GENTEXT/REMARKS/1.  The Fiscal Year 2023 (FY23) Officer Retention Board Number 1 (ORB1) will convene on or about 31 January 2023 and will consist of four sub-boards:  Career Designation (CD), Return to Active Duty (RAD), Inter-service Transfer (IST), and Redesignation (REDES).
2.  Career Designation
2.a.  The CD sub-board enables the management of the officer population by retaining the highest quality officers from each year group.  Those selected for CD are offered the opportunity to remain on active duty beyond their initial period of obligated service.  Officers are considered for CD in the below five competitive categories.

2.b.  Eligibility Requirements (all must be met) 
2.b.1.  Be an unrestricted officer in the Active Component (AC).
2.b.2.  Have a minimum of 540 days of processed observed fitness report time following completion of a Primary Military Occupational Specialty (PMOS) school.  For aviators, observed fitness reports received while in fleet replacement squadrons count towards the 540-day requirement.
2.b.3.  Have not previously declined CD.
2.b.4.  Be a first lieutenant in the captain promotion zone during the corresponding calendar year (date of rank no later than 16 March 2022, and lineal control number not higher than 36239000) or currently a captain.
2.b.5.  Have an expiration of active service (EAS) date no earlier than 15 June 2023.  AC officers with an EAS date before 15 June 2023 who have not been screened for CD must request an extension of their EAS in accordance with paragraph 2.c.3. 
2.b.6.  Must not have been twice passed for promotion to captain.  
2.c.  Coordinating instructions for CD
2.c.1.  All AC officers who satisfy the eligibility criteria listed above will screen for CD.  A list of all AC officers eligible for the CD sub-board will be posted prior to the convening of the board at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/OA3RR. 
2.c.2.  AC officers can verify their total observed fitness report time by reviewing their master brief sheet contained within their Official Military Personnel File (OMPF).  For purposes of this board, only reports that are processed and posted to an AC officer’s OMPF prior to 31 December 2022 shall be considered by MMOA-3.  AC officers who achieve 540 days of observed time after 31 December 2022, but prior to the convening of the ORB1, will not be considered eligible by this board and will be screened during subsequent boards if supported by their EAS.
2.c.3.  Any eligible AC officer with a current EAS that does not support at least one opportunity for CD screening may request an EAS extension in accordance with enclosure 2 of reference (a).  Requests must be submitted to MMOA-3 at SMBMANPOWEROFFICERPR@USMC.MIL no later than 31 December 2022.  Failure to request an extension to 15 June 2023 will result in such AC officers not being screened for CD.
2.c.4.  Eligible AC officers who do not desire to be considered for CD must submit an AA form to MMOA-3, endorsed by the first O-5 commander in their chain of command.  AC officers who request not to be considered will execute their current EAS.
2.c.5.  Communication with the board is not required for the CD sub-board.  However, if an AC officer chooses to communicate with the board, such communication must be sent to MMOA-3 via SMBMANPOWEROFFICERPR@USMC.MIL no later than 13 January 2023.  Any late communication will not be presented to the board room.  All correspondence will be saved as a single PDF file and named “EDIPI_LastName_CD”.  Failure to do so will result in material not being forwarded to the board room.
2.c.6.  AC officers who are selected for and accept CD will incur a 24-month active duty service obligation upon their acceptance of CD.  The obligated service for ORB1 will run through February 2025.  This active duty obligation runs concurrent with, not in place, of any other existing obligation.  AC officers who accept CD will have their EAS changed to indefinite (00000000) upon acceptance.  Acceptance of CD could make AC officers eligible for permanent change of station (PCS) orders.  PCS orders may result in additional active duty service obligation.
2.c.7.  AC officers who are selected for CD and decline CD will execute their current EAS.
2.c.8.  AC officers who are not selected for CD will execute their current EAS.  If their current EAS supports additional screenings for CD, they will be considered eligible to screen on subsequent CD boards.
3.  Return to Active Duty
3.a.1.  The RAD sub-board provides the opportunity for the transfer of Reserve Component (RC) lieutenants, captains, and majors to the AC who demonstrate the potential for full careers as military officers in order to sustain the quality and effectiveness of the AC officer force.  Eligible RC officers will only be selected if the RC officer can demonstrate unique qualifications that will clearly benefit the Marine Corps.
3.a.2.  RAD applications will be received in grade and PMOS fields in accordance with reference (a), but are intended to satisfy AC requirements listed below.

3.a.3.  RAD applicants who do not possess a PMOS listed above may request RAD contingent on a lateral move to a PMOS listed above.
3.b.  Eligibility.  RC officers are only eligible to apply if they are within 180 days of their Mandatory Drill Participation Stop Date (MDPSD) at the time the board convenes, have passed their MDPSD, or completed all obligation to the RC.  RC officers who do not meet this requirement will not be considered.
3.c.  Coordinating instructions for RAD
3.c.1.  Application requirements for the RAD program are contained in enclosure (3) of reference (a).  Applications received that are not submitted in accordance with reference (a) will not be presented to the board for consideration.  Applications are due to MMOA-3 no later than 13 January 2023.  Email complete applications to SMBMANPOWEROFFICERPR@USMC.MIL.  All applications will be saved as a single PDF file and named “EDIPI_LastName_RAD”.  Late submissions will not be considered.  
3.c.2.  RAD selectees will serve a minimum of 48 months on active duty, with the start date being the date joined to the AC.  RAD selectees will compete for CD after obtaining 540 days observed fitness report time from the date they are joined to the AC.  Observed time as a Reservist, or from previous active duty service, does not count towards the 540 days required for screening.  Majors selected for RAD will be granted CD by MMOA-3.
3.c.3.  All RAD applicants need to provide a letter from RAM-1 in their package to confirm their eligibility and identify any prohibiting factors.  AR applicants must include in their application an endorsed DD Form 368 from their respective AR monitor.
4.  Inter-service Transfer
4.a.  The IST sub-board allows officers on the active duty list of another uniformed service to submit an application for transition to the Marine Corps active duty list.  IST is intended for use primarily in technical fields to permit full use of specialists, but will not be restricted to technical specialists.
4.b.  Eligibility.  Officers must be approved for conditional release from their current branch of the service prior to submitting their application.
4.c.  Coordinating instructions for IST
4.c.1.  Application requirements for the IST program are contained in enclosure (4) of reference (a).  Applications that are not submitted in accordance with reference (a) will not be presented to the board room for consideration.  Applications are due to MMOA-3 no later than 13 January 2023.  All applications will be saved as a single PDF file and named “EDIPI_LastName_IST”.  Late submissions will not be considered.  Email complete applications to SMBMANPOWEROFFICERPR@USMC.MIL.
4.c.2.  IST selectees will serve a minimum of 48 months on active duty, with the start date being the date joined to the AC Marine Corps.  Officers selected for IST will be automatically granted CD.
5.  Redesignation
5.a.  As detailed within reference (a), the REDES sub-board provides the opportunity for restricted limited duty officers to request REDES as a regular unrestricted officer in a corresponding category I (unrestricted) MOS.
5.b.  Eligibility.  Eligibility requirements for the REDES program are contained in enclosure (5) of reference (a).
5.c.  Coordinating instructions for REDES
5.c.1.  Application requirements for the REDES program are contained in enclosure (5) of reference (a).  Applications received that are not submitted in accordance with reference (a) will not be presented to the board room for consideration.  
5.c.2.  Applications are due to MMOA-3 no later than 13 January 2023.  All applications will be saved as a single PDF file and named “EDIPI_LastName_REDES”.  Late submissions will not be considered.  Email complete applications to SMBMANPOWEROFFICERPR@USMC.MIL.
