in reference (e).  The FY24 involuntary assignment process will commence following this period.  Marines identified on the involuntary list will no longer be eligible to receive the incentives outlined in references (e) through (f).
2.  Eligible Marines.  Marines from all Military Occupational Specialties (MOS) who meet the below criteria may submit a volunteer request.
    a.  Corporals through Gunnery Sergeants who will not exceed ECFC limits prior to 30 September 2027.  Corporals may only volunteer for Marine Combat Instructor (MCI) duty.
    b.  Marines with more than 12 months Time on Station (TOS) as of 15 January 2023.
    c.  Marines who have conducted a Lateral Move, must have at least 36 months of MOS experience as of 15 January 2023.
3.  Submission Guidelines.
    a.  Eligible Marines must submit a Reserve Reenlistment Extension Lateral Move (RRELM) request using the Total Force Retention System (TFRS) via the unit career planner.  All requests must be submitted NLT 2359 on 15 January 2023.
    b.  Career planners will utilize the SDA with reenlistment or extension RELM types when submitting packages and include all required documents.  Incomplete packages will be returned without action pending additional information.  Duty station or class preference will be annotated in the RELM.
    c.  Marines will be screened by Commanding Officers or Inspector Instructors using the applicable instructions, checklists, and addendums available in TFRS.
    d.  Eligible Marines volunteering for Prior Service Recruiting (PSR) duty are required to conduct an interview with a PSR Career Recruiter nearest their location using the PSR screening addendum.  Telephonic screenings are authorized, however in-person interviews should be executed to the greatest extent possible.  The last page of the addendum must be signed by the career recruiter and the entire addendum is required to be attached to and submitted with the SDA RELM.  Marine should contact the PSR District Headquarters nearest them at the number below:

    e.  Proof of security clearance or open investigation.  All applicants must have their security manager complete a security clearance verification annotated on page 3, block 38.c. of NAVMC 11537A (RRELM) by the security manager.  The following information must be annotated:  dates of open or closed investigation, or notation of enrollment into continuous evaluation status and current clearance level must be annotated.
    f.  All Marines who have dependents registered with the Exceptional Family Member Program (EFMP) must be identified during the screening and interview process.  Enrollment in EFMP is not a disqualifying factor, but may affect duty station location based on available services.
