GENTEXT/REMARKS/1. This MARADMIN announces the addition of two Personnel Exchange Program (PEP) billets and the addition of one Interservice Exchange (ISE) billet. These two to three year assignments facilitate interoperability and the exchange of professional and tactical expertise with host nations and joint services respectively. This board will convene on or about 17 November 2022.
2. The following PEP billets are available for active duty Marine Officers:

2.a. The following ISE billet is available for active duty Marine Officers:

2.b. Primary candidates can expect permanent change of station (PCS) orders to coincide with assumption of PEP tour as indicated in the date column above. Each tour will be a minimum of two years and a maximum of three years in a PEP assignment.
3. Eligibility
3.a. All Applicants
3.a.1. Applicants must have 18 months time-on-station (TOS) by 15 November 2022. TOS exceptions from MMOA, such as for applicants on one-year PCS orders, should be coordinated and documented prior to the board, and included in the application.
3.a.2. Applicants will incur two years of obligated service upon completion of PEP or ISE tour per ref A. PEP or ISE obligated service will run concurrent with any other service obligation.
3.a.3. Applicants must not be in receipt of orders or selected for any other program.
3.a.4. Applicants attending resident Professional Military Education (PME) and graduating in the summer of 2023 are encouraged to apply.
3.a.5. Applicants must complete overseas screening to be considered for Outside of the Continental United States (OCONUS) tours and associated billets.
3.b. Aviators should be PME and resident Survival, Evasion, Resistance and Escape (SERE) complete prior to the assignment start date.
4. Coordinating Instructions
4.a. Applications must be submitted via the NAVMC 10274 Administrative Action (AA) request form. Applications must be endorsed by the applicant's current command.
4.a.1. Command endorsements must include the first O-6 level commander in the applicant’s chain of command and address the applicant's potential for success in the desired program.
4.a.2. Endorsements shall also address the command assessment on the applicant executing a PCS in FY23, career timing implications, and the applicant’s PME status.
4.b. All applications must include the following as enclosures to the AA form.
4.b.1. A copy of a signed and current medical upchit (DD2992) that indicates the eligibility for the programs listed in the application.
4.b.2. The results of the applicant's most recent Aviation Selection Test Battery (ASTB).
4.b.3. Correspondence from their PMOS monitor stating that the officer meets TOS requirements (as indicated in paragraph 3.a.1), is not in receipt of orders, career timing supports, and is eligible to apply.
4.c. Additional letters of recommendation are not required but are highly encouraged. Letters of recommendation should address the aviation abilities or potential of the applicant. Any letters of recommendation should also be included as enclosures to the AA form.
4.d. Applications must be submitted to MMOA-3 at SMBMANPOWEROFFICERPR@USMC.MIL no later than 15 November 2022. Late submissions will not be presented to the board for consideration and will be returned with no action taken.
5. PEP tours with partner nations may involve locations without access to the community services and U.S. military health care services that are normally available to personnel assigned to USMC bases and stations. Routine healthcare will be reimbursed via the Tricare Overseas program. Non-emergency travel to U.S. military treatment facilities will not be authorized at government expense.
6. PEP personnel may qualify for special allowances which will meet many of the costs associated with independent, international duty. These may include cost of living allowance, temporary lodging allowance, and overseas housing allowance. These allowances may not cover all costs in all situations. All prospective PEP personnel must be financially stable and prepared to incur potential unexpected costs.
Note: For PEPs serving with foreign partner nations, all pay and allowances (except travel expenses incurred on behalf of the host nation) will be paid by the USMC. PEPs will not receive host nation allowance or special pay.
7. Upon successful completion of PEP billet, PEPs will be assigned the Foreign Area Officer (FAO) or Regional Affairs Officer (RAO) additional MOS (AMOS) for their respective region. The assignment of this MOS will make PEPs eligible for potential utilization in a FAO or RAO billet in the future.

9. This MARADMIN is not applicable to the Marine Corps Reserve.
