GENTEXT/REMARKS/1. Purpose. This MARADMIN announces the update to General Records Schedule 6.1-0127, the Department of the Navy, United States Marine Corps list of Capstone Official billets.
2. Background. Reference (a) was published on 23 June 2022. This MCBul outlines a series of policy and programmatic updates to previously published guidance governing the Marine Corps Records Management program in support of achieving a fully electronic records management compliant Marine Corps. References (b) and (c) require the Federal government to transition to a fully electronic government to improve agencies’ efficiency, effectiveness, and responsiveness to citizens by converting paper-based processes to electronic workflows, expanding online services, and enhancing management of government records, data, and information. Reference(d) is policy issued by the National Archives and Records Administration detailing the email retention requirements for Federal agencies. Reference (e) is the authoritative list of the United States Marine Corps’ Capstone Official billets. There are a total of 231 Capstone Official billets identified for the Marine Corps. This list was approved by the Director, Marine Corps Staff and the Chief Records Officer of the United States Government. Reference (f) is the policy issued by Department of the Navy that establishes policies and procedures for the lifecycle management of Department of the Navy records.
2.a. Capstone Officials are senior officials designated by account level or by email address. All senior officials occupying a billet listed on reference (e) are considered Capstone Officials while serving in the designated billet. As such, the emails generated in the performance of their duties while occupying the designated billet are permanent records subject to capture, retention, and permanent preservation in accordance with reference (d) and Records Schedule 2000-47 of reference (f).

3. Actions. Effective upon the release of this message:
3.a. Per reference (a), units with a Capstone Official identified in reference (e) are required to notify Headquarters Marine Corps (HQMC) Records, Reports, Directives, and Forms Management Section (ARDB), upon transition of the Capstone Official (e.g., occupying or vacating a designated billet).
3.b. Notification process: Send an Enterprise Task Management Software Solution (ETMS-2) task notification to: USMC HQMC AR ARD ARDB RECORDS. The message must include the rank, name, NIPR email address, SIPR email address, start date, and end date of the Capstone Official occupying the billet and/or vacating the billet. Additionally, Command Designated Records Managers are required to update their Command Records Operational Support Site page with the occupying Capstone Official’s information.
4. This MARADMIN is applicable to the Marine Corps Total Force.
