GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce bioelectrical impedance analysis (BIA) machine fielding in support of changes to the Marine Corps Body Composition and Military Appearance Program (ref a). 
2.  Reference (a) announced that effective 1 January 2023, commanders will not formally assign Marines to the body composition program (BCP) or separate Marines for BCP failure unless body fat is estimated by dual energy x-ray absorptiometry (DEXA) or BIA and validated by a unit representative.  Specific DEXA policies will be released in a forthcoming update.  Until otherwise directed, BIA is considered to be the primary means to verify body fat prior to assignment to BCP or administrative separation due to BCP failure. Training and Education Command, in collaboration with the U.S. Army Research Institute of Environmental Medicine, will continue to explore the efficacy and effectiveness of the BIA machines while developing a long-term plan to transition all body composition evaluation from height/weight tables and circumference method to viable alternatives.  
3.  The initial fielding of 257x BIAs to selected locations will occur no later than January 2023.  Fielding lists will be updated by TECOM as required.  The following commands have been selected to receive BIA machines:

4.  Commands/units that receive BIA machines in the initial fielding tranche must support or allow access to any Marine Corps unit that has not been identified to initially receive a BIA.  Marines requiring body fat verification may be required to conduct unit funded travel to locations where approved devices are fielded.
5.  Units must use TECOM approved BIA models in the conduct of body composition evaluations (BCE).  Currently, the Inbody 770 is the only USMC approved BIA machine.  TECOM will continue to monitor the capabilities available in the commercial marketplace.  If another potential source emerges, the Marine Corps will assess whether competition for future requirements is feasible. 
6.  TECOM Human Performance Branch (TECOM HPB) coordinated with commands in paragraph 3 to confirm shipping addresses and unit supply points of contact to receive BIA machines. 
7.  A survey in 2d quarter Fiscal Year 2023 will solicit feedback on initial fielding that will inform potential follow-on fielding.  
8.  Upon receipt, commands will ensure BIA machines are added to their Defense Property and Accountability System (DPAS) unit custodian asset report.  Commands will ensure to upload all key supporting documents to include photos of the BIA machine and its data plate into DPAS.  The vendor will supply a copy of the warranty, receiving invoice with BIA serial number, item unique identification (IUID) number, and management control number (MCN) for units to enter into DPAS. The following is the MCN number for the BIA machines: 6515-00-M00-0678.  For assistance with DPAS utilize the following email: MCICOM_G4_DPAS@usmc.mil.
9.  Machines have a 4-year warranty as part of the service level contract.  Receiving units are responsible for the daily care and operation of BIAs.  Units must adhere to the daily care and terms within the warranty to receive warranty support.  If warranties are violated, commands are responsible for replacement. 
10.  No later than 1 January 2023, command physical training representatives (CPTRs) and force fitness instructors (FFIs) will conduct initial BIA familiarization training using the materials published per para. 15 until MarineNet training is updated. Commanders will verify that CPTRs and FFIs have conducted BIA training using the TECOM published materials and will certify each CPTR and FFI prior to any CPTR or FFIs administering BIA assessments, using the commander’s training certification letter.  A template of the commander’s verification letter is published per para 15.  Once MarineNet Course FFDBCP02 is updated, CPTRs and FFIs will be required to recertify their training to include BIA training procedures.   
11.  Body composition evaluations (BCE) using BIA are only required for Marines who exceed their maximum weight standard and fail the circumference method (taping) or for Marines that present an unsuitable military appearance due to improper weight distribution, as determined by their commander.
12.  Body fat percentages must be verified by a CPTR or FFI prior to formal assignment to BCP.  The BIA machine printed results sheet is required as proof of verification and must be retained in accordance with reference (a).  A CPTR and FFI must sign the bottom of the results sheet and create a separate calendar event in MCTIMS to document body fat verification.
13.  If a Marine is not within height and weight standards, then the CPTR or FFI will conduct a BCE initially using the taping technique.  If a Marine is not within standards using this method, then the CPTR or FFI must conduct a BCE using an approved BIA machine within 7 working days.  The BCP assignment process may be initiated while Marines await the conduct of a BIA scan.
14.  Marines required to travel for a BIA scan may have their scan verified by a local CPTR or FFI prior to BCP assignment rather than using the CPTR or FFI assigned to the Marine’s command.  If a Marine must travel to another command location for body fat verification, the Marine’s identity must be verified by the local CPTR or FF conducting the BIA scan via Common Access Card.  A physical copy of the results sheet will be provided to the Marine to take back to their unit.  The verifying CPTR or FFI will also send an electronic copy of the results sheet to the Marine’s unit CPTR, FFI, or unit operations section via encrypted messaging.
