GENTEXT/REMARKS/1.  Purpose.  To support Marine Corps Recruiting Command (MCRC) in attaining its FY23 active component accession mission, this MARADMIN updates reference (a) and announces Fiscal Year (FY) 2023 Enlistment Option Programs (EOP) and the Enlistment Bonus Program (EBP).
2.  Background
    a.  Our objective is to maximize the number of fully-trained, qualified, experienced, and deployable Marines in the Fleet Marine Force (FMF), over time, and for any given personnel budget.  As we pivot towards an “invest and retain” model, it is ever more critical that we channel applicants into the right occupational fields to maximize our return on investment and increase Marines’ propensity to serve more than one contract.
    b.  The Enlistment Incentive Program (EIP) provide recruiters with different options of enlistment programs available to entry-level applicants.  The EIP supports the recruiting effort in acquiring the talent necessary to support Force Design 2030 and the FMF.  The various programs ensure qualified applicants are aligned to a program that best fits their desires and talents.
    c.  This EIP plan establishes the Program Enlisted For (PEF) and various bonus options available for MCRC to meet the annual accession requirement for the Active Component.
3.  Enlistment Incentives
    a.  Enlistment Option Program (EOP).  The EOP offers specific skill group guarantees via PEFs.  A PEF groups Primary Military Occupational Specialties (PMOS) by prerequisites.  Every Marine Corps’ applicant enlists within a PEF, not a specific MOS.  An applicant’s Statement of Understanding (SOU) outlines the specific PEF enlistment requirements.  The PEF and PMOS distributions for FY-23 are listed below:

    b.  The TO (Targeted Investment Option) PEF is new for FY23.  Applicants in this PEF are required to execute a voluntary extension of their active service obligation of 48 months total service remaining upon assignment to their initial permanent duty station.
    c.  Enlistment Bonus Program (EBP).  The EBP will be continually refined to enable the Marine Corps to remain competitive in the war for talent.  The EBP facilities the market expansion required to achieve annual shipping goals, as well as the skill channeling of talent into Force Design-2030 priorities.  Headquarters Marine Corps (M&RA) establishes the below EBP allocations to support both market expansion and skill channeling.  The EBP may be adjusted as recruiting environment conditions require.  The PEFs eligible for a bonus for FY-23 are listed below:

4.  Bonus Types
    a.  Skill bonuses are those bonuses listed above that are associated to a PEF (e.g. Q8 PEF is associated with the BY PEF).  These applicants with either a Q8 or BY will be classified into one of the PMOSs under the BY PEF (Electronics Maintenance) listed in paragraph 3a.
    b.  Shipping bonus are those bonuses listed above that are not associated with a particular PEF, and can be applied to all PEFs.  Applicants given a shipping bonus (Q1, QE, or QT) will first sign an SOU for a PEF listed in paragraph 3a.
    c.  The Targeted Investment Shipping Bonus (QT) is reserved for an applicant aligned to any PEF who agree to begin his/her obligated service timeline following the awarding of PMOS.  This enhanced monetary incentive supports ongoing service-level effort to increase return on personnel investment.
    d.  No applicant is eligible to have both a skill bonus and a shipping bonus.
5.  Administration.  The following guidance is in support of administrators’ authorization, obligation, and payment of enlistment bonuses.  As outlined in reference (b), chapter 9, section 91201, the auto-generated enlistment bonus obligation type transaction code (TTC 245 000) and payment transactions (TTC 392 000) remain unchanged except for the shipping bonuses listed above.  For shipping bonuses only, once the Enlistment Bonus Authorization (TTC 245 000) is reported and posted, the first School of Infantry Join (TTC 020) will automatically trigger (TTC 392 000) and process the Enlistment Bonus (402 Remark).  For skill bonuses, and BPEF Codes other than Q1 and QE, the first permanent duty station Join will automatically trigger (TTC 392 SEQ 000) and process the Enlistment Bonus (402 Remark).  In the event the system generated TTC 392 SEQ 000 transaction fails to process, the administrative RUC/IPAC can report TTC 392 SEQ 000 in accordance with reference (b), chapter 9, and section 91201.
6.  Reserve applicability.  This MARADMIN is not applicable to the Marine Corps Reserve.
