NARR/REF A IS THE UNDER SECRETARY OF DEFENSE MEMORANDUM DIRECTING DOD ENTITIES TO SUBMIT A NEW SF86 WITH SIGNED RELEASE PAGES EVERY FIVE YEARS.
GENTEXT/REMARKS/1. Purpose. Per the reference, this MARADMIN provides guidance to Marine Corps commands.
2. Background. The executive branch of the U.S. Government is transitioning to a national vetting process known as Trusted Workforce 2.0 (TW2.0). The transition began with Trusted Workforce 1.25 (TW1.25) and is now in Trusted Workforce 1.5 (TW1.5), which replaces periodic reinvestigations with automated continuous vetting. In order to maintain the requirements of the automated continuous vetting program, all DOD personnel are required to submit a new SF86, with signed release pages, every five years. This requirement does not apply to personnel who submitted an initial SF85 for suitability, unless they subsequently submitted a SF86 for eligibility determination.
3. Execution.
3.a. Except as noted above, command security managers, assistant security managers, and special security officers will comply with the requirement to initiate an updated SF86 every five years for all military and civilian personnel regardless of MOS or BIC requirements, current eligibility, current access, or favorable adjudication of their most recent investigation.
3.b. The five year date for submission of the new SF86 will be calculated from either the closed date of the most recent investigation on file or the date of submission of the last SF86, whichever is most recent. If neither date is available, commands may use the continuous evaluation (CE) enrollment date as an alternative method of calculation.
3.c. Upon notification of the requirement to complete a new SF86, military and civilian personnel will complete the SF86, with signed release pages, within 30 days using the Electronic Questionnaires for Investigations Processing (eQIP) program of record or the embedded eApp function in the National Background Investigation System (NBIS) program of record, once commands have transitioned to NBIS.
3.d. Upon receipt of a completed SF86, with signed release pages, command security managers, assistant security managers, and special security officers will review the SF86 for any new/previously unreported derogatory information and, if necessary, submit an incident report in the Defense Information System for Security (DISS). Completed SF86s, with signed release pages, must continue to be uploaded to DISS, since the initial capabilities of NBIS only include initiation, review, and authorization of background investigations; not full subject management.
3.e. This requirement does not replace or cancel any other existing requirements for initial background investigations, enrollment into the automated CE program, processing of CE alerts, or other standing requirements of the personnel security program.
4. Administration.
4.a. Command security managers, assistant security managers, and special security officers will maintain records documenting the submission of the new SF86 and have those records available for review during readiness inspections.
4.b. Inspectors for Functional Area 5510.3 will review records to ensure compliance with the requirements of the reference.
5. Additional Information.
5.a. This requirement will remain in place until superseded or canceled.
