GENTEXT/REMARKS/1. This MARADMIN announces the solicitation of one ISE billet. These two to three year assignments facilitate interoperability and the exchange of professional and tactical expertise with the joint services. The board for this billet will convene on or about 6 January 2023.
2. The following ISE billet is available for active duty Marine Officers:
Grade: O3

Billet: AIR TRAFFIC CONTROL OFFICER
Location: ANDERSEN AFB, GUAM
Date: JUNE 2023
MCC: 1L3
2.a. Primary candidates can expect permanent change of station (PCS) orders to coincide with assumption of ISE tour as indicated in the date column above. This location specific overseas tour if accompanied by dependents has a tour control factor of 36 months. Unaccompanied by dependents, or unaccompanied without dependents, has a tour control factor of 24 months. For questions regarding tour lengths, contact the POC’s listed above.
3. Eligibility
3.a. All Applicants
3.a.1. Applicants must have 18 months time-on-station (TOS) by 15 November 2022. TOS exceptions from MMOA, such as for applicants on one-year PCS orders, should be coordinated and documented prior to the board, and included in the application.
3.a.2. Applicants will incur two years of obligated service upon completion of ISE tour. ISE obligated service will run concurrent with any other service obligation.
3.a.3. Applicants must not be in receipt of orders or selected for any other program.
3.a.4. Applicants attending resident Professional Military Education (PME) and graduating in the summer of 2023 are encouraged to apply.
3.a.5. Applicants must complete overseas screening if selected.
4. Coordinating Instructions
4.a. Applications must be submitted via the NAVMC 10274 Administrative Action (AA) request form. Applications must be endorsed by the applicant's current command.
4.a.1. Command endorsements must include the first O-5 level commander in the applicant’s chain of command and address the applicant's potential for success in the desired program.
4.a.2. Endorsements shall also address the command assessment on the applicant executing a PCS in FY23, career timing implications, and the applicant’s PME status.
4.b. All applicants must receive correspondence from their PMOS monitor stating that the officer meets TOS requirements (as indicated in paragraph 3.a.1), is not in receipt of orders, career timing supports, and is eligible to apply.
4.c. Additional letters of recommendation are not required but are highly encouraged. Letters of recommendation should address the aviation abilities or potential of the applicant. Any letters of recommendation should also be included as enclosures to the AA form.
4.d. Applications must be submitted to MMOA-3 at SMBMANPOWEROFFICERPR@USMC.MIL no later than 23 December 2022. Late submissions will not be presented to the board for consideration and will be returned with no action taken.

6. This MARADMIN is not applicable to the Marine Corps Reserve.
