GENTEXT/REMARKS/1.  Purpose.  This MARADMIN announces the modernization of mortuary affairs military occupational specialties and the associated MOS manual updates.
2.  Background.  The Deputy Commandant for Installations and Logistics (DC I&L), in coordination with the Joint Staff J-4, has evaluated the Marine Corps’ mortuary affairs field and determined the field needed modernization to professionalize the requirement and better support Force Design requirements.  The analysis updated the Free Military Occupational Specialty (FMOS) 0407 Personnel Retrieval and Processing Officer MOS to include majors, created a warrant officer 1 through chief warrant officer 5 Primary Military Occupational Specialty (PMOS) 0408 Fatality Management Officer MOS, and expanded the 0471 PMOS Personnel Retrieval and Processing Specialist field and 0472 PMOS Personnel Retrieval and Processing Technician field to include gunnery sergeant to master gunnery sergeant.  The modernized mortuary affairs fields will be updated in reference (a).  The following changes to the mortuary affairs field are approved in coordination with the Deputy Commandant, Manpower and Reserve Affairs (DC M&RA).  This MARADMIN is a coordinated release among DC I&L, CG TECOM, DC M&RA, and Total Force Structure Division.  The changes communicated in this MARADMIN will be submitted for inclusion in the FY24 MOS Manual.
3.  MOS Title.  0407 FMOS Personnel Retrieval and Processing (PRP) Officer (major to 2nd lieutenant).
3.a.  The FMOS 0407 field is modified to include majors.  The transition permits unrestricted majors to serve in company commander and major subordinate command planner billets.
3.b.  Summary.  PRP Officers perform various duties in both combat and non-combat environments for the planning and execution of search and recovery, processing, tentative identification, storage, interment, disinterment, and transportation of human remains and personal effects.  Furthermore, they perform various duties for the establishment of collection points, storage sites, and interment sites.  These duties are performed in both Joint and single Service theaters of operations and in a chemical, biological, radiological, and nuclear (CBRN) environment.
3.c.  Prerequisites.
3.c.1.  Security Requirement: Maintain a secret security clearance.
3.c.2.  Must be a volunteer. 
3.d.  Requirements. 
3.d.1.  Complete the formal course of instruction at the Joint Mortuary Affairs Center (8B-SI4V), Fort Lee, VA.
3.d.2.  MOS Title.  0408 PMOS Fatality Management Officer (WO1-CWO5). 
4.a.  The restricted field is created to provide long term tactical expertise and strategic expertise within the Service headquarters and to serve as a representative to the Joint mortuary affairs community.
4.b.  Summary.  Fatality Management Officers/Planners serve as supervisors, coordinators, technical advisers, and special staff officers in determining requirements associated with the management of human remains in both combat and non-combat environments.  This includes the search and recovery, processing, tentative identification, storage, interment, disinterment, and transportation of human remains and personal effects.  Furthermore, they perform various duties for the operational management of mortuary affairs collection points and interment sites within designated areas of responsibility.  These duties are performed in both Joint and single Service theaters of operations and in CBRN environments.
4.c.  Prerequisites. 
4.c.1.  Security Requirement: Maintain a secret security clearance.
4.c.2.  Must be a volunteer.
4.c.3.  Parameters for application to the 0408 WO MOS:  Applicants to be considered for selection as a warrant officer in the 0408 PMOS must obtain the rank of sergeant or above and have previously held the 0471 PMOS with 12 consecutive months of observed fitness reports.  Alternative feeder MOS’ that involve the handling of human remains (e.g., 3526, 58XX, 57XX) may be considered for the 0408 PMOS.
4.c.4.  Applicants for selection to the 0408 WO MOS must meet the requirements necessary to commence Warrant Officer Basic Course. 
4.c.5.  Applicants who have successfully met requirements to obtain the 0472 FMOS, obtained the rank of sergeant or above, and have a documented endorsement from a PRP Officer may be considered for the 0408 PMOS.
5.  MOS Title.  0471 PMOS Personnel Retrieval and Processing Specialist (PVT to MGySgt).
5.a.  Opening the field to gunnery sergeant, master sergeant, and master gunnery sergeant permits long term expertise in a tactical function which currently caps out at staff sergeant.  The expanded rank structure permits senior expertise to serve within the Personnel Retrieval and Processing Company as tactical planners and within 4th Marine Logistics Group (MLG) and Service headquarters as operational mortuary affairs experts.  Marines with the 0471 PMOS will no longer be eligible for the 0491 PMOS and that change will be reflected in the FY24 MOS Manual. 
5.b.  Summary.  Personnel Retrieval and Processing Specialists perform duties in both combat and non-combat environments for the search and recovery, processing, tentative identification, storage, interment, disinterment, and transportation of human remains and personal effects.  Furthermore, they perform various duties for the establishment of collection points, storage sites, and interments sites.  These duties are performed in both Joint and single Service theaters of operations and in CBRN environments.
5.c.  Prerequisites.
5.c.1.  (1)  Security Requirement: Maintain a secret security clearance.
5.c.2.  Must be a volunteer.
5.d.  Requirements.  
5.d.1.  Complete the following coursework:  Mortuary Affairs Specialist Course (A14M2B1), Phase I, Joint Mortuary Affairs Center, Ft Lee, VA; other Service school equivalent, or equivalent civilian/government formal course (e.g., United States Air Force, Federal Emergency Management Agency) and Personnel Retrieval and Processing Specialist Course (United States Marine Corps) (A14M225), Phase II-Marine Corps specific, Joint Mortuary Affairs Center, Fort Lee, VA.
6.  MOS Title.  0472 FMOS Personnel Retrieval and Processing Technician (PVT to MGySgt).
6.a.  Increasing field parameters to include gunnery sergeant, master sergeant, and master gunnery sergeant permits additional applications into a small capability for activation requirements.
6.b.  Summary.  Personnel Retrieval and Processing Technicians perform duties incident to the handling of human remains in both Joint and single Service theaters of operations.
6.c.  Prerequisites.
6.c.1.  Security Requirement: Maintain a secret security clearance.
6.c.2.  Must be a volunteer.
6.d.  Requirements. 
6.d.1.  Complete a seven-month deployment during combat operations under the direct supervision of school trained PRP personnel.
7.  This MARADMIN is applicable only to the Reserve Component.
